The Covid-19 pandemic has created emergencies in all sectors of life around the world. In this context, this study seeks to evaluate the important role of state officials and administrators' ethics as the basis for legal policy in handling Covid-19 in Indonesia. By using a descriptive method with a conceptual approach based on normative-juridical analysis, the results of the study show that law-making and policy implementation in handling Covid-19 should be based on an agreement of ethical, moral, and basic norms as basic legal values. In this context, the constitution must be used as the basis for ethics and moral values in which all State policies as outlined in the form of laws are guided by and by the 1945 Constitution. The conclusions of this study underline the implementation of ethics following the state constitution and theoretically contribute to the constitutional aspect in public policy where policy decisions on handling Covid-19 must remain following the constitution.

The essence of social sciences is well encompassed in Green’s (2006) quote “People were created to be loved. Things were created to be used. The reason why the world is in chaos is because things are being loved and people are being used. ” For this reason, social sciences are important, as major research paradigm on how and why individuals interrelate. The aim of the actual research is to look for a conceptual approach activity, as part of a larger project focused on individual rehabilitation. The brain is trained to react to the stimulus and command a behavior. The premise, for the considered approach, is understanding the social sciences as revealing the individuals interests for self conscience, well being and moral values and drawing the line to it’s importance for governments authorities, policymakers or NGO’s.

This study aims to determine the strategies of teachers, especially teachers in anticipating violence against students.One of the phenomena that has caught the attention of the world of education today is violence that occurs in the school environment. Violence between students will certainly affect the learning conditions in the classroom. Students who experience physical and verbal abuse will certainly feel psychologically disturbed. Disturbed psychological conditions will also trigger disruption of the enthusiasm and interest of students in learning.The role of the teacher is very necessary to reduce even if it can eliminate the condition. Based on these problems, this study aims to: (1) determine the role of PPKn teachers in anticipating violence against students; (2). Knowing the obstacles of PPKn teachers in anticipating violence against students; (3). know what efforts are made by the PPKn teacher in anticipating violence against students. This research uses a descriptive method with a qualitative approach. Data collection techniques using observations, interviews and documentation conducted in the environment of SMK 17 Serang City. The research results obtained in the field show that the PPKn teacher's strategy in anticipating violence in children is to provide understanding related to norms about diversity, fostering character to care for each other, carrying out positive activities in the school environment such as extracurricular or social activities. others in the classroom environment and broadly in the school, and invites parents to control the activities of children in their environment.the strategy carried out by the teachers is done as an effort to prevent and deal with violence against students.

The advocates of the philosophy of engagement assert that learning and scholarship are not value-free, that there is a ubiquitous, even if implicit, commitment to a moral, and therefore basically political, standpoint in the vocation of the scholar and in the mission of the university. The first thing to note about this philosophy is its high-mindedness, its exalted conception of the role of the scholar and scholarship. However, if the commitment of the scholar is moral and not only intellectual, to virtue and not only to truth, how can this supply guidance or a principle of decision where the scholar encounters conflict among moral values? Decisions as to which values are to be given priority flow from the judgments, inescapable moral and political judgments, with which the citizen must concern himself. But the traditional view is that the primary goal of the citizen in his role as scholar is not the quest for virtue or power but the quest for significant truths. The pursuit of truth does not entail withdrawal or isolation from but service to society. Scholars cannot and should not escape the world of politics. But in a rational and humane society there must be some activities and institutions that are beyond politics.

The Constitutional Court of Republic of Indonesia is centralized judicial review institution which implements a posteriori and abstract control. Constitutional court decision often politically sensitive and involve important issues. On the one hand handing down strong decisions that uphold important constitutional principles can bring great benefits to citizens and can strengthen support for democracy but on the other hand, strong role of the court in judicial review tends to encroach increasingly on the territory of the law making institution. This article examines the decision of constitutional court in the framework of a tension between constitutionalism and democracy, especially from theoretical or conceptual approach. As result of examining its decisions, Indonesian Constitutional Court may reflect two characters; judicial activism as characterized by acting as law-maker and using policy in judicial decisions and/ or judicial self-restraint.  Recent  Indonesian experience shows that judicial review of legislation is not a simply of judicial control over law-making institution, as it brings  tension in the context of power relations in the scheme of separation of power. Relationship between the court and legislature, in respective of judicial review, will culminate in the philosophy of the judiciary. However, as constitutionalism and democracy are virtue, decisions of the Constitutional Court in judicial review should create mode of self-limitation within the framework of the principle of separation of powers.

