Topicality. In the context of the Covid-19 pandemic, sms-promotion of innovative services in the hotel and restaurant business, which contributes to its development, is becoming important. It happens under the influence of modern innovative tools, which actively counteract the postpandemic crisis. The aim of this article is to determine the types of innovative services and products in the hotel and restaurant business in terms of COVID-19, as well as methods and tools for sms-promotion. Research methods. The research used general scientific methods: analysis, abstraction, induction, deduction, synthesis, inference, generalisation, comparison. Results of the research. The most common social networks and messengers, used for sms-promotion of innovative services are identified. It is established that sms-promotion of innovative services and products in the hotel and restaurant business must take place in compliance with certain rules. It is noted that an effective tool for sms-promotion is retargeting, targeting, advertising for bloggers, cooperation with influencers. The scheme of introduction of innovative products and services in the conditions of Covid-19 is developed. Conclusions and discussion. It is determined that the hotel and restaurant business is changing under the influence of Covid-19, where it is important to determine the uniqueness of individual hotel and restaurant businesses, goals and objectives, unique trade offer, key aspects (people, goals, strategy, technology) by POST method, content-plan (analysis of the target audience, goal setting, strategy selection, selection of tools). The list of actions for hotel and restaurant business in the field of sms-promotion of innovative services is offered: redistribution of the budget for contextual advertising, reconfiguration of targeting, constant communication with stakeholders, development of special offers for each target audience, organizing content on the site, constant updating of information, video, photo on all online platforms.

The formation of professional competences of modern economists requires from the educational institution, from the teachers fundamentally new approaches in professional education: the integration of pedagogical, economic and entrepreneurial knowledge, skills and abilities. The aim of the study is to analyze modern approaches to the formulation of the concept of »competence«, to find out the components of professional competence for the preparation of future economists. General scientific methods of research have been applied: induction and deduction, refinement and classification. The modern approaches to the formulation of the concept of »competence« have been analyzed in the article. Historical and terminological analysis of its essence made it possible to find out the components, the structure of professional competence. Special attention has been paid to the content of key and substantive competence. The formation of professional competence of economists must be carried out taking into account the modern requirements in the field of education, educational programs of the specialty. Thus, a highly skilled economist one can become due to a high motivational indicator, confidence in the correct selection of the future kind of activity, the desire to acquire as much information professional material and its transformation into knowledge, which will lead to professionalism in the process of the vocational practice. In the subsequent research, we will substantiate the process of forming the competitiveness of future economists.

This paper discusses the various aspects of participatory budgeting as a regional practice. Using Tula region as the example, the author analyzes the problems associated with the selection of projects, the involvement of residents in the process of preparing projects, and the organization of financing. The study has mainly used general scientific methods of systems-structural and structural-functional analysis as well as comparative research. It is established that the consolidation of the participants’ interests is a prerequisite for the preparation and selection of a larger number of participatory projects. Reasons for the prevalence of educational projects and the institutional mechanisms of their preparation are shown. In addition, the article addresses the role of the residents’ interest in the implementation of projects as an intermediate link between their awareness and involvement. Based on the analysis, it is concluded that involvement management and budget planning optimization have a multidirectional effect on the modernization of proactive budgeting mechanisms. As a result, significant amounts of subsidies from regional budgets have been found to have an ambiguous effect on the efficiency of involving residents in the processes of proactive budgeting. Recommendations for improving regional practices of participatory budgeting are formulated; these include control of the number of participants in the preparation of projects and voting, more attention to mechanisms for coordinating the interests of participants in proactive budgeting, and modernization of the mechanism for distributing subsidies. The article proposes the optimal balance of citizen involvement in participatory budgeting and co-financing of their initiatives from municipal and regional budgets.

The article discusses the problems of concert educational work in distance conditions, as well as the possibilities that are associated with this format of activities of musical educational organizations in terms of attracting a new target audience. The purpose of the article is to present the results of an empirical study, conducted by the author during the quarantine period on the first wave of the COVID-19 pandemic. The research methodology is based on a systematic approach and includes a group of general scientific methods (analysis, synthesis, deduction, induction), as well as a group of special methods: content analysis of scientific literature on the research topic; sociological survey method (questionnaire survey); method of statistical data analysis. The data obtained during the empirical study was processed using the advanced analytics program Neural Designer. The materials of the research were the answers of respondents to three questionnaires containing questions about the quality of concert and educational activities in a distance format. Based on the results of the empirical study, the author of the article came to the following conclusions: the main problem of the concert and educational work of music institutions in a distance format is the low level of awareness of the potential target audience about educational projects, which is associated with the lack of information about musical educational projects in social networks, as well as with the absence of online broadcasts based on a subscription in the media environment. Based on the identified problems, the author of the article provides practical recommendations.

