Recently the largest university in the world, the Indira Gandhi National Open University registered more than 2 million students. The University raised its numbers of local study centres with more than 300 just in 2008. About 81 million Indians have access to Internet, which gives a penetration of about 7% nationally. In this context it gives a lot of sense to establish study centres as hubs of learning with the newest technologies available. Other Asian countries have a higher level of penetration, Japan, being the highest, with 74%, - Malaysia, Singapore and the other rapidly growing economies will soon reach the same level. According to the Ministry of Industry and Information Technology, China had 290 million Internet users in November 2008, while the US had about 220 million users. But also smaller Asian countries are escalating as major Internet users. Twenty of Vietnam’s 86 million inhabitants have access to the Internet, a number that equals a major European country like Poland. Worldwide, almost 1,6 billion people have access, and 41% of the world’s users live in Asia-[i]International trends in the use of ICT in lifelong learning indicate that educational media gain an increasingly important space. In Asia, more than 70 universities are dedicated distance education universities using the newest technologies. Educational media in lifelong learning depend on the use of Internet. Many point at 1995 as the year Internet truly gave important leaders in lifelong learning the sense of what its potential for delivery, communication and collaboration was, and hence its capacity for mediating educational content. International statistics of Internet usage start in 1995. Since then, the nature and capacities of the Internet has changed significantly. A number of observers have said that these growing numbers of users will influence the design, the technical standards and the ways the Internet is used. In what ways, we do not yet know. Professor Arjun Appadurai, one of the world’s influential thinkers on globalization, says his way of thinking was deeply seated in his upbringing in Mumbai, India, in a multicultural setting, which expanded his mind in fruitful ways. Recently the movie “Slumdog Millionaire”, which was made in Mumbai, illustrated at least two of Appadurai’s major points: The technologies used are being used everywhere; and the media bring us all together in a joint community. Appadurai observes that new users may use technologies in ways never thought of, and even suggests than “Second Life” might become a tool for poor people to gain power and make their way out of poverty. He suggests that the use of communication technologies has the capacity of increasing our abilities to experience "The ethics of possibility": ways of thinking, feeling, and acting which expand the horizon of hope and imagination, and create an informed sense of citizenship, of critical and creative being in the world, - in honour of justice and human rights (Khazaleh 2008). This positive projection raises hope for the expanding use of technologies for lifelong learning around the world. Three keywords: creativity within constraints, intercultural communication and lifelong education bring this issue’s three contributions together. Creativity is the topic in the first article of this issue. Dr. Heidi Philipsen of the University of Southern Denmark asks what sparks off creativity for young filmmakers. Her topic of investigation is the use of “creative constraints”. Building on what looks like a Nordic, and in particular Danish tradition of creativity enhancement, offering students of filmmaking distinct frames or borders for the creativity process, has proven its feasibility over a number of years, Philipsen analyses the core ideas and principles of this tradition and takes a close look on how those principles succeed in other contexts of filmmaking. What does the use of constraints offer filmmakers? One might ask if methods described here democratize the video production and establish a standard that might make videos even more tangible in future lifelong learning. The second article, by Rita Jentoft, Associate Professor of University of Tromsø, Norway, presents issues from a study on occupational therapy. Practical skills constitute essential knowledge in occupational therapy. She describes the knowledge students develop in this area as situation- and experience-based, generated from within the situation. She shows how facilitating such knowledge proved to be difficult in a particular program for educating Palestinian Occupational Therapists in Gaza. The use of Educational communication technology (ECT) like videoconferences, internet and videos became necessary tools, not only for distribution of a flexible learning programme, but also for developing critical and reflective thinking as student learn the subjects of occupational therapy. Dr. Muhammad Javed Iqbal, assistant professor at the Allama Iqbal Open University in Islamabad, Pakistan presents a paper that deals with the nature of a concept of lifelong education. He suggests that Lifelong education can be provided through informal, formal and non-formal education processes. Hence, lifelong education can be defined as a process of both deliberate and unintentional opportunities influencing learning throughout one’s life span, he claims. He discusses issues around integration, flexibility and diversity related to lifelong education. Appadurai, A. Background. Nearly all of the research on sex differences in mass media utilization has been based on samples from the United States and a few other Western countries. Aim. The present study examines sex differences in mass media utilization in four Asian countries (Japan, Malaysia, South Korea, and Singapore). Methods. College students self-reported the frequency with which they accessed the following five mass media outlets: television dramas, televised news and documentaries, music, newspapers and magazines, and the Internet. Results. Two significant sex differences were found when participants from the four countries were considered as a whole: Women watched television dramas more than did men; and in Japan, female students listened to music more than did their male counterparts. Limitations. A wider array of mass media outlets could have been explored. Conclusions. Findings were largely consistent with results from studies conducted elsewhere in the world, particularly regarding sex differences in television drama viewing. A neurohormonal evolutionary explanation is offered for the basic findings.