The purpose of this article is to describe the capacity and role of WHO in dealing with the spread of COVID-19 and to discuss in-depth articles at the stages of policy implementation that specifically discuss the WHO protocol that is applied in dealing with the spread of Covid-19. The implementation of the policy to handle the spread of COVID-19 considers various aspects not only health but also the economic and social impacts resulting from government decision making. In addition, response measures are implemented through the Acceleration of COVID-19 Handling task which is part of the formation of structures, structure is one of the aspects that are considered in Edward III's implementation theory besides communication, resources and disposition because the presence of a structure helps implement policies has a significant effect. on policy implementation. The support of all elements of the government, the private sector in compliance with government and WHO instructions, especially regarding social distancing and physical distancing, will have a big impact in preventing the spread of COVID-19.

Abstract. COVID-19, which has spread to almost all countries in the world, force country's leaders to issue COVID-19 countermeasures policy that is the most effective and suitable for their country. The various ways to implement the policy depend on the COVID-19 impact that arises in the country. This study describes the implications of national policies related to COVID-19 case fatality rates up to 29 April 2020 in 7 ASEAN countries. We use analytical descriptive method on COVID-19 data that has been published in online media. The achievement on the implementation of national policy in overcoming COVID-19 in some countries provide new perspectives for all other countries in maintaining and improving relations between the government and its citizens to implement the most effective way in reducing mortality (Case Fatality Rate).

The article examines characteristic English menemesin their stylistic significance, which are used as representatives of a contiguous linguistic picture of the world in the texts of the early publicistic works by N.S. Leskov in connection with the author's reasoning about social and cultural problems. English menemes are characterized as idiolectemes, verbalizers of cultural concepts, explicators of the intentions and pragmatic attitudes of Leskov the publicist, which is seen as the relevance and novelty of the research. English menemes are analyzed as components of an individual conceptual sphere, taking into account their associative and connotative potential. It is proved that the functioning of menems in the author's text as representatives of the contiguous linguistic picture of the world contributes to the transmission of conceptual information in an individual interpretation, as well as the formation of ethnic ideas. The role of English menemes in the text space of a publicist is determined. Their stylistic functions in a pragmatic aspect are revealed. Methods of observation, analysis applied to material extracted by targeted sampling, conceptual approach were used. Conclusions are formulated about the pragmatics of using English memes in the early publicistic texts of N. S. Leskov as demonstrators of the author's intention and means of forming the image of a foreign people. The article can be of practical importance for the expansion of linguistic forestry, the study of the Anglosphere, the linguistic picture of the world and similar formations, clarification of the functions of English vocabulary in the scale of the author's chronologically outlined supertext and its role in activating the reader's interpretation.

The Cases in this paper include what are the causes of wives having to work outside as housewives? And what is the position of wives in running as housewives and their position as workers in order to improve the family economy? The purpose of writing this paper is to find out the causes of wives working outside other than as housewives and also as working mothers. This writing uses a qualitative descriptive method. The Information collection method used in this paper is observation, interviews, and data analysis using two data, namely primary and secondary data. The result of this paper indicates that some of the causes of wives having to work outside, among others, are the desire to increase family income, the desire to help husband because the wife’s income tends to below, and apply the knowledge gained during education in the world of work. The role of the wife in this paper looks very influential in improving the family economy. Because a working wife can fill meaningful sectors in the family. These include education, health, economic and social zones. In addition, with the work of the wife, the position of the wife automatically becomes double, namely as a housewife and a working mother.
