This introductory chapter provides an overview of sexual exploitation and abuse in UN peacekeeping operations. These behaviors are diverse and have ranged from opportunistic sexual assault and rape to planned, sadistic sexual violence; from networked exploitation such as sex trafficking and the production of pornography to transactional sex, which is often also referred to as “survival sex.” The perpetrators are not just soldiers deployed into peacekeeping operations; they include the full range of uniformed and civilian UN peacekeepers as well as private contractors, aid workers, and others associated with peace operations. The chapter then considers the relatively small body of scholarly work on sexual exploitation and abuse in peacekeeping missions. Understanding the patterns of sexual exploitation and abuse in peace operations, the factors that give rise to it, and its impacts on the capacity and credibility of the international community is crucial to developing effective prevention and response policies globally.

In the past fifteen years, despite the adoption of UN Security Council Resolution 1325 on Women, Peace, and Security and the Secretary-General’s Bulletin on Zero Tolerance of sexual exploitation and abuse (SEA) by peacekeepers, abuse by interveners remains prevalent in peace operations. SEA is not only perpetrated by peacekeepers, but also aid workers, diplomats, private contractors, and others associated with interventions. This chapter maps the extent and main characteristics of SEA in peace operations, and investigates the ways the international community has attempted to prevent and hold individuals accountable for SEA. It provides an assessment of the weaknesses in the existing WPS framework regarding SEA, particularly in terms of its engagement with masculinities, capital, and other permissive factors that make SEA such a central feature of peacekeeping operations.

This chapter discusses the problems of conducting research on sexual exploitation and abuse (SEA) and sexual and gender-based violence (SGBV) in conflict-affected situations in relation to peacekeeping operations (PKOs). It focuses on some of the murkiness and dilemmas, gaps, methodological issues, and ethical challenges that Henri Myrttinen encountered in conducting research on SEA/SGBV. It also points out methodological challenges of conducting research on SEA/SGBV issues, particularly on dealing with unverifiable data and the risks of collusion with interlocutors. The chapter draws on Myrttinen's comparative study on the gendered impacts of peacekeeping in Cambodia and Timor-Leste. It also examines some of the grey areas related to the theoretically black-and-white issue of SEA in PKOs.

Since the beginning of UN peace operations, there has been discussion as to exactly how they should be carried out. Thus far, a just theory of UN peacekeeping operations has not yet been formed, in the way a Theory of Just War for waging war or a theory of police ethics for law enforcement in a peace context had been formed. The article discusses what a justified risk distribution between UN peacekeepers and local civilians should be. One of the points of criticism of UN peacekeeping missions is the lack of protection of the local population in the course of an escalating situation. Familiar examples are the traumas of Rwanda (1994) and Srebrenica (1995). Discussing differences between UN peacekeeping missions, warfare, and law enforcement, it appears that peacekeepers have more in common with law enforcers than with combatants during wartime. Through the method of analogy and by applying some typically military ethics principles, the moral status of the UN peacekeepers is analyzed. Finally, a risk distribution analysis between UN peacekeepers and the local population is carried out, by offering a concise overview by philosophers of arguments for and against taking fewer risks by peacekeepers. The analysis reveals important deontological and consequentialist arguments. Taking also into consideration that transferring more risk to the peacekeeping troops alone does not mandatory lead to less exposure to risk of the vulnerable and innocent local civilians, it can be concluded that a more practical, virtuous, responsible risk calculation will be necessary at that point to find the best risk distribution.

