The current manner of evaluating the state and capabilities of the Ministry of Defense and the Serbian Armed Forces is gradually losing its relevance and partially deviates from the contemporary trends, which is why the paper singles out a special research problem, aimed at overcoming the traditional understanding of performance management, i.e. gradual introduction of the performance management process into the defense system. Taking into consideration the complexity of the mentioned research problem and the current level of the development of the defense system of the Republic of Serbia, the subject of the research is based on the possibility of considering the implementation of the performance management process of non-profit organizations within the Ministry of Defense and the Serbian Armed Forces. In this regard, the paper starts from the hypothetical view that certain elements of the performance management model of non-profit organizations can be successfully implemented within the defense system. The objective of this paper is to point out the possibility of developing similar solutions in the Ministry of Defense and the Serbian Armed Forces through the presentation of a strategic map and the dashboard of the performance management model of non-profit organizations, with a brief overview of the defense systems of some foreign countries. By the implementation of the method of content analysis, focused on the comparative analysis of the considered models, the research results have confirmed the set hypothetical framework. The paper concludes that there are the objective possibilities for the implementation of the performance management process of non-profit organizations within the Ministry of Defense and the Serbian Armed Forces.

The non-profit sector (NPS) has also begun to adopt strategic planning techniques, thus making the acceptance of project portfolio management (PPM) methodology a natural consequence. This article aims to propose a project portfolio management model adapted to the context of NPOs.

The article is devoted to assessing the effect of the implementation of information technologies in non-profit organizations. The purpose of the assessment is to evaluate the effect of IT implementation and its impact on key performance indicators of an organization. The indicators characterizing the results of the organization’s activities in accordance with the State Assignment and the results of commercial activities were used as the key performance indicators. For federal state budget NPOs, it has been shown that a positive IT effect for auxiliary business processes does not directly ensure positive performance indicators for the core business processes. Hidden effects of the use of IT were assessed by changes of the indicators of the core business processes. Performance indicators characterizing the results of commercial activities may demonstrate a negative effect. Understanding the specifics of non-profit organizations, as well as metrics and performance parameters characterizing the effectiveness of such organizations, is important to ensure a correct approach to the digitalization of business processes and their performance management.

The article examines the phenomenon of social entrepreneurship, its author's interpretation is given, taking into account foreign and domestic research on the problem. They analyze the evolution of social entrepreneurship in the Republic of Tatarstan, its organizational and legal support, the forms and practices of NGOs in the region. The article presents the results of the author's comprehensive empirical research (Republic of Tatarstan, 2020): a mass survey of the population, revealing its attitude to the practices of social entrepreneurship in the republic and semi-formalized interviews with government officials, socially oriented non-profit organizations, public organizations, giving a picture of opinions and assessments concerning the problems and features of the non-profit social sector operation in the regional economy. They concluded that socially oriented non-profit organizations and social entrepreneurship in the republic are actively developing and maintain a high level of service provision. There is an active interaction of various state, administrative and public structures with the institutions of social entrepreneurship in the region, there are various programs to support the activities of NGOs, a special regional model of public-state partnership is being developed in this socio-economic sphere.

The variety of forms of NCOs and activities, the availability of different methods and sources of their financial support, changing legislation and other circumstances of the implementation of NGO activities are prerequisites that the taxation of non-profit organizations do not cease to be relevant. The paper describes some peculiarities of taxation of NGOs, business structures in the field of their charities. Based on current tax law changes 2015. Describes the problems NGOs and provides a brief overview of the status of this field at the moment in Russia and the Republic of Tatarstan.

