The Public Employment Service Office is responsible for implementing labor market programs to promote full employment and equality of employment services. This study assessed the level of implementation of the services of the public employment service office of a component city in the areas of local employment in terms of labor market information, referral and placement, career and employment coaching, provision of livelihood and employment programs, and special employment in terms of reintegration assistance, employability enhancement, pre-employment counseling, and other services as assessed by local and overseas jobseekers and local business and overseas employment agencies.  It also investigated the challenges encountered by the respondents in availing these services. This descriptive-comparative study used a researcher-made survey instrument administered to randomly selected local and overseas job seekers and local and overseas business and employment agencies.  Using descriptive and inferential analyses, the study yielded a very high level of implementation which implies that the services by the PESO promoted job generation and addressed unemployment although, a significant difference was revealed in the implementation of labor market information and self-employment programs and services. The study recommended the enactment of local laws to enhance employment facilitation.

The consequences and reasons of the activities of private employment agencies in regulation of migration in the context of demographic, environmental, social and general legal approaches in society are studied in this article. Migrants who left Uzbekistan to work abroad for twenty-five years, their geography and its main reasons are analyzed. In the last two years, permission for private employment agencies in Uzbekistan to carry out their activities, their activity of sending migrants abroad has been based on insufficient legal and economic protection of migrants. At the same time, various specialists, skilled workers and simply passionate people (creators of their own destiny) left their homeland for political or economic reasons. Some of them leave to earn money temporarily and some leave to live in a new place. As a result, these individuals tried to find their place in another society. The activities of private employment agencies and the reasons for emigration from Uzbekistan show that only through concrete economic and legal measures Uzbekistan can protect its citizens from human trafficking and fraud.

Youth unemployment is a relevant issue among most European countries; therefore, it is important to understand its individual and situational determinants. This study aimed to investigate a conceptual model that explains the associations among positivity (POS), perceived support from employment agencies, perceived employability (PE), and employment status in a sample of 317 unemployed Italian youth involved in the Youth Guarantee program. In particular, this study investigated the relationships between POS and PE and between PE and employment. Moreover, we analyzed whether the relationship between POS and employment status was mediated by PE and whether the relationship between POS and PE was moderated by perceived support from employment agencies. Results showed that PE totally mediated the relationship between POS and employment status. Furthermore, the moderating role of perceived support from agencies was confirmed; when high, it boosted the relationship between POS and PE. In sum, this study contributes to understanding the key impact of POS on PE, as well as the role played by employment agencies as a “catalyst” of this relationship, allowing, with their support, unemployed youth to maximize their opportunity to find a job. Implications for both research and practice are discussed.

Abstract: New Perspectives on the Counselling Services of Employment Agencies in Germany: Challenges from Counsellors’ Point of View The present study contributes to the professionalization of counselling services offered by German employment agencies. Based on qualitative analyses of a representative survey study from 727 counsellors of 26 employment agencies in North Rhine-Westphalia together with the discussion of the present results from an interdisciplinary perspective, this research developed a deeper understanding of current challenges in employment counselling. In particular, a focus was set on experienced time pressure, the missing opportunities for counsellors to reflect and develop personal counselling skills, and the difficult integration of counselling practice into the organizational structures and management needs of the employment agencies.

AbstractThis paper exploits big data on online activity from the job exchange of the German Federal Employment Agency and its internal placement-software to generate measures for search activity of employers and job seekers and—as a novel feature—for placement activity of employment agencies. In addition, the average search perimeter in the job seekers’ search profiles can be measured. The data are used to estimate the behaviour of the search and placement activities during the business and labour market cycle and their seasonal patterns. The results show that the search activities of firms and employment agencies are procyclical. By contrast, job seekers’ search intensity shows a countercyclical pattern, at least before the COVID-19 crisis.