The aim of the article is to offer a theoretical overview of the relevance of the adaptive model in translation from psycholinguistic perspective. Based on psycholinguistic approach to defining the notions of adequacy/equivalency in translation the research suggests theoretically and methodologically justified reasons for applying the translational adaptation to culture-bound texts. The comprehensive analysis of the “adaptation” as a notion presupposes the implementation of the hierarchy of the scientific methods of analysis among which the most relevant are: general scientific methods of analysis and synthesis of theoretical discussions on adaptation, text-typological structural/functional, psycholinguistic and translational methods of text analysis. An adaptive potential of a text is defined within the framework of intralinguistic and interlinguistic comparison of pragmatic texts, which grounds the adaptive translational models of pragmatic texts under analysis. The results of the research speak to the fact that from the psycholinguistic perspective the notion of an equivalent translation presupposes the transcoding of the content of a source text with its semantic, stylistic and functionally communicative information. On the other hand, the notion of an adequate translation is understood as the translational reproduction of the reaction which is caused by the source text on the audience taking into account text-typological, cultural, psychological stereotypes of the target audience. In conclusion one can state that the adequate variant of translation of pragmatic culture-bound text is possible under the conditions of its adaptation to the linguocultural stereotypes of the target audience. In other words, the common beam of the adequacy in translation is the target audience’s comprehension.

Subject. We investigate problems of development and regulation of derivative financial instruments (DFI) in Russia. Objectives. The purpose is to consider trends in the regulation of derivatives. Methods. The study draws on general scientific methods. Results. Based on the analysis of best practices, we confirm the need to regulate derivative financial instruments and identify major requirements for the regulation. The paper describes the history and current state of DFI regulation in Russia, analyzes the opinions of researchers and experts regarding the government intervention in the DFI market functioning. Approaches to regulation are linked to the goals and objectives of market participants and macroeconomic functions of the market. The paper also shows mechanisms by which derivatives affect the level of systemic risk in the economy and proves the importance of organizational and economic transformations in the field of DFI. Conclusions. The paper states priority tasks and practical steps in the regulation of DFI in Russia.

In the early 2000s, the new term "Unicorns" appeared in the economic literature, uniting startups with a market capitalization of more than $ 1 billion. in five years. In today's highly globalized market, public management is interested in ensuring the rapid development of powerful, competitive companies that stimulate the growth of the national economy. Powerful startup companies of interest to both national and foreign investors. The purpose of the article is to formulate the main stages of assessing the competitiveness of "unicorns" and create conditions for improving its level in the postSoviet space. General scientific methods of analogy and comparison, induction and deduction, modeling, hypothetical, historical and logical methods have been used. The scientific novelty of the obtained results is as follows: approaches to the selection of potential startup projects "unicorns" have been economically justified; a practical approach to creating a social climate and legal framework that will promote the emergence and reproduction of "unicorns" has been proposed; approaches to determining the stages of "death", "resuscitation" and "resurrection" of "unicorns" have been formulated. The practical significance of the obtained results lies in the formation of proposals of an applied nature aimed at the development of startup companies in Ukraine. It has been concluded that for the birth and effective functioning of "unicorns" it is necessary to combine human, structural and consumer capital, which will increase the capitalization of the enterprise. It has been determined that the environment of origin and functioning of "unicorns" is not limited to software, but covers all areas where intellectual capital can be increased. It has also been concluded that innovations and startups are a kind of activity that requires not only great knowledge, but also a specific talent sharpened for this type of activity. The ability to propose new solutions is a source of renewal, implementing the principles of intellectual capital, which is becoming dominant in the XXI century. Further research will be aimed at clarifying and improving the proposed options for creating conditions to increase the level and number of "unicorns" in Ukraine. Background. The purpose of this article is to consider by the author such an illegal movement of extremist orientation as "AUE". The author investigates the determinants of its formation, the essence of its development, and also analyzes the reasons for its spread, primarily among the youth. Methods. To achieve the goals and objectives of this study, the author used a number of general scientific methods, namely, methods of analysis, synthesis, induction and deduction. Result. The result of this work is the formulation by the author of a set of necessary measures aimed at the formation of positive, socially oriented views in the youth environment in order to prevent and combat such a challenge of our time as "AUE" Conclusions. The analysis makes it possible to identify a number of general and special reasons influencing the peculiarities of the formation of this subculture and to draw quite specific conclusions about the consequences of this state of affairs. The study emphasizes the significance and scale of the spread of the influence of poorly controlled extremist organizations by the state, as well as the adequacy of the measures taken in this connection.

