A fire suppression model was developed for forested winter range of the Beverly and Qamanirjuaq (formerly Kaminuriak) herds of barren-ground caribou (Rangifer tarandus groenlandicus) in north-central Canada. The model is a balance between total protection, as voiced by some aboriginal people, and a let-burn policy for natural fires advocated by some ecologists. Elements in the model were caribou ecology, lichen recovery after fire, burn history, community priorities for caribou hunting, and fire cycle lengths. The percent ratio of current productive caribou habitat to the goal for that habitat determines whether fire should be suppressed in a specific area. The goals for productive caribou habitat, defined as forests older than 50 years, were scaled by fire cycle length and community priority ranking. Thus, the model is an example of co-management: traditional knowledge combined with science in a joint forum, the Beverly and Qamanirjuaq Caribou Management Board.

We needed data on temporal changes in caribou forages after fire and relative use of age-classes of forests by caribou to help devise a fire suppression priority strategy for caribou winter range in north-central Canada. Consequently, from 1983 through 1986, we estimated the abundance of vegetation and relative use by caribou at 197 sites in western and eastern study areas on the winter range of the Beverly herd of caribou {Rangifer tarandus). Species of lichens attained peak biomass at different periods after fire - as early as 40-60 years for Cladonia spp. to > 150 years for Cladina rangiferina and Cetraria nivalis. Biomass of the primary "caribou lichen", Cladina mitis, increased rapidly from 21-30 years after fire to 41-50 years and attained maximum biomass at 81-90 yeats in the west and 41-60 years in the east. However, total lichen biomass increased with age of forest to 100-150 years because biomass of Stereocaulon spp. did not peak until after 100 years. The biomass of "caribou lichens" {Cladina spp. and Cetraria nivalis) stabilized after 61-80 years in the west and 41-60 years in the east. The biomass of terrestrial lichen species can be predicted from their cover. Caribou lichen abundance apparently was only one of several factors that caused caribou to use stands 151-250 years after fire more than othet age classes.

Rumen samples from 104 barren-ground caribou (Rangifer tarandus groenlandicus) collected in March 1980 and 1981 at 18 sites on the winter range in south-central Northwest Territories (NWT) and northern Saskatchewan were examined microscopically for relative occurrence of plant fragments. The composition of plant fragments in the rumens of calves did not differ from that in older caribou. Samples were homogeneous within sites and among them. Therefore we analyzed composite samples for each site and then pooled the data. Terricolous fruticose and foliose lichens averaged 68.5 ± 1.5% (SE) ot tallied fragments at all 18 sites, followed by conifer needles (11.9 ± 1.2%), green leaves of Vactinium spp., Ledum spp., and other shrubs and iorbs (5.6 ± 0.6%), twigs and bark (5.5 ± 0.4%), bryophytes (4.9 ± 0.6%) and 3.6% unidentified. The lichen component consisted of 8.4 ± 1.5% Stereocaulon spp., 46.9 ± 2.6% other fruticose lichens (largely Cladina spp., Cladonia spp., and Cetraria spp.), and 13.2 ± 1.5% foliose lichens (largely Peltigera spp.). A comparison of rumen contents with the average relative abundance of plants found in feeding craters at 13 sites suggests that use of plant species was not always proportionate to their occurrence.

SUMMARYMacroparasites potentially play a significant but often ignored role in the ecology and dynamics of wild ruminant populations. In the Arctic, parasites may impact on host populations by exacerbating the effects of seasonal and limited forage availability on the condition, fecundity and survival of individuals. We studied the effects of abomasal nematode parasites and warble flies, Hypoderma tarandi, on condition and pregnancy of caribou Rangifer tarandus in the Dolphin-Union herd, Nunavut, Canada. By the end of winter, female caribou over 2 years old showed a significant decrease in body weight with increasing nematode burden, and a decrease in back fat depth with increasing warble abundance. These effects were exaggerated in the non-pregnant fraction of the population. High warble larvae burdens were also associated with significantly reduced probability of being pregnant. Our research demonstrates a negative relationship between parasites and caribou condition that may have consequences for their fitness. Additionally, we discuss the possibility that muskox Ovibos moschatus share some parasite species with the caribou and could lead to elevated burdens in the sympatric host. Parasites may have been a contributory factor in a previous winter range-shift of the caribou herd and this may reflect a form of apparent competition between the two ungulate species.

To study the poorly known fire history of Larix-dominated forest in central Siberia, we collected samples from 200 trees in 46 systematically located study plots. Our study area stretches ~90 km from north to south along the River Nizhnyaya Tunguska in northern Irkustk district. Cross-dated tree-ring chronology for all samples combined extended from the year 1360 AD to the present and included 76 fire years and 88 separate fire events. Average fire cycle gradually lengthened from 52 years in the 18th century to 164 years in the 20th century. During the same time, the number of recorded fires decreased even more steeply, i.e. by more than 85%. Fires were more numerous but smaller in the past. Contrary to expectations, climate change in the 20th century has not resulted in increased forest fires in this region. Fire suppression may have contributed to the scarcity of fires since the 1950s. However, a significant decline in fires was evident earlier; therefore an additional explanation is required, a reduction in human-caused ignitions being likely in the light of historical accounts.

