Aid effectiveness has been situated in the central debate of development studies and, particularly, among foreign aid policy making community. As the Netherlands was one of the unique countries which focused extensively on the needs of its recipient, it is important to investigate the Netherlands’ recent practice of its development aid, particularly to Bangladesh and the associated goal ambiguity. This article attempts to answer the question, “to what extent does goal ambiguity in Dutch development aid affect the effectiveness of Dutch development aid given to Bangladesh?” This analysis is based on independent assessments of Dutch official development aid (ODA) to Bangladesh and Dutch coalition agreements in 2005-2010 and 2011-2016. This study finds that, in the second period, goal ambiguity has increased, while the aid effectiveness has decreased. This change is unlikely to be attributed to the conditions for aid effectiveness since these remained largely stable or even in slightly in favour of the second period. While the comparison of different sectors between timeframes lacks full robustness, there is direct evidence that goal ambiguity has played a role in lower effectiveness in the water related aid in the second period. Therefore, this study suggests that aid effectiveness in Bangladesh has decreased in the period 2011 to 2016 due to an increase in goal ambiguity caused by increasing self-interests in Dutch ODA policy.

Infrastructures development is the backbone of a country's economy. The developing countries like Nepal have to rely upon foreign assistance for the constructions of its mega projects, which need high investment cost, technology, and capable human resources. On this scenario, China government had assisted Nepal in building the eight lanes wide and ten kilometers long Koteswor to Kalanki section of the ring road. This paper describes how local road beneficiaries in Nepal perceive the construction work based on the Chinese model and their understanding on foreign aid development. The paper is based on a qualitative study with an interpretative case study design. The study has revealed that though the development aid policy of the developed nations is useful to maintain the cordial relations with the other developing nations, but at the same time, the people-centered development should not be undermined under this whole process. The explorations of this research are useful in framing appropriate plans and policies for the governments to orient the foreign aid development as per the needs of a larger section of people.

AbstractA large and increasing share of international humanitarian and development aid is raised from nongovernmental sources, allocated by transnational NGOs. We know little about this private foreign aid, not even how it is distributed across recipient countries, much less what explains the allocation. This article presents an original data set, based on detailed financial records from most of the major U.S.-based humanitarian and development NGOs, which allows us for the first time to map and analyze the allocation of U.S. private aid. We find no support for the common claim that aid NGOs systematically prioritize their organizational self-interest when they allocate private aid, and we find only limited support for the hypothesis that expected aid effectiveness drives aid allocation. By contrast, we find strong support for the argument that the deeply rooted humanitarian discourse within and among aid NGOs drives their aid allocation, consistent with a view of aid NGOs as principled actors and constructivist theories of international relations. Recipients' humanitarian need is substantively and statistically the most significant determinant of U.S. private aid allocation (beyond a regional effect in favor of Latin American countries). Materialist concerns do not crowd out ethical norms among these NGOs.

AbstractThis paper empirically investigates the effects of governance quality on the number of African asylum seekers in Europe over the period 1996–2018 and evaluates the extent to which official development aid acts as a catalyst. With this purpose in mind, different gravity model specifications and estimation approaches have been employed. The obtained results suggest that the asylum flows are strongly determined by governance quality in the country of origin and that this effect does depend on the amount of foreign aid received from developed countries. Moreover, it is also found that development aid is only effective in reducing asylum applications coming from countries with good governance. Moreover, we find no differences in the estimated elasticity of foreign aid on asylum claims for the beneficiaries of the European Union Emergency Trust Fund (EUTF) for Africa, the main aim of which has been to improve living conditions of potential migrants in their countries of origin.

States hosting terrorist groups often receive foreign aid from donors who have an interest in reducing the level of terrorism in these countries. However, existing work is inconclusive on the question of whether such aid is effective at bringing about favorable counterterrorism outcomes. Aid scholars argue that the political structure of the recipient regime is an important determinant of development aid effectiveness. I apply this logic to the topic of counterterrorism aid and argue that the effects of foreign aid on terrorism will be conditional on recipient political incentives. In particular, personalist dictatorships are unique in their reliance upon external sources of revenue with which to keep their regimes afloat. Thus, rents from foreign aid encourage these regimes to become counterterrorism “racketeers”, offering their services in exchange for a fee. But rather than fixing the problem, they perpetuate it, as their survival is conditional upon a perpetual security threat. Using a variety of data on regime type, terrorist attacks, and terrorist group duration, I find that in personalist regimes, US aid significantly increases levels of terrorist activity. This paper contributes to the literature linking foreign aid and terrorism by considering domestic politics as an important determinant of counterterrorism aid effectiveness.

Abstract The flow of aid to developing countries has increased massively and they receive billions of dollars per year in the form of aid from bilateral and multilateral donors. However, the economic growth achieved by many developing countries in general has not been satisfactory. Poverty is still there and resulted in a custom of aid dependence and foster the opportunity for the corrupted political leader. The conclusion on aid effectiveness is doubtful among economists, found to be inconclusive. This paper intends to see how ethiopian economy is reacting to the flow of foreign aid coming from rest of the world viz-a-viz the current most prestigous and influential arguments against and pro-effectiveness of aid. A time series on important parameters extending from 1981 to the most current 2017 is used and an econometrics techniques ECM is employed to examine the short run dynamics and long run relationship among the variables. The result of the short run dynamics showed that aid has a negative and statistically significant impact on economic growth. However, the impacts turns to be positive in the long run. economic growth measured by the real GDP adjusts to its long run equilibrium with an average speed of about 25.7 percent annually and it will roughly take it about 4 years to restore back to equilibrium, ceteris paribus.

