The aim of this study is to analyse, from the workers’ perspective, the employability model developed by the research group IARS linked to the Situational Test for measuring the Development of Basic Employability Competences (Test Situacional de Desarrollo de las Competencias Básicas de Empleabilidad). The hypothesis was that basic employability competences proposed by this model are necessary to attain, remain and be promoted within the labour market regardless of the economic sector, sex, age and work experience. A questionnaire was completed by 255 workers from different professional sectors. They evaluated the need for eight basic employability competences proposed in the model to obtain and retain their position and also to be promoted: self-organization; training-career plan; decision-making; teamwork; communication; flexibility; perseverance; responsibility/co-responsibility. The competences were perceived to be very necessary to attain, maintain and to be promoted within the position, although the competences were considered progressively more relevant as workers’ progress along their professional career. All competences were assessed as necessary for different jobs independently of the professional sector, sex, age, and difficulties accessing the labour market after being unemployed. Only some nuances with small size effect were detected. To initially obtain their first job, flexibility is the competence most valued by women and young people, whereas for workers aged 25 to 54, it is the construction of a training-career plan. With regards to maintaining a position, perseverance is most valued by workers who have experienced more difficulties accessing the labour market or have been unemployed. Regarding promotion, teamwork is seen as key by those who have remained at the same company for the longest time. The results endorse the validity of the model and allow for advances to be made in constructing psychoeducational instruments for developing the employability basic competences from an early age.

Through face-to-face interviews with seven immigrant women living in the Flemingdon Park area, this paper explores the barriers that immigrant women encounter in accessing the labour market, and the challenges they face in the labour market. The findings suggest that lack of work experience, language barriers, absence of networks, lack of education, and family responsibilities and gender roles are major barriers that immigrant women have to cope with while accessing the Canadian labour market. Working environment and underemployment appeared to be the challenges that immigrant women who are, or have been in the labour force, had to deal with in the work place.

We study the effects of a voluntary skill certification scheme in an online freelancing labour market. We show that obtaining skill certificates increases a worker’s earnings. This effect is not driven by increased worker productivity but by decreased employer uncertainty. The increase in worker earnings is mostly realised through an increase in the value of the projects obtained (up to 10%) rather than an increase in the number of projects obtained (up to 0.03 projects). In addition, we find evidence for negative selection to completing skill certificates, which suggests that the workers who complete more skill certificates are, on average, in a more disadvantaged position in the labour market. Finally, skill certificates are found to be an imperfect substitute to other types of standardised information. On the whole, the results suggest that certificates play a role in helping new workers break into the labour market, but are more valuable to workers with at least some work experience. More stringent skill certification tests could improve the benefits to new workers.

AbstractA combination of experts’ idea-generating, dignitaries in librarianship, and decision makers’ concerns at the level of Government should have been made capable of realizing libraries as the facilitator of teaching-learnig process with promising outcomes. Bright learners by way of efforts made in terms of an ever enhanced curriculum should have been developing to sophisticated personalities and geared towards humans with qualities. What has gone in practice proves to be swerving to some extent in that some sort of comprehensive model of running library services is due needed: a standing structure built in the middle of the scholl; collections including books, non-books, digital; and truly Librarian (i.e. main manager of the intellectual asset). Any most interesting activities possible need to be created to make library an area of “play” being the goal of a means to accelerating a reading habit especially among children in their early age. The recent changes to the Canadian Point System in relation to the Federal Skilled Worker Program (FSWP) have greatly impacted the types of applicants that will be admitted to Canada. Through a Critical Discourse Analysis (CDA), it is my intention to explore the hiring practices of some Canadian employers and how immigrants currently fare in the labour market. A CDA will also be conducted based on the adjustments to the point distribution of specific selection factors for the FSWP. Because the most recent changes to the Point System were made in May 2013, this MRP will be one of the first if not the first to critically assess the May 4, 2013 changes to the Point System from a rights-based perspective. I will also explore whether or not the Government takes responsibility for helping immigrants facing discrimination in the labour market. Finally, I will investigate whether the adjustments to the Point System reinforces and legitimates the discriminatory practices of some Canadian employers.

The profile of permanent and temporary contract workers: An investigation among Flemish school leavers The profile of permanent and temporary contract workers: An investigation among Flemish school leavers We investigate the employment (jobless – employed) and contractual (temporary – permanent) status of Flemish youngsters three months after leaving school by means of a bivariate censored probit model. Our results clearly show a division among school leavers. Some groups such as women, non-natives, individuals without work experience and/or driving licence and those entering the labour market during an economic downturn have a lower probability to find a job. Moreover, they often have a lower probability to get a permanent contract if they manage to find a job despite their disadvantageous profile. Although the type of the contract partly results from institutional differences, these contractual differences among school leavers also show up after controlling for firm size and sector of employment.

PurposeThe unemployment rate among disadvantaged youths (aged 15–34 years) in large parts of Africa, Asia and Latin America has become a global concern. The concern in this article is that most WIL programmes could not facilitate a smooth WIL-to-work transition. The purpose of the article is to examine the roles of partner stakeholders in the features of an innovative WIL model influencing the labour market entry of the disadvantaged youths.Design/methodology/approachA qualitative approach was suitable for examining the features of an innovative WIL model. Semi-structured interviews were used to collect data from seven managers of different firms and institutions, and ten trainees to examine the roles of partner stakeholders in the features of an innovative WIL model influencing the labour market entry of disadvantaged youths.FindingsThe main findings reveal that local businesses and enterprises played important roles in participating in the design of the WIL curriculum, providing adequate mentorship for work experience and micro-placement to the trainees. Based on the findings, the author concludes that the partnership with stakeholders as an innovative WIL model contributed to the employability of disadvantaged youths through the acquisition of work experience and work-readiness.Practical implicationsThe implication of the findings is that the commitment of partner stakeholders ensures that WIL graduates continue to be employed. The commitment of partner stakeholders evident in this study is likely to continue creating better employment prospects for WIL graduates.Originality/valueThough stakeholder partnerships are common in WIL programmes and TVET, the innovativeness of this model lies in the features of WIL programmes, the roles and commitment of stakeholders including the outcomes of the partnerships.

AbstractOrdered arrays of pores in Si provided the first (two dimensional) photonic crystals with bandgaps in the μm region. The paper explores the potential of pore etching for two- and threedimensional photonic crystals in GaAs, InP, and GaP. A striking feature of pore etching in III-V semiconductors is the strong tendency to self-organization and pattern formation. As an example, self-organized well-defined pore lattices (a = 100 nm – 1 μm) can be made in InP. All materials show self organized diameter oscillations, often synchronized over large distances between pores. Extremely strong diameter oscillations are observed in GaAs. Pores in all materials tend to grow in <111> directions, but can be induced to grow in the direction of current flow, too. These features can be used to produce two- and three dimensional photonic crystals. The latter goal might be achieved by switching periodically between different pore morphologies with depth, or by modulating the diameter with depth - always helped by the tendency to self organization. Self organization, however, will not lead to perfect crystal structures; lithographically defined nucleation is needed and has been tried. First results show that there are pronounced differences to what is known from Si. While the production of externally defined photonic crystals in the sub μm region appears to be feasible, the strong tendency to self organization must be taken into account by matching internal time and length scales to the desired external ones.
