Further strengthening of the role of political parties in uzbekistan as an important factor in building civil society

The article examines the role of political parties in modern state-building processes in Ukraine. The place of political parties in the political and legal system of society is determined. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered. It is noted that political parties play an important role in the organization and exercise of political power, act as a kind of mediator between civil society and public authorities, influence the formation of public opinion and the position of citizens directly involved in elections to public authorities and local governments. It is determined that in a modern democratic society, political parties carry out their activities in the following areas: the work of representatives of political parties in public authorities and local governments; participation in elections of state authorities and local self-government bodies; promoting the formation and expression of political will of citizens, which involves promoting the formation and development of their political legal consciousness. These areas of political parties determine their role and importance in a modern democratic society, which determines the practical need to improve their activities and improve the national legislation of Ukraine in the field of political parties. Political parties are one of the basic institutions of modern society, they actively influence the ac-tivities of public authorities, economic and social processes taking place in the state and so on. It is through political parties that the people participate in the management of public affairs. Expressing the interest of different social communities, they become a link between the state and civil society. The people have the opportunity to delegate their powers to political parties, which achieves the ability of the people to control political power in several ways, which at the same time through competition of state political institutions and political parties contributes to increasing their responsibility to the people. It is noted that the political science literature has more than 200 definitions of political parties. And approaches to the definition of this term significantly depend on the general context in which this issue was studied by the researcher. It was emphasized that today in Ukraine there are important issues related to the activities of political parties. First of all, it is a significant number of registered political parties that are incapable, ie their political activity is conducted formally or not at all. According to official data from the Department of State Registration and Notary of the Ministry of Justice of Ukraine, 352 political parties are registered, of which 48 political parties do not actually function. The reason for the liquidation of such parties is not to nominate their candidates for the election of the President of Ukraine and People's Deputies of Ukraine for 10 years. According to this indicator, Ukraine ranks first among other European countries. Thus, 73 political parties are officially registered in Latvia, 38 in Lithuania, 45 in Moldova, 124 in Romania, and 56 in Slovakia. However, despite the large number of officially registered political parties in Ukraine, public confidence in their activities is low. It is concluded that political parties occupy a special place in the political and legal system of society and play an important role in the organization and exercise of political power, as well as a kind of mediator between civil society and public authorities. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered, namely: introduction of effective and impartial control over activity of political parties; creating conditions for reducing the number of political parties, encouraging their unification; establishment of effective and efficient sanctions for violation of the requirements of the current legislation of Ukraine by political parties.

This paper will attempt to answer what the current state of contemporary democracy in Mexico is after the return of the Institutional Revolutionary Party (PRI) to the presidency by analysing the role of Civil Society, Political Society and the Rule of Law from 2012 to 2018. This paper will also explore if the party’s return was indeed a step backwards in the process of Mexican democratisation, or whether it was simply another step on a long road in which the various political parties alternate power. In 2018, Mexico elected its new president for the next consecutive 6 years along with a fair number of congressional seats and local gubernatorial posts, an election that again put Mexican democracy through a difficult test.

AbstractThe lack of effective political parties is one of the dominant characteristics of modern Arab polities. The role of opposition to the authoritarian regimes is therefore left to a number of civil society organizations. This study examines the interactions among such groups in the context of the traditional transition paradigm and it analyses specifically how religious and secular organizations operate and interact. The empirical evidence shows that such groups, far from attempting any serious coalition-building to make common demands for democracy on the regime, have a competitive relationship because of their ideological differences and conflicting policy preferences. This strengthens authoritarian rule even in the absence of popular legitimacy. The article focuses its attention on Algeria and Jordan.

Сivil society is a group of people excluded from the government and the army and providing a counterbalance and control of the state at the national and local levels in the country. In Bangladesh, since independence in 1971, civil society organizations have been successfully involved in social development, but they have been criticized not to be able promote democracy in Bangladesh because of their support for political parties. Therefore, it impedes strong opposition to corruption and non-democratic activities in the country. In this article, using the historical method, the author analyzes the features and role of civil society in Bangladesh.

