The paper investigates conditions and circumstances of the occurrence of emergencies during ship exploitation. The concept and different forms of emergencies are defined while conditions of their occurrence are simulated, as well as possible modes of prevention of their occurrence or development. On the basis of the results of the investigation covering 240 professional seamen an appropriate organisational algorithm of participative ship management is defined as foundation for the application of the management algorithm in emergencies. On this basis the method of Risk and Hazard Assessment is applied. Also, the algorithm of Decision Making Process is derived from the related investigations. The proposed algorithm is not based only on the organisational presuppositions of participative management but also on complex human relationships as well as acting in stressful circumstances through all the phases of emergencies. The appropriate decision support system to help decision-makers during the emergencies is described. AbstractIn the freight transport sector, competing companies horizontally collaborate through establishing Collaborative Transport Networks (CTNs). Fruitful implementation of CTNs will leverage environmental and socio-economic goals of sustainable development in the freight transport sector. The benefits of CTNs in horizontal collaborative settings have been widely demonstrated through several modelling approaches. However, in practice, the real applications of CTNs have been challenging and most did not achieve satisfactory performances. Some studies have addressed this issue by identifying different barriers to CTN implementation. However, a conceptual framework for the barriers is not well-established. In addition, the literature lacks a decision-making framework for the CTN implementation which considers the different barriers. To address this gap, this paper conducted a literature review of the barriers to CTN implementation. In total, 31 different barriers were identified. A conceptual barrier framework is developed by grouping the 31 barriers into five categories: the business model, information sharing, the human factors, the Collaborative Decision Support Systems (CDSSs), and the market. The paper additionally proposes a stage-gate model integrating the conceptual barrier framework into the CTN implementation decision-making process. The current work contributes to the existing literature by developing both theoretical and practical understandings of the barriers to implementing CTNs and will support decision makers in CTN implementation to maximize the CTN benefits and minimize the risk of CTN failure.

Education is an essential need and an important element to create a broad-minded youth. While in Indonesia, the rate of tuition fees is still imbalanced with the economic rate. Thus, many people decided to discontinue their higher education. Decision making plays an important role to manage organizations, including in educational institutions, as one of the main duties in managerial is making decisions. This study took place in a midwifery academy in Malang. In response to this situation, the academy has a policy to alleviate students by paying the tuition fees in instalments. However, many students are in arrears as the result of this policy. Thus, management needs to take some consideration before making a decision toward the problem. Those considerations require high accuracy and time consuming to process information that support decision making. Currently, the decision-making process in this academy is still semi-automated, in which some processes are still done manually, which affect longer time to make decisions, and the accuracy of calculations could not be fully guaranteed. According to this condition, the purpose of this research is to design a decision support system that enables us to process information for decision making and to offer decision alternatives for decision makers. This research employs Systems Development Life Cycle (SDLC) with a decision table as a method to create decision alternatives. The prototype was developed using Visual Studio C#.Net. The result shows that by using the proposed prototype of DSS, decision makers can reduce 5-10 minutes of decision making process compared to the old semi-automated system which still required manual calculation and data collection and analysis before making the decision. A complete data and more detailed parameters for decision criteria are required to implement the proposed prototype of DSS in the institution with more objective consideration in the decision making process as the future work.

Decision support systems are one of the choices decision-makers make in an attempt to cope with the problems related to the time length required in decision-making process. Such systems are known to improve the efficiency and accuracy in the decision-making processes. In developing a decision support system, a certain calculation method is required as part of its processing. One of the most commonly used methods is FMADM. This research discusses the clustering of decision support system using FMADM in an attempt to provide a taxonomy of decision support system based on FMADM.

In this study, the decision-making process management of forest tending in the forestry business is decentralized, and forest tending decision-making activities at different points in time are integrated by decision makers at different geographical locations. The decision-making process was analyzed and optimized from a system perspective. Based on the optimized decision-making process, a forest tending business group decision support system (FTGDSS) was established. We first reviewed and discussed the characteristics and development of the forest tending business and forestry decision support system. Business Process Modeling Notation was used to draw a current state flow chart of the forest tending business, to identify and discover important decision points in the process of tending decision-making. We also analyzed the content and attributes of each decision point, and described the system structure, functional framework, knowledge base structure, and reasoning algorithm of FTGDSS in detail. Finally, FTGDSS was evaluated from the two dimensions of the technology adoption model. FTGDSS integrates different levels of time-space decision-making activities, historical tending data, business plans, decision-makers' management tendencies into the decision-making process and automatically extracts decision-making data from the forest business process management enterprise resource planning system (Smartforest) that improves the ease of use of the decision support system (DSS). It also improves the quality of forest tending decisions, and enables the DSS to better support multi-target management strategies.