Few years following its creation, the United Nations (UN) with the blessing of the United Nations Security Council (UNSC) decided to establish the UN Peacekeeping Operations (UNPKO), as a multilateral mechanism geared at fulfilling the Chapter VII of the UN Charter which empowered the Security Council to enforce measurement to maintain or restore international peace and security. Since its creation, the multilateral mechanism has recorded several successes and failures to its credit. While it is essentially not like traditional diplomacy, peacekeeping operations have evolved over the years and have emerged as a new form of diplomacy. Besides, theoretically underscoring the differences between diplomacy and foreign policy, which often appear as conflated, the paper demonstrates how diplomacy is an expression of foreign policy. Meanwhile, putting in context the change and transformation in global politics, particularly global conflict, the paper argues that traditional diplomacy has ceased to be the preoccupation and exclusive business of the foreign ministry and career diplomats, it now involves foot soldiers who are not necessarily diplomats but act as diplomats in terms of peacekeeping, negotiating between warring parties, carrying their countries’ emblems and representing the latter in resolving global conflict, and increasingly becoming the representation of their countries’ foreign policy objective, hence peacekeeping military diplomacy. The paper uses decades of Pakistan’s peacekeeping missions as a reference point to establish how a nation’s peacekeeping efforts represent and qualifies as military diplomacy. It also presented the lessons and good practices Pakistan can sell to the rest of the world vis-à-vis peacekeeping and lastly how well Pakistan can consolidate its peacekeeping diplomacy.

The United Nations (UN) peacekeeping missions are mandated to help nations torn by conflict and create conditions for sustainable peace. These peacekeeping operations hold legitimacy under international law and the ability to deploy troops to advance multidimensional domains. Peacekeeping operations are called upon to maintain peace and security, promote human rights, assist in restoring the rule of law, and help conflict-prone areas create conditions for sustainable peace ("What is Peacekeeping", n.d.). These missions are formed and mandated according to individual cases. The evolution of the global security environment and developing situations in conflictridden areas requires these missions to transform from 'traditional' to 'robust' to 'hybrid', accordingly (e.g., Ishaque, 2021). So why is it that no such model can be seen in restoring peace and protection of Palestinian civilians in one of the most protracted and deadly conflicts in history?

The prevalence of hybrid peacekeeping missions on the international stage underscores the increasing flexibility with which the UN can meet the peacekeeping demand. This flexibility results from the growing number of actors that the UN can rely on, allowing in turn for more diverse responses to conflict. However, current confusion surrounding hybrid missions points to the need to further clarify the role of regional actors in hybrid missions and elaborate on the implication of these missions for UN peacekeeping. This paper thus discusses the importance of hybrid missions in peace operations by examining the current nature of European Union (EU) and Canadian contributions to peace operations, and by analysing the implications of these contributions for hybrid missions and UN peacekeeping in general.

While the evolving nature and proliferation of UN peacekeeping operations in the post-Cold War period is well documented, we know less about how personnel are recruited for these missions. Furthermore, recent developments have rendered existing supply-side explanations for troop contributions less convincing. The increasing demand for personnel, along with stagnant UN reimbursement rates and the rising costs of participation that began during the 1990s, mean that it is less attractive than ever for developing countries to offer their own troops to what have become increasingly ambitious operations. Yet, we see a large pool of developing countries continuing to do so. To address this puzzle, we argue that UN member states with strong preferences for establishing peacekeeping missions have begun using foreign aid as an inducement to help potential contributors overcome the collective action problem inherent in multilateral peacekeeping operations. We uncover strong empirical evidence that these ‘pivotal states’ strategically allocate foreign aid to persuade contributing states to boost their contributions, and also to ensure that these missions continue to be staffed and maintained as costs rise, particularly during the post-1999 period. We also find that states are responsive to these financial inducements: foreign aid increases both the likelihood of contributing personnel and the size of a state’s contribution. Theoretically, this article advances the scholarly understanding of international organizations and cooperation by illuminating an informal, extra-organizational strategy by which IOs can facilitate cooperation.

This chapter examines the UN’s peacekeeping operations. A peacekeeping operation may be defined as a UN-authorized, UN-led force made up of civilian and/or military personnel donated by states or seconded by the Secretariat, physically present in a country or countries with a view to facilitating the maintenance of peace, generally after a conflict has ceased. Many consider that for an operation to be peacekeeping, it must take place with the consent of the host state. However, this may or may not be a legal requirement, depending on the constitutional basis of the operation. The chapter discusses the fundamental characteristics of peacekeeping; categories of peacekeeping; legal basis for peacekeeping; peacekeeping and consent; peacekeeping and the use of force; peacekeeping and impartiality; functions of peacekeeping operations; UN Transitional Administrations; and the future of UN peacekeeping.