Management of academic activities at Mahendradata University is still using manually ways, which means that it has not used an integrated information system yet, for the example the process of registering new students, arranging lecture schedules, filling in student KRS, managing lecture attendance, and managing student grades. Nowadays cultural changes have been marked by the increasingly rapid use of the internet. The internet as an information resources for its existence has now become a necessity. The benefits of the internet are quite large, especially in the world of business, entertainment and education. This system is designed to assist academic processes at the University of Mahendradata. The academic processes that have been analyzed and applied in this developed system are the process of preparing schedules, plotting teaching lecturers, printing KRS, printing lecture attendance, presenting inputs, filling in grades, and printing KHS. And the University can immediately develop a new system in order to work optimally. System design that has been used in developing this system uses the SDLC method, the waterfall method. The implementation of the system uses the PHP programming language Codegniter and MySQL database. The results of this study are in the form of an academic system design at the University of Mahendradata. This developed system is aim to assist the academic processes at the University of Mahendradata

ABSTRACT The problem in this study is that more and more internet users in the Bina Insan Lubuklinggau University building specifically the Faculty of Computer internet connection often experience problems, the internet network is still unstable, and ways to divide internet access points in the Computer Faculty. This study uses data collection methods by observing and recording directly at the research site (Observation), conducting question and answer directly to the source (Interview), and documentation by reading literature books. The results showed that the internet is often experiencing constraints and unstable internet networks and ways to divide internet access points at the Computer Faculty of the University of Bina Insan Lubuklinggau by using Policy Base Routing and Failover Implementation using a Mikrotik Router. It can be concluded that the internet network connection is stable and shows the results of the distribution of internet access points at the Faculty of Computer Bina Insan Lubuklinggau. With the increased use of the Internet to share confidential information with other users around the world, the demands to protect this information are also increasing. This is why, today, privacy has found its important place in users' lives. However, Internet users have different interpretations of the meaning of privacy. This fact makes it difficult to find the best way to address the privacy issue. In addition, most of the current standard protocols in use over the Internet do not support the level of privacy that most users expect. The purpose of this chapter is to discuss the best balance between users' expectation and the practical level of privacy to address user privacy needs and evaluate the most important protocols from privacy aspects.

The number of Internet users around the world has been steadily growing and this growth has provided the impetus and the opportunities for global and regional e-commerce. However, as with the Internet, different characteristics (infrastructure and socio-economic) of the local environment have created a significant level of variation in the acceptance and growth of e-commerce in different regions of the world. Our research focuses on the impact of these infrastructure and socio-economic factors on e-commerce development in China and the findings provide insights into the role of culture in e-commerce, and the factors that may impact a broader acceptance and development of e-commerce in China. In this chapter, we present and discuss our findings, and propose some strategies for success for e-commerce in China.


There are very few surveys conducted worldwide regarding internet users' opinions about internet regulation. What's more, the authors have already discussed the importance of measuring public opinion around the world in their endeavour to design and propose a fair IRS that will be accepted by the internet users at a national level. In this chapter, the authors discuss the design of their questionnaire and how it was evolved from the initial 2007 UK questionnaire to the current one that was used for conducting surveys in six different countries. This chapter presents the procedure that was used for collecting responses and what kinds of “safeguard” measures were taken in order to avoid deterioration of the gathered survey data. What's more, the analysis procedure of the gathered data is being presented, and the authors discuss the possibility of biased questionnaires and how the latter can be tackled further in future research.

A recent report from China Internet Network Information Center indicates that by the end of June 2015, 668 million Chinese have used the internet, which places China as the country with the most internet users in the world. As more Chinese get online, the internet has been integrated into providing education in China, where the age group using the internet the most often is between the ages of 20 and 29. Many of these youth are higher education students. With 34.6 million students the Chinese higher education system is the largest in the world, in which a significant proportion of the students' learning has been impacted by information and communication technology (ICT). The purpose of this article is to provide an overview of how the development of ICT in China has influenced higher education, what opportunities ICT offers for higher education, and what challenges Chinese face in further developing higher education with ICT.

Virtual worlds and 'the Internet' in general are highly popular in the People's Republic of China. This article will argue, though, that in contrast to non-Chinese perceptions of virtual worlds and the Internet, Chinese users tend to see virtual worlds as wholly separate from their offline existence and identity.Based on the authors research experience with the Chinese Internet, and his years of teaching Chinese students in the 3D online world Second Life, the paper will demonstrate that Chinese usage frames virtual worlds (and the Internet in general) as spaces, in which it is permissible to rebel against authority, where users receive validation and approval from their peers, and where they can escape their often stressful and boring lives. The low costs involved, and the high entertainment value of virtual worlds, combined with a perception of virtual worlds as 'gaming', 'consequence-less' and 'not serious' spaces, contributes to the high attractiveness of virtual worlds to young Chinese, which has led to a moral panic in society about the dangers of Internet or gaming 'addiction'.The article will conclude that this framing of virtual worlds is so strong in China, in particular among young Chinese, that any attempt to utilize virtual worlds for other purposes, e.g. marketing, education, etc. will have to carefully re-frame and re-situate virtual worlds for Chinese Internet users.

E-Commerce is an affiliation of E-bisnis in electronic media era, which is fifth industry revolution era (digital era). It is shown by many companies using internet as the most effective means to advertise and promote products produced competing either nationally or globally. Indonesia is one of potential market in Asia even in the world with the fifth largest population in the world in 2017, which the population are more than 263 million people; while the internet users up to 30 June 2017 in Indonesia are more than 132 million people. Of 200 respondents, which the mean of age was 18-24 years old. The respondents consisted of 110 male and 90 female, thus the average gender in Solo was male. The result of analysis showed that Trust was positively and significantly influence Purchase intention, Website Quality was positively significantly influence the Purchase intention, and Percived Risk was positively and significantly influence the Purchase intention, so that each improvement of Percived Risk score would improve Purchase intention.

Effective communication of horticultural information over long distances requires the ability to present and receive not only text-based information but also images, sounds, and live-action video. Until recently, the Internet enabled users to communicate in each of these four modes, but not simultaneously. However, as a result of the World-Wide Web (WWW) project and the creation of NCSA Mosaic software, Internet users are able to access and deliver practically any form of communication, as long as it can be digitized. Information from around the world on literally thousands of subjects is now available 24 hours a day. Opportunities to communicate with the general public, primary and secondary science students, or practicing horticulturists are no longer limited by publication delays, travel distances, or media limitations.