Contemporary democracies face a trend toward the diffusion of the representational void left by under- legitimized political parties (Mair 2013). The essential functions of traditional political parties to organize and articulate political conflict and societal interests have been challenged both from the inside of the party system, by the emergence of populist habits of newcomers, and from the outside, by the progressive erosion of old political culture and corresponding increasing of hostility feeling. Intermediaries organizations of political and economic interests usually push their demands toward political actors in order to shape policy choices. What can happen when the traditional party system suffers from de- legitimation? In this paper, I will try to understand the level of concern of interest organizations toward the progressive detachment of civil society from political actors, in order to define if the risk of a void of representation is perceived as real and contingent. Thanks to a new original European dataset (the Comparative Interest Groups Survey), the analysis shows that different types of interest groups perceive the void to be real and with a possible impact on their activities and their own survival. As expected, in the regression model, differences emerge between countries with a traditional strong interests’ system and countries where groups activities are usually barely regulated. The results support the idea that the distance between civil society and political representatives should be considered a prominent focus of contemporary social and political investigation in order to understand the challenge for democratic life and the possible strategy of reaction.

The “third wave” of democratization, which saw the fall of old authoritarian regimes across Africa, as well as the introduction of multiparty elections and other significant new changes, has faded. Today, we are witnessing a reversal of democratic gains in favour of dictatorship, resulting in political instability and severe outbreaks of violence in Ethiopia, Mozambique, Kenya, the Ivory Coast, Nigeria, and elsewhere. This article seeks explanation for the failures of the democratization process in Africa, focusing on the challenging role of political institutions in determining the nature of transition trajectories, reviewing its significance, and justifying why this factor is important when analyzing the success or failure of democratization. The paper sought to provide a more robust understanding of Africa's democratization failure and the thorny issue of a transitional path toward good governance. The study found that the progress of the democratic transition process at any given point in history is dependent on the existence of powerful and capable political institutions equipped to face and respond to the challenges of the transition process, and that the more integrated and independent government and civil society institutions are, the more likely democratic practices will thrive. Furthermore, the study showed that under authoritarianism, institutions like elections, political parties, and legislatures are often referred to as "pseudo-democratic" because they are copied, imitated, and mocked to manipulate the concept of democracy and serve the continuation of autocratic rule.

The article examines the evolution at the present stage of theoretical and normative ideas about the role of civil society and political parties in their relationship with the state and their influence on social processes and the economy. Most concepts, offering theoretical reflexion on this issue, appeared in the West, and due to Western influence was borrowed by Russia and other countries, where the discourse of civil society and political parties itself was Europeanized. However, the formal adherence to European intellectual fashion in the most ambitious BRICS countries has now led to the formation of its own analytical and regulatory views on the subject, only externally resembling Western primary sources. At the same time, the use of rethought European views in modernising the own discourse of civil society and political parties allows to give this discourse a respectable image and to be effectively used by the state both for domestic political purposes and in conceptual foreign policy disputes with Europe itself.

AbstractThe holding of free, fair, and credible elections in Bangladesh remains a big challenge. In an effort to ensure credible, free and fair elections, the Constitution was amended, known as the Constitution (Thirteenth Amendment) Act 1996. This provided some extraordinary powers to the titular President without mechanisms of proper accountability. This paper critically analyses the provisions of this amendment, particularly the role of the President. We argue that this innovation in holding election is itself unconstitutional. In light of the experiences from the events leading to the declaration of emergency, the role of the President during the caretaker mode needs to be re-examined. It argues that formal provisions of the constitution through important but successful enforcement of constitutional provisions, including holding free and fair elections, largely depends on political culture and the willingness of the political parties, including civil society, to abide by those formal provisions along with their spirit.

The study is a descriptive, descriptive method and a critical analytical approach to understand, study, describe and analyze the role of political parties and civil society organizations and their tools in shaping the political system of Libya, reaching the most important results which was recently created for the first time after the fall of Gaddafi reflected a competitive dynamic, but still lacks the ability to declare specific political programs and identify their political identity and position on current issues related to development issues that Libya seeks to achieve. Following the Libyan revolution in February, a large number of civil society institutions and organizations But it is still limited in activity and there is no presence in all regions of Libya, which reflects the initiative and seek to control the formation of gatherings and federations without having a practical translation at the grassroots level throughout the country.
