The discussion surrounding the impact of territorial cohesion policy, and the territorial prioritization of cohesion policy, can offer significant insights by problematizing spatial justice. The notions of territoriality, mobility and peripherality are presented and analyzed due to their relevance to territorial cohesion, but also because they may strengthen the concept of spatial justice. The main objective of this paper, and by extension of this issue, is to stress the relevance of spatial justice as a concept created to address socio-spatial and territorial inequalities and useful when framing policy strategies, articulating policy goals, implementing policies, or taking actions to mitigate socio-spatial inequalities. The paper is organized in four sections. The introductory section presents social and economic inequalities as signifiers of the (un)sustainability of the European project and stresses the challenges facing territorial cohesion policy. The second section includes a conceptualization of spatial justice which plays to both the analytical strength and normative rigour of the concept. Third, there is a brief discussion of the notions of territoriality, mobility and peripherality. The final section is dedicated to a description of the basic features of the six papers included in this issue.

Over the past two decades, both academics and policy makers have discussed the meaning of territorial cohesion in the context of the European Union (EU). This debate on the meaning and content of territorial cohesion is becoming increasingly important in a Europe that is facing multiple crises. This article contributes to the literature on EU’s territorial cohesion policies by tracing the ways in which territorial cohesion has been defined, framed and justified as an EU policy. We analyse public speeches made by the acting commissioners for Regional Policy and inquire into the Cohesion Reports from 2004 to 2017 produced by the European Commission. In particular, we interrogate both the meaning of the concept of territorial cohesion and the justifications for pursuing territorial cohesion. We conclude with some critical remarks on the relevance of economic production-based definitions and justifications for territorial cohesion policies. Accordingly, we argue that treating macroeconomic production as an indicator of territorial cohesion harmfully consolidates a narrow understanding of societal wellbeing and development and imposes on all regions a one-dimensional economic scale to indicate their level of development.

AbstractJohannesburg, which is South Africa’s largest city and economic center, is still influenced by patterns of inequality of the past. Although spatial transformation has been rapid since 1994, spatial divisions along class lines are still prevalent long after the apartheid era. This is despite the fact that societal values such as inclusivity, spatial justice and equal access to resources have become the core goals of Johannesburg’s spatial and urban development. This is particularly true when addressing housing, public open spaces, transport and social infrastructure embedded in a suitable land-use mix. However, despite the adoption of numerous policies by government, this research indicates that even recent urban development projects such as Fleurhof and Waterfall are falling short in delivering those objectives. Based on a case study analysis, we show that significant dysfunctionalities become evident when evaluating these two projects, despite their meeting relevant indicators of spatial inclusion on paper. Tensions are identified between theoretical approaches and the implementation of societally relevant policy goals. These include inclusivity and spatial justice by mostly privatized provision of housing and services, and deficiencies in public maintenance of infrastructure. The research reveals, that ‘ticking-the-boxes’ behavior on policy and project level does not produce equitable, inclusive neighborhoods and urban spatial patterns, but rather reproduces spatial inequalities of the past. If these policies are to result in real spatial change and improvement in the lives of Johannesburg residents, a more proactive approach by the public sector at different levels will be necessary.

Abstract Convergence and economic and social cohesion remain priorities for the EU, beyond failures to achieve the objectives of the ‘Europe 2020’ strategy. Convergence and territorial cohesion, as a prerequisite for sustainable and durable development, have been the fundamental objectives that generated and developed the strategic planning in the EU, including through the two global strategies, ‘Lisbon’ and ‘Europe 2020’. The sustainability of these processes, even in periods of high economic growth, is questionable since real national convergence is based in many countries, including Romania, on large and widening divergences between regions and counties. In recent years, Romania has seen one of the most enhanced improvements in convergence compared to the EU average, from 60% in 2016 to 69% of the European average in 2019 respectively. During the same period, disparities between regions and counties have deepened. More than 10 years after EU accession and participation in the Community cohesion policy, there is still a third of the counties with less than 70% of the national average of gross domestic product per capita. The health crisis has deeply affected economic activity, but in a differentiated way, depending on the specific territorial economic structures. As a result, the objective of improved and sustainable real convergence, by bringing regions and counties closer together in terms of their level of development, is receding. The economic situation in the counties in 2020 indirectly provides support for assessing the impact of the pandemic on the territorial cohesion process. The implicit conclusion revealed by the latest statistical data is that the level of development has been the support for better resilience to the health crisis. Although the restrictions on international movement and the closure of tourist and industrial capacities have had general validity, the counties with a higher degree of disparity have been more affected.