Religious non-governmental organizations (RNGOs) and philanthropic activities<br />in Indonesia have a long history. They existed prior to the creation of the nation<br />state. Social, political and economic changes in this country have influenced the<br />development of non-profit organizations for more than sixty years after the Inde-pendence of the Republic Indonesia in 1945. Modernization and development<br />projects during the President Suharto era influenced the development of Non-governmental organizations (NGOs). In more recent years, RNGOs have largely<br />developed as a response to the socio-economic crisis after the downfall of Presi-dent Suharto regime. Discovering the dynamics of RNGOs in a broader context of<br />non-profit organizations in Indonesia provides insights into the strengths and<br />weaknesses of philanthropic activism in recent years. An historical overview of<br />non-profit organizations, legal structures, functions, and financial resources are<br />among the themes that are described in this paper.<br />Organisasi Agama Non Pemerintah (RNGOs) dan kegiatan filantropi di Indonesia<br />memiliki sejarah yang panjang. Mereka ada sebelum penciptaan negara bangsa.<br />Perubahan  sosial,  politik  dan  ekonomi  di  negara  ini  telah  memengaruhi<br />perkembangan organisasi nirlaba selama lebih dari enam puluh tahun setelah Kemerdekaan Republik Indonesia pada tahun 1945. Modernisasi dan pembangunan<br />proyek-proyek  selama  era  Presiden  Soeharto  memengaruhi  perkembangan<br />organisasi non-pemerintah (LSM). Dalam tahun-tahun terakhir, RNGOs sebagian<br />besar telah dikembangkan sebagai tanggapan terhadap krisis sosial-ekonomi<br />setelah jatuhnya rezim Presiden Soeharto. Background – PT Pembangkitan Jawa-Bali (PT PJB) is a subsidiary of PT PLN (Persero) which participates in the Business Performance Rating Program in Environmental Management (PROPER) organized by the Ministry of Environment and Forestry (MoEF) of the Republic of Indonesia based on Ministry of Environment Regulation No 06 year 2013. As a subsidiary of PT PLN (Persero), PT PJB establishes management contracts  which  aim to get a Gold PROPER rating from the MoEF. Even so, the company still has some challenges as it encounters several problems of managing CSR internally. As a first step, PT PJB, especially in CSR Department, has made improvements in its organization by implementing a PROPER-based performance appraisal system in managing CSR in all PT PJB Power Plants. Purpose – Examining the phenomenon which has been occurring for the past several years, researcher decided to conduct observations and interviews. This study tries to explain descriptively how changes have been designed and implemented through the "Performance Management Model" approach. Design / Methodology / Approach – This study is a qualitative field research. The data for this research were collected through observation and interviews. Focus interview were about CSR concept, Company’s goal and target, integrated CSR management to Company’s vision and mission, CSR management problems in different area, and social-environment national issue. Data collected were then analyzed using content analysis method. Result and Discussion – Positive impacts were found after the implementation of change in management model at the CSR Department, such as maturity level in CSR management increased, charity program decreased, and human resources capability increased. The result that One of the company’s Power Plants, Paiton Power Plant, won the Gold PROPER rating. It could be considered as the biggest achievement since the company became the only power plant in the PLN (Persero) Group which first obtained a Gold PROPER rating. Conclusion –  The establishment and implementation of PROPER-based governance system would not be optimum if it did not involve employees (Head Department, Managers, Supervisors, and staff) mastering in CSR. Research Limitations – This study has limitations in reference, namely the limited researches and previous journals on organizational change, particularly in the management of its CSR activities, which researcher found as reference material.

На основе статистической, нормативно-правовой и социологической информации проведен анализ основных условий развития НКО в Хабаровском крае и Республике Саха (Якутия), относящихся к группе регионов, лидирующих в России по показателям вовлечения некоммерческого сектора в сферу социального обслуживания населения. Результаты исследования дают основание утверждать, что наряду с правовыми, организационными, управленческими, иными факторами, определяющими развитие социально ориентированных НКО, решающее значение приобретают собственные инициативы СОНКО, способность к инновациям, сотрудничеству с основными акторами формирующегося рынка социальных услуг, гибкому реагированию на запросы населения. On the basis of statistical and sociological information, the analysis of the main conditions for the development of non-profit organizations in the Khabarovsk Territory and the Republic of Sakha (Yakutia), which belong to the group of regions leading in Russia in terms of the formation of the non-profit sector in the field of social services to the population, is carried out. The study showed that along with the legal, organizational, managerial, and other factors that determine the development of socially oriented NGOs, SONGO’s own initiatives, the ability to innovate, cooperation with the main actors of the emerging market of social services, flexible response to population requests are of decisive importance.
