Contemporary villages are becoming increasingly differentiated, both in the regional and socio-economic sense. Transformation of these areas is an ongoing process, resulting in changing their functions. Growing diversity of agriculture gives way to increasing multi-functionality of rural areas. Along with the progressive development processes in rural areas, significance of various functions – not yet accentuated – is being revealed and amplified. The study presents functional transformation of rural areas on the example of Pomerania region. These areas have enhanced their socio-economic, environmental, cultural and spatial functions. The aim of this study is to define changes taking place in individual functions of rural areas and their mutual relations. Agriculture and forestry play an important role in rural areas, acting as a basis for natural resource management and development of the rural landscape. The article illustrates classifications of village and agriculture functions based on various criteria. Significant role of emerging new functions in the villages of the studied area, often innovative and prospective, influencing further development of Pomeranian rural areas was emphasized. Fundamental condition for the development of the researched villages is to increase their diversity, in particular by enriching the socio-economic functions. Rural areas are currently facing numerous challenges and the driving force for their development lies within activity of their residents.

This article examines an evaluation currently being undertaken in Papua New Guinea. The evaluation is designed to assist an organisation (comprising a donor agency, a recipient government department and a managing contractor) with the management and further development of an aid program set in the education sector. The challenge facing the organisation has been how to devise and implement a comprehensive managerial approach that will enable improvement of the existing program, the subsequent design of a new program and, at the same time, support a third objective of creating an ongoing culture of evaluation. In responding to that challenge the organisation has committed to the use of structured evaluation processes. Specifi cally, it has decided to implement a range of ‘front end’ evaluative approaches-developmental, evaluability assessment and program logic-drawn from the interactive and clarifi cative forms presented in Owen's (1999) conceptual framework. The article outlines the interventions that have been undertaken and assesses progress to date. Examples of completed activities are outlined and some innovative monitoring evaluative tools are introduced, such as the ‘capacity scale’ and the monitoring and evaluation (M&E) template. The paper concludes with some thoughts on the role of evaluation for management and development for achieving continuous improvement.

The modern stage the development of Ukraine economy is require the reasonable methodological aspects to determination of effectiveness and authenticity the existence of clusters, its the applied value and virtual for the purpose of further aspects of development the theoretical principles of management enterprises in the conditions the modern progress of national economy trends. A research purpose is mark research of practice the using of clusters in modern Ukrainian reality, exposure of its virtual constituents, evaluation the role of clustering for development of theory practices the management of enterprises and its influence an economy on the competitiveness of national economy and maintenance of motion to the European and world society. As an object of research economic activity of enterprises the different industries comes forward economies of Ukraine, which are in the search of new directions of innovative development on the basis of creation of different types of clusters. Methods and principles of scientific cognition of general and special methods and receptions became methodological basis of research that the effective used in the process of ground and the applied value of the use of clustering. Including the methods of systematization and generalization? what are used for the analysis of the existent  aspects of creation the clusters in different industries of activity of enterprises; inductions and deductions, what are use for the ground of the applied value of clustering; between disciplinary analogy, what are use for the evaluation the virtual of application and adaptation of clusters to the operating of modern enterprises conditions. Supposition became the basic hypothesis of research, that modern cluster educations in different industries of Ukraine national economy have more virtual than practical application, and - basic its further development its legislatively-normative determination and use must become in the direction of creation the competitive products. The statement of basic materials. It is well-proven that the applied methods of clustering have likeness with the reliable methods of realization of prognosis, when the variety of the possible states of the economic systems is planned. Common reliable idea about development does not give reliable information a cluster about development of single enterprises in it, that is why conduct each in such cluster associations more casual character, than reliable activity to the cluster, has yet a subject. There is authenticity of that not every subject will be consistently and to move on a scenario which is offered in a cluster association, but will incarnate that which answers its idea about prosperity and necessities. In-process of expose was wrote the mechanisms of presentation the participants of cluster about a utility, satisfaction system of values, which is carried in itself by creation of different clusters. Offered approach consideration about cluster society have originality and practical meaningfulness and allow to send processes creation of clusters on determination of compatible values and necessities for its participants and receipt of public economic effects from it. The conducted research allowed to formulate a conclusion, that clustering have the hidden potentials, that not allow effective develop the economy of enterprises, but take in attention the virtual features of perception the clustering, it follows to pay attention to necessity: creation of legislatively-normative base in relation to functioning of clusters, presence of instruments the state support of activity of clusters on regional and national levels for creation of competitive products; creation of compatible values and requirements in mutual relations in a middle clusters and receipt of the objective applied effects in relation to functioning of clustering.

During the past 20 years, the role of geospatial technology in society has increased dramatically. However, the impact of these technologies in rural areas remains minimal. In Texas, a federally funded project called the Columbia Regional Geospatial Service Center System (the System) has emerged as a model for bringing the benefits of geospatial technology to all portions of society. The model involves distributed, academically based Centers, each with regional specializations, linked together into a unified system for addressing critical needs in emergency response, economic development, and natural resource management. The Centers operate on three focus areas, i.e., data, applications, and training. The Columbia Center has been in operation for five years and has demonstrated the practical strength of the System through numerous local and statewide projects, responses to natural disasters, and other geospatial activities.

The article analyzes the role of political factors in integration processes. Their implementation is a key component of the foreign policy of any state. As is generally known, the strategy of mutual relations of various countries is determined by a number of political factors, taking into account the interests of the community or competition in various spheres of cooperation. At the same time political factors are seen as the driving force of any process imposed by a public authority. It seems that the effect of political factors in this context is reflected in the fact that during the decision-making the stakeholders of the international integration seek to satisfy their own interests. The condition of mutually beneficial relationships, which has a clear political and economic context, is one of the key conditions in resolving the issue of states’ entering into the integration process. The content of political factors includes not only the political nature of states’ activities at the international level, but also the causes and the circumstances under which these decisions were taken. Thus, political factors are one of the major reasons for making key decisions in the implementation of international integration processes.

