And he adds that, in general, and until recently, the prevailing practices in the United States and Canada have been in close harmony with the conventional wisdom. But the restless change of events threatens the existing state of affairs, described by the conventional wisdom, with progressive obsolescence. The labour market effects in Southeast Asia of the COVID-19 pandemic have attracted considerable analysis from both scholars and practitioners. However, much less attention has been paid to the pandemic’s impact on legal protections for workers’ and unions’ rights, or to what might account for divergent outcomes in this respect in economies that share many characteristics, including a strong export orientation in labour-intensive industries and weak industrial relations institutions. Having described the public health measures taken to control the spread of COVID-19 in Indonesia, Cambodia and Vietnam, this article analyses governments’ employment-related responses and their impact on workers and unions in the first year of the pandemic. Based on this analysis, we conclude that the disruption caused to these countries’ economies, and societies, served to reproduce existing patterns of state–labour relations rather than overturning them.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». This essay addresses the impact of industrialisation on the experience of work during the early 1800s. It presents the idea that industrial relations focused less on trade unions and more on broad labour/management contact and gave a new emphasis to the significance of the labour process. Also featured is a map of The Port of London in the 1830s, which is used as an example for evidence of change within the pre-industrial pattern of management/labour relations.

The study examined the relationship between the Public Service Motivation and Organizational Citizenship Behavior. Location of research at the Department of Marine and Fisheries East Java Province. The population of the study was 75 employees and the sample used is 52 people. To test the pattern of model relationships established, the researchers used regresssion statistical method analysis.The results of this study prove that the Public Service Motivation has a significant and positive influence on Organizational Citizenship Behavior, as well as partially indicate that Commitment to Public Interest, Solidarity and Patriotism have a significant and positive impact on Organizational Citizenship Behavior, but Involvement in Public Policy Making has no significant effect to Organizational Citizenship.         Keywords:Organizational Citizenship Behavior, Public Service Motivation, Public Policy Making, Commitment to the Public Interest and Civic Duty, Compassion, and Self-sacrifice.

Problem formulation is a critical step in the public policy process. Nonetheless, this importance is not listed in regular policy textbooks and is often overlooked. This study uses the case of sandstorm-combating in Minqin County, China, to illustrate the problem. Through statistical analysis of the data, the authors have demonstrated how policy formulation could be set on the wrong premise and lead to wrong policy consequences, particularly in the case of environmental issues for which full information is not readily available. In conclusion, the authors argue that conscientious attention to policy problem formation, careful empirical analysis, and collaborative participatory efforts are essential to ensure public policy success.