The Treaty establishing a Constitution for Europe ads territorial cohesion as Union’s third goal, beside economic and social cohesion and lists it as a shared competence. In the other hand, the Lisbon Strategy aims to turn Europe into the most competitive area of sustainable growth in the world and it is considered that the Territorial cohesion policy should contribute to it. This paper is structured by a descriptive language while deduction method is used. It refers to official documents, strategies, agendas and reports, as well as books, articles and assessments related to topic. This paper covers all of two Territorial Agendas as well as the background of territorial cohesion thinking and setting process of territorial cohesion policy.

The article is devoted to the study of the implementation of territorial cohesion policy in the European Union in order to achieve a secure regional coexistence. In particular, the regulatory and institutional origins of territorial cohesion policy in the EU are considered. The evolution of ontological models of cohesion policy has been outlined. Specifically, the emphasis is placed on the key objective of political geography – effectively combining the need for "territorialization" and the growing importance of networking. The role of urbanization processes in the context of cohesion policy is highlighted. Cross-border dimensions of cohesion policy in the context of interregional cooperation are explored. Particular emphasis is placed on the features of integrated sustainable development strategies.

Monetary policy, and the response it elicits from financial markets, raises normative questions. This chapter, building on an introductory section on the objectives and instruments of monetary policy, analyzes two such questions. First, it assesses the impact of monetary policy on inequality and argues that the unconventional policies adopted in the wake of the financial crisis exacerbate inequalities in income and wealth. Depending on the theory of justice one holds, this impact is problematic. Should monetary policy be sensitive to inequalities and, if so, how? Second, the chapter argues that the leverage that financial markets have today over the monetary policy agenda undermines democratic legitimacy.

This chapter discusses whether the European Union has a distinctive take on, and may make a particular contribution to, global governance, as well as the reverse image of the impact that global governance has in the development of integration in Europe. This includes a focus on collective norms and interests as expressed through common institutions, policies, and activities. In doing so, the chapter compares and contrasts the evolution of a supranational order in Europe with the growth of global regimes and the emergence of a multipolar world, and explores the nature of the EU’s relationships with other global powers and regions. In a final section, the chapter asks whether the EU’s relationship with global developments is best seen as a test-bed for new ideas, procedures, and concepts; a construction for the defence of a privileged way of life; or an archaic remnant of a different era.

As part of its nationally determined contributions as well as national forest policy goals, India plans to boost tree cover to 33% of its land area. Land currently under other uses will require tree-plantations or reforestation to achieve this goal. This paper examines the effects of converting cropland to tree or forest cover in the Central India Highlands (CIH). The paper examines the impact of increased forest cover on groundwater infiltration and recharge, which are essential for sustainable Rabi (winter, non-monsoon) season irrigation and agricultural production. Field measurements of saturated hydraulic conductivity (Kfs) linked to hydrological modeling estimate increased forest cover impact on the CIH hydrology. Kfs tests in 118 sites demonstrate a significant land cover effect, with forest cover having a higher Kfs of 20.2 mm hr−1 than croplands (6.7mm hr−1). The spatial processes in hydrology (SPHY) model simulated forest cover from 2% to 75% and showed that each basin reacts differently, depending on the amount of agriculture under paddy. Paddy agriculture can compensate for low infiltration through increased depression storage, allowing for continuous infiltration and groundwater recharge. Expanding forest cover to 33% in the CIH would reduce groundwater recharge by 7.94 mm (−1%) when converting the average cropland and increase it by 15.38 mm (3%) if reforestation is conducted on non-paddy agriculture. Intermediate forest cover shows however shows potential for increase in net benefits.

Abstract This article examines young people’s experiences of open access youth work in settings in the UK, Finland, Estonia, Italy and France. It analyses 844 individual narratives from young people, which communicate the impact of youthwork on their lives. These accounts are then analysed in the light of the European youth work policy goals. It concludes that it is encouraging that what young people identify as the positive impact of youth work are broadly consistent with many of these goals. There are however some disparities which require attention. These include the importance young people place on the social context of youth work, such as friendship, which is largely absent in EU youth work policy; as well as the importance placed on experiential learning. The paper also highlights a tension between ‘top down’ policy formulation and the ‘youth centric’ practices of youth work. It concludes with a reminder to policy makers that for youth work to remain successful the spaces and places for young people must remain meaningful to them ‘on their terms’.