This paper assessed the impact of foreign aid on agricultural productivity and growth in the Common Market for Eastern and Southern Africa (COMESA), using panel vector autoregressive methods. The results show a significant unidirectional causality from agricultural growth to foreign aid and thus confirming the theoretical dispositions of the developmental role of foreign aid. However, instead of complementing domestic resources in this regard, the results showed that foreign aid in the sector substitutes government financing, which effectively reduces its effectiveness. A mismatch in government resources and aid allocations to a sub-sector erodes the synergy that should typically exist between donor aid and government expenditure in a sector. A policy shift towards Result-Based (Aid on Delivery) approaches in aid disbursements will be critical to eliminating fungible resources. Misalignment of aid allocations that are inconsistent with the relative importance of subsectors in the sectoral development goals further undermines the potency of aid. A better understanding of the contribution of the various sub-sectors to the overall growth of the agriculture sector will be crucial for equitable resource allocation and enhanced aid effectiveness. Moreover, the higher impact of domestic resources compared to foreign aid calls for policies to increase domestic resource mobilization and a broader focus on reducing aid dependency.

This paper presents essential aspects of the State of Qatar foreign aid policy (QFAP), which is closely tied to the wider country’s foreign policy. The study traces and explains vital foundations of the country’s foreign aid policy framework and its decision-making process, mainly the guiding documents and operative institutions. Evidently, the content and structure of these two technical elements reflect the political and socio-cultural background as well as the regional and global surrounding of the state of Qatar. Although it is an emerging donor, Qatar’s aid documents and institutions are showing radical development and prestigious institutionalizing. The technical guidance and the inclusiveness of QFAP documents and widespread operations of its institutions show that Qatar has further benefited from its partnerships and global engagements to advance its aid policy making. This research used face-to-face interviews with key Qatari officials and scrutinized the state official documents and quoted speeches and statements, in addition to other relevant academic materials. Keywords: Foreign Aid Policy, Qatar, Documents, Institutions, Policy-Making.             Abstrak Artikel ini membentangkan aspek dasar bantuan luar negeri Qatar (QFAP), yang berkait rapat dengan rangka kerja umum dasar luar negeri yang lebih luas. Kajian ini mengesan dan menerangkan 2 asas penting rangka kerja dasar bantuan asing negara dan proses membuat keputusannya; iaitu dokumen panduan dan institusi pelaksana. Melalui kajian ini, jelas menunjukkan bahawa kandungan dan struktur kedua-dua elemen teknikal ini mencerminkan latar belakang politik dan sosio-budaya serta persekitaran serantau dan global negara Qatar. Walaupun Qatar merupakan penderma yang baru menonjolkan diri dalam landskap bantuan global, namun dokumen dan institusi bantuan Qatar menunjukkan ia sebagai perkembangan positif dan institusi yang berprestij. Panduan teknikal dan keterangkuman dokumen QFAP dan operasi meluas institusinya menunjukkan bahawa Qatar telah terus mendapat manfaat daripada perkongsian dan penglibatan globalnya untuk memajukan pembentukan dasar bantuannya. Kajian ini dijalankan berdasarkan temu bual langsung dengan para pegawai Qatar dan pakar yang berkaitan, di samping menganalisis dokumen dan laporan rasmi negara, memetik ucapan dan kenyataan rasmi, serta mengambil kira sumber akademik dan saintifik lain yang berkaitan. This chapter applies the theory of targeted development to foreign aid and analyzes bilateral aid allocation from 23 donors to 156 recipient for the period 1973–2012. The targeted development framework predicts that donors will use aid where it can most benefit themselves by decreasing negative spillovers from underdevelopment, and that this concern with spillovers will have grown as globalization has increased. The analysis shows that in the post-2001 period, donors give more aid to nearby countries and to those that are linked to themselves through trade, migration, or historical ties. These countries have an increased likelihood of transmitting spillovers to the donor state. This marks a change from the Cold War period, when non-development considerations were leading determinants of aid policy. The analysis also shows that donors alter the composition of aid based on the quality of governance in a recipient, consistent with an attempt to increase aid effectiveness.

Bringing together psychological approaches to empathy with research on public preferences for foreign development aid, we shed light on the role empathy plays in global helping behavior. We argue individuals combine their affective empathic responses with situational factors when forming foreign aid preferences. Testing our theory with two novel experiments embedded in a national survey of US citizens, we find that affective empathy not only predicts the individual variation in foreign aid preferences but also explains why Americans weigh aid effectiveness and recipient deservingness—the two important situational aspects of foreign aid—differently. We show that the ability to feel others’ pain is what facilitates global helping behavior, not simply knowing their pain. However, even though this affective ability moderates the impact of aid effectiveness, it amplifies that of recipient merit. Our results contribute to a richer understanding of when empathy facilitates public support for foreign development aid and add to the burgeoning research program on behavioral international politics.