So far, the employee performance assessment at the office of sukodadi sud district in lamongan regency is conducted by the appraisal officer in coordination with the Head Office. Previously was done manual calculation without using a system. The calculation carried out in the form of determination of eligibility fulfillment of promotion of employee. Decision support systems can assist in determining assessments of employee work for the purpose of regular promotion by using a method. The existence method can be used in decision support systems such as Analytical Hierarchi Process (AHP). Systematic and appropriate in the decision-making process that is able to show the value of the competence of employees in accordance with the criteria established by the Office or decision makers based on systematic data analysis for the purpose of promotion of regular.

Decision making is one element of economic value, especially in the era of globalization, and if it is not acceptable in the decision making process, we will be left behind. According to Robins, (2003: 173), Salusu, (2000: 47), and Razik and Swanson, (1995: 476) say that decision making can be interpreted as a process of choosing a number of alternatives, how to act in accordance with concepts, or rules in solving problems to achieve individual or group goals that have been formulated using a number of specific techniques, approaches and methods and achieve optimal levels of acceptance.Decision making in organizations whether a decision is made for a person or group, the nature of the decision is often determined by rules, policies, prescribed, instructions that have been derived or practices that apply. To understand decision making within the organization it is useful to view decision making as part of the overall administrative process. In general, individuals tend to use simple strategies, even if in any complex matter, to get the desired solution, because the solution is limited by imperfect information, time and costs, limited thinking and psychological stress experienced by decision makers.

Introduction: Socio-cyber-physical systems are complex non-linear systems. Such systems display emergent properties. Involvement of humans, as a part of these systems, in the decision-making process contributes to overcoming the consequences of the emergent system behavior, since people can use their experience and intuition, not just the programmed rules and procedures.Purpose: Development of models for decision support in socio-cyber-physical systems.Results: A scheme of decision making in socio-cyber-physical systems, a conceptual framework of decision support in these systems, and stepwise decision support models have been developed. The decision-making scheme is that cybernetic components make their decisions first, and if they cannot do this, they ask humans for help. The stepwise models support the decisions made by components of socio-cyber-physical systems at the conventional stages of the decision-making process: situation awareness, problem identification, development of alternatives, choice of a preferred alternative, and decision implementation. The application of the developed models is illustrated through a scenario for planning the execution of a common task for robots.Practical relevance: The developed models enable you to design plans on solving tasks common for system components or on achievement of common goals, and to implement these plans. The models contribute to overcoming the consequences of the emergent behavior of socio-cyber-physical systems, and to the research on machine learning and mobile robot control.

A way to minimize uncertainty and achieve the best possible project performance in construction project management can be achieved during the procurement process, which involves selecting an optimal contractor according to “the most economically advantageous tender.” As resources are limited, decision-makers are often pulled apart by conflicting demands coming from various stakeholders. The challenge of addressing them at the same time can be modelled as a multi-criteria decision-making problem. The aim of this paper is to show that the analytic hierarchy process (AHP) together with PROMETHEE could cope with such a problem. As a result of their synergy, a decision support concept for selecting the optimal contractor (DSC-CONT) is proposed that: (a) allows the incorporation of opposing stakeholders’ demands; (b) increases the transparency of decision-making and the consistency of the decision-making process; (c) enhances the legitimacy of the final outcome; and (d) is a scientific approach with great potential for application to similar decision-making problems where sustainable decisions are needed.

Introduction. Appropriate decision-making is essential in emergency situations; however, little information is available on how emergency decision-makers decide on the emergency status of the patients shifted to the emergency department of the hospital. This study aimed at explaining the factors that influence the emergency specialists’ decision-making in case of emergency conditions in patients. Methods. This study was carried out with a qualitative content analysis approach. The participants were selected based on purposive sampling by the emergency specialists. The data were collected through semistructured interviews and were analyzed using the method proposed by Graneheim and Lundman. Results. The core theme of the study was “efforts to perceive the acute health threats of the patient.” This theme was derived from the main classes, including “the identification of the acute threats based on the patient’s condition” and “the identification of the acute threats based on peripheral conditions.” Conclusions. The conditions governing the decision-making process about patients in the emergency department differ from the conditions in other health-care departments at hospitals. Emergency specialists may have several approaches to decide about the patients’ emergency conditions. Therefore, notably, the emergency specialists’ working conditions and the others’ expectations from these specialists should be considered.

Abstract There is rarely an optimal solution in sustainable development but most frequently a need to build compromises between conflicting aspects such as economic, social and environmental ones and different expectations of stakeholders. Moreover, information is rarely available and precise. This paper will focus on how to use indicators to monitor sustainable development, integrating the information provided by many of them into a complex general sustainability index. Having this general indicator is essential for decision makers as it is very complicated to evaluate the performance of the organization based on multiple indicators. The objective of this paper is to find mathematical algorithms for simplifying the decision-making process by offering an instrument for the evaluation of the sustainability progress.