Time-since-fire distribution analysis is used to estimate forest fire frequency for the 1400 km2 Kootenay National Park, British Columbia, located on the west slope of the Rocky Mountains. The time-since-fire distribution indicates three periods of different fire frequency: 1988 to 1928, 1928 to 1788, and before 1788. The fire cycle for the park was > 2700 years for 1988 to 1928, 130 years between 1928 and 1788, and 60 years between 1778 and 1508. Longer fire cycles after 1788 and 1928 may be due, respectively, to cool climate associated with the Little Ice Age and a recent period of higher precipitation. Contrary to some fire history investigations in the region, neither a fire suppression policy since park establishment in 1919, nor the completion of the Windermere Highway through the park in 1923 appear to have changed the fire frequency from levels during pre-European occupation. Spatial partitioning of the time-since-fire distribution was unsuccessful. No relationship was found between elevation or aspect and fire frequency. Prescribed burning in U.S. National Parks has been employed as a substitute for natural fires to achieve vegetation and/or wildlife management objectives (Habeck 1970). One specific management objective in Glacier National Park (GNP) is the restoration of plant community diversity to pre-fire-suppression levels.

Woodland caribou (Rangifer tarandus caribou) are native to Minnesota but started to decline in the mid 1800s and disappeared from the state by 1940. Their demise had been attributed to extensive timber harvest and ovethunting; but more recently mortality from the meningeal worm, Parelaphostrongylus tenuis, carried by white-tailed deer (Odocoileus virginianus), and increased prédation by timber wolves (Canis lupus) and black bears (Ursus americanus) have been suggested as additional causes. We describe a current initiative to explore feasibility of restoring caribou to the boundary waters region of Minnesota and Ontario. Feasibility studies have been conducted under the guidance of the North Central Catibou Corporation (NCCC), a non-governmental organization with representation from relevant state, federal, Native American, and Canadian agencies. Results indicate a) Within Minnesota the most suitable site for woodland caribou lies within the eastern sector of the Boundary Waters Canoe Area Wilderness (BWCAW), and this is contiguous with a similarly suitable sector of Ontario's Quetico Provincial Park: Together these comprise the recommended 1300-km2 Boundary Waters Caribou Region (BWCR); b) Vegetation in the BWCR has changed little since the 1920s when caribou were last present other than effects of fire suppression; c) Level of white-tailed deer, hence the meningeal worm, is so low in the BWCR that this factor is unlikely to impede survival of re-introduced caribou; d) While wolf numbers within the wider region are relatively high, their impacts may be minimized if caribou are released in small, widely scattered groups; in addition, an abundance of lakes with islands affords good summer-time prédation security; e) Threat to calves from black bears, probably more numerous than in earlier times, appears lessened by the security of lakeshores and islands; and f) A simulation model, combining knowledge from elsewhere with the BWCR assessment, suggests that released animals have a 0.2 to 0.8 chance of increasing in numbers during the first 20 years post-release. Strategies for maximizing success are identified. NCCC has concluded that the only practical approach that remains for determining restoration feasibility is through experimental releases or caribou. While promise of eventual success appears only moderate, the NCCC feels that costs and uncertainties associated with the experiment are justified by the environmental benefits from a success. Even if the effort fails, valuable knowledge would accrue for conservation biologists in general. An action plan is outlined, and progress and problems in selling the caribou initiative are discussed.

The frequency of antlerless adult female caribou (Rangifer tarandus groenlandicus) was studied in four separate populations in west Greenland. Between the herds antlerlessness varied from 21% to 79%. An inverse relationship between winter range quality and percentage of unantlered cows is demonstrated. Relationship between calf percentage and maternal antler status was studied in one population and antlerless cows showed higher reproductive rate than antlered ones. In another population antlerless cows were almost absent outside the calving area. Calves of antlerless mothers were more susceptible to diseases and had significantly higher summer mortality than other calves, 42% and 27% respectively. The relative importance of factors influencing antler development under various environmental conditons are assessed and a close relationship between antlerlessness, physical condition, lactation, and length of period between calving and midsummer is discussed.

The responses of a herd of migratory woodland caribou (Rangifer tarandus caribou) to timber harvesting that fragmented about 11% of their winter range in west-central Alberta were examined in this study. From 1981 to 1996, 45 caribou were radio-collared and monitored during the initiation and completion of first-pass timber harvest (50% removal). Variables examined were home-range size, daily movement rates, and distance to the nearest cut block for radio-collared individuals. Daily movement rates and individual winter range sizes decreased as timber harvesting progressed. Caribou avoided using recently fragmented areas by an average of 1.2 km. If fragmentation of the winter range continues through timber harvesting and other industrial activities, the "spacing out" antipredator strategy used by caribou may be compromised. Based on these findings, timber-harvesting strategies are recommended that (i) ensure an adequate area of usable habitat to support the current population, (ii) minimize the amount of fragmented area, and (iii) in the short term avoid presently defined core use areas.
