The author explores the key legislative innovations in the sphere of legal regulation of relations involving use of Internet. The subject of this research is the legal relations with the use of modern communication relations, as well as their legal regulation. Special attention is given to the protection of copyright and personal information of Internet users. The article examines the recent legislative acts aimed at protection of personal data and copyright involving use of the modern communication technologies. The author examines statistical data pertaining to the use of personal information and content falling within the copyright in the Internet. A conclusion is made that in the Russian legal field personal data are fully controlled by the government, but the “large user data” do not appear therein, and in essence, displayed in a “grey zone”. Latest changes in legislation indicate desire of the government for “digital registration” of the largest possible number of citizens, as well as de-anonymization of the Internet users. The novelty of this research consists in analysis of the most recent normative acts in the area of legal regulation of copyright, preservation and usage of personal data involving the modern information and communication technologies. The author criticizes the existing legislation in the area of legal regulation of information exchange in the Internet with regards to violation of citizens’ right to privacy.

The scale, speed and multi-vector development of science and technology are extremely effective in influencing legal, economic, political, spiritual, professional and other social relations. The development of information and communication technologies, the use of the Internet, the creation, storage, transmission, processing and management of information became the driving forces of the new scientific and technological revolution. This facilitates the introduction of technologies for the transmission and use of information in digital form in almost all spheres of public life, namely text data, photo, audio, video images, which are transmitted in various ways via the Internet and other systems and means of communication. One of the key elements of data transmission technologies and systems is the availability of information by which it is possible to identify their subjects and objects by their inherent identification attributes. In Ukrainian legislation, in particular in the Law of Ukraine «On Personal Data Protection», information or a set of information about an individual who is or can be identified specifically is defined as personal data. However, despite its modernity, this law still contains a number of shortcomings and uncertainties, both in terminology and in the legal mechanisms for working with data by which a person can be identified, i.e. identification data.

Contemporary commerce is completely different as regards features some years ago. Nowadays, a considerable number of individuals and firms take advantage of the information and communication technologies and conduct transactions online. In particular, the mobile industry along with the broad use of social networks and improvements in the internet bandwidth worldwide has created a completely different business environment. Consequently, the technology incited many consumers to cross-border e-shopping, allowing access to a wider variety of products and services, and in numerous circumstances, access to cheaper goods. The purpose of this chapter is to investigate the perceptions internet users have towards e-shops focusing on Greece. More precisely, it aims to find out whether there are contingent differences on customers' perceptions regarding domestic vs. international e-shops, since a gradually augmented number of people have been expressing their preference on non-domestic e-stores for their purchases. Additionally, the chapter intends to shed light on the difficulty in understanding vital aspects of e-consumer behaviour.

The paper examines the views of Internet users concerning the protection of their rights on the Internet. The Web survey, conducted by the snowball sampling, included 783 Internet users who expressed their views regarding the ways the state (Serbia) and private agents (Facebook and Google) relate to the right of freedom of expression and privacy on the Internet. Also, the survey was used to examine the individual responsibility of users when it comes to the use of Internet services. Several hypotheses suggested that Internet users in Serbia do not have confidence in the country and private actors on the issue of protecting their rights. However, users also do not demonstrate a satisfactory level of individual responsibility. The most important findings indicate that: 1) only one-sixth of the respondents consider that the Government of the Republic of Serbia does not violate the privacy of Internet users; 2) almost half of the respondents do not feel free to express their views criticizing the government; 3) almost 90% of users are not satisfied how Facebook protects their privacy, while it is 1% lower in the case of Google; 4) a third of respondents answered positively to the question whether they had read terms of use of the analyzed companies, but half of them did not give a correct answer to the main questions; 5) only 8.9% of respondents who claimed to have read terms of use are aware of the fact that Facebook shares their data with third parties.

Information and communication technologies (ICTs) are very important tools for economic development and poverty reduction when used effectively by individuals in all economic sectors including agriculture. Urban livestock keepers need ICTs in their activities so that they can make informed decisions that can lead to improvement of the livestock industry. Despite its importance, ICT use is hindered by several factors including unawareness of the radio and television programmes and lack of computer skills. This chapter reveals the extent of use of ICTs by urban and peri-urban livestock keepers whereby different types of ICTs are used by urban livestock keepers to access livestock information, though some ICTs, for example, mobile phones are used more than other ICTs (radio and television). Internet is used by very few livestock keepers due computer illiteracy. Policy implications include improvement of the telecommunications services by the government through relevant bodies in order to facilitate more access to information through mobile phones, radio, television, and the internet.

In this chapter, we examine how people of African descent are using an online discussion forum as a site for interrogating the existential question of “who am I?” Contrary to the typical formulations of the digital divide as a measure of disparity in access to information and communication technologies (ICTs), we make a case for how and why ICTs are being effectively used to enable and advance the interests of people who have historically been marginalized and silenced. The contributions of this research extend the digital divide discourse to affirm the cultural realities of diverse Internet users.

Purpose – One of the main manifestations of the application of modern information and communication technologies which is considered by governments is the concept of e-government. Design/methodology/approach – Developing economic and social interactions requires the government to interfere in people’s private affairs; the issues that were formerly part of the private rights of citizens are now influenced by public rights and actions resulted by the government’s regulation. Findings – To provide their individual freedom and welfare, human beings consider it necessary to respect the privacy of each other; they do not want to be watched over or their personal information and secrets to be revealed. Originality/value – Many international laws have been legislated in this regard to respect individuals’ privacy and prohibit natural and legal persons from accessing the information; this must be observed by governments, too.

Ever growing and evolutionary technologies of the Internet have lured nations in utilizing information and communication technologies to upgrade the livelihood of their citizens. Governments of most countries have initiated multi-faceted programs and initiatives to provide enhanced services through means and methods that are being facilitated by the Internet. However, forms and norms of services have taken shapes and domains depending on the ground context, expansion and maturity of ICTs in their countries and communities. This chapter will explore situations of electronic forms of the government, which it argues is a pre-requisite for good governance and thus enable governments to reach the people at large. Particularly, the chapter will review the emancipation of ICTs in eight countries of the South Asian Association for Regional Cooperation (SAARC). It investigates some basic parameters of ICTs retrieving archived data from various institutions and organizations. Later on, the chapter tries to generalize the situation in terms of recommendations.