Villages and their functions in the landscape have changed significantly, and the 21st century has brought with it a number of problems in the functioning of village settlements and the rural landscape. The aim of the paper is to analyze the role of the current village in the landscape and biodiversity in the landscape and to outline the possibilities of its functioning in this system and its further development. The work is processed mainly by means of the method of terrain and local surveys. The analysis shows that throughout the 20th century the possibilities of animal and plant move in the landscape decreased and diversity in the form of gardens, cemeteries, parks and other green formations was concentrated in settlements and their immediate vicinity. Contemporary villages and smaller towns have already had a relatively stabilized strip of greenery around them, which was created together with ensuring a quality environment (e.g., soundproofing or sun elimination). This, on the other hand, allowed animals that had not been common in settlements to move into villages. To our surprise, the villages become a treasure trove of biodiversity and the preservation of fragments of important habitats from previous stages of development. The care of intra-settlement greenery thus faces a new, as yet unknown, task - how to maintain and further develop this newly created biodiversity.

Currently, the agro–industrial complex (AIC) of the Republic of Kazakhstan has all the advantages and opportunities to become a new driver of economic development. The article examines the state of households of the population provides statistical data on the main indicators of the dynamics and structure of livestock products and the productivity of livestock and poultry for all categories of farms in the Republic of Kazakhstan. The paper shows the role of production of household farms in comparison with other categories of farms. In recent years, households (formerly personal subsidiary farms) play an important role in the country’s agriculture and make a significant contribution to ensuring the food security of the state. Further development of farms of the rural population is directly related, in particular, to the improvement of the living standards of rural residents, and in general to the development of rural areas. The aim of the study is to develop theoretical and practical recommendations for the further growth of the main indicators of livestock production by households and their significant impact in ensuring the country’s food security. In this regard, it is necessary to consider trends in the production of livestock products by all categories of farms, and in particular the contribution of households to the process of trends in the production of livestock products by households in the context of ensuring food security in our state.

This paper addresses the issue of the role of agriculture in multifunctional rural development in Italy. Italy is characterised by high heterogeneity in terms of territorial composition, rural areas and the role of agriculture. The paper reviews the main multifunctionality concerns in Italy, by discussing rural development issues and policies and addressing the role of agriculture in such a context. The further development of agriculture and related future issues are then discussed, both in terms of dominant themes and most relevant policy design issues.

Margaret Thatcher’s artistic heritage is one of the most vivid manifestations of topicality of conservative movement as the modern evaluation system of the world political reality. The conservative and later neoconservative ideological complexes were developed with maximum accuracy for the latest world reality in the perspective and retrospective.Margaret Thatcher’s research object and conservative evaluation object are very broad systemically and include the questions of the «Cold War» evaluation, the role of the USA as the superpower and world leader, the Asia and Europe achievements and values, the world conflicts, the role of modern national state and the anomaly of state development, terrorism, religion and human rights.Margaret Thatcher takes into account the fact that globalization and regionalization problems are basic questions and most important tendencies of the world development. Margaret Thatcher’s evaluation is entirely conservative and at the same time somewhat emotional, it corresponds to ideological conviction if it is dictated by the reality and the productivity of idea.In the part of retrospective analysis of the theory Margaret Thatcher underlines the role of technical and technological revolution in political and economic world development and the role of empire as a forming factor of world globalization model of political space organization. This model was used for British Empire expansion.Margaret Thatcher doesn’t exaggerate the significance of economic factors for the formation of globalization processes, their current and perspective conditions. The economic part of world development processes became a driving force and the «locomotive» of the world history of telecommunicate revolution. After the achievement of triumph by these tendencies the economic globalization processes gave way to political ones as the most important ones. Conservatives consider political processes to be system organizing and system transforming factors under any condition. Probably the complex and systemic evaluation of the globalization processes by conservatism doctrine is adjusted by the marginal modifications of world political space changes. Conservative research takes into consideration the meaning and character of changes of world political space or any fragment of this space for working out the most accurate estimate.Margaret Thatcher notes the bifurcation of world development in the period of formation of new tendencies and affirms that it is a new source of antagonisms as a driving force of further development. At the same time the ambiguity of economic role of globalization cannot be reduced to the indiscriminate capitalism criticism. Capitalism is not criticized as the way of production and the way of organization of global economy. On the contrary, capitalism as any other world economy organization model is a benefit if it is based on the strategic government management. However, capitalistic bifurcation of world economy development demonstrates the rightfulness of neoconservative idea of «world power» importance in newest modern realities. Systematic and invariable success of states using this system of economic and political values, such as the USA, is the example. So, in this context globalization processes determine the nature of world order and represent driving forces and factors of its further development and possible transformation in the conditions of changing globalization nature.Margaret Thatcher summarizes the globalization meaning and notes the necessity to glorify the triumph of global capitalism based on the free business activity, though shocks are inevitable. Margaret Thatcher also considers important actions aimed at making the profits from free trade accessible to all states in the world. The terrorism is a main problem of modern policy.Thus, the conservatism in Margaret Thatcher’s work appears as one of the most promising socio-political movements of modern world. The conservatism, as Margaret Thatcher summarizes, is able to explain the most difficult phenomena and contradictions of political reality and to suggest really promising political models and ideals.