The object of the study consists of the architectural and artistic ensemble of the “Worker and Kolkoz Woman” pavilion created for the Paris International Exhibition in 1937 by architect B.M. Iofan and sculptor V.I. Mukhina as a part of a grandiose architectural idea declaring the aspiration for the future Soviet state and a sacred symbol of communist ideology. The study reveals that the monument was aimed at carrying a more substantial ideological message than just an architectural structure. The study of the sites proposed for the installation of sculptures for prominent figures in politics, science and art, monuments perpetuating the memorable events of Russian history and mankind shows that they constitute an important historical response to the demands by authorities at various levels for artistic solutions to contemporaneous socio-political problems. The subject of the study included the motivating factors in the selection of placement sites for the outstanding work of B.M. Iofan and V.I. Mukhina in the capital city. The article considers the scientific approach to the selection of sites for the placement of significant urban monuments on the basis of historical, cultural and architectural studies following the vector of spatial planning laid down in the General Plan for the Development of the City. The study combines general scientific methods of research (analysis, synthesis) with a number of specialised methods, such as system-structural, formal-logical, graphical virtual reconstruc-tion, complex research and others. Methodological approaches for studying the consequences of non-implementation of urban planning concepts and projects were developed. The result of the research is pre-sented by the proprietary development of approaches to adequate methods for determining the potential im-pact of major unimplemented urban planning projects on the formation of the capital of Russia on the exam-ple of the “Worker and Kolkoz Woman” pavilion.

The purpose of the study is to analyze the views of theoretical scientists on the concept of public authorities and the place of local self-government bodies in the system of public authorities, based on well-established concepts, doctrines, and ideas developed in modern realities. To achieve the stated goals and objectives in scientific work, general scientific and specific scientific methods were used. The principles of objectivity and consistency, methods of analysis, synthesis, comparison made it possible to study the views of theoretical scientists, highlighting the argumentation that is significant for the research topic, based on facts, guided by the principles of reliability and impartiality, considering the topic in all its versatility and contradictoriness. The research is based on the theoretical works of Russian scientists studying various aspects of the multifaceted problem of public authorities as state institutions. The novelty of the research lies in the attempt to theoretically comprehend and scientifically analyze the concepts of public authority and public authorities based on the works of domestic authors, as well as to determine the positions of theoretical scientists in the place of local self-government bodies in the system of public authorities. The study made it possible to substantiate the rejection of the established stereotypes in the identification of the concepts of “public power” and “state power”, the reorientation of legal science towards the formation of the concept of state power as a variant of public power, the legal basis of which is the law. The paper also concludes the implementation of power relations through public authorities. At the same time, a lack of a unified approach to determining the place of local self-government bodies in the system of public authorities at present is indicated.

In the article the authors consider the pricing process at different firms, where price strategies and discounts are used to attract potential buyers and maximize profits. The authors evaluate the most common types of pricing strategies and discounts, trying them on the analyzed companies. As a methodological basis for the study, federal-wide general scientific methods have emerged, as the collection of important economic categories analysis, the year the logical approach is essential to the assessment of the economic year of phenomena, the comparison factors of the studied indicators. The authors of the article evaluate the existing price strategies, which are sufficient number, respectively, for firms to not get confused with the choice, they need a specific study of them. Different types of price strategies allow in market situations to choose the most optimal option, which is necessary in specific conditions. In turn, the seller gives discounts, promotes sales, which, inherently, has an impact on the amount of revenue and creates an attractiveness of the company, firm or other object, that is why the formation of discounts is not only the main element of price policy, but also the method used for creation of financial policy of the organization.
