The war on sex offenders was an American campaign against sex crime that began in the 1930s and is still ongoing. In this review essay, I argue that the architects and opponents of that war engaged in political struggles that—especially during the pivotal era of the long 1970s—produced, criminalized, and hierarchized multiple new categories of “good” and “bad” LGBTQ legal subjects. In making this argument, my aim is to bring the field of LGBTQ political and legal history—especially the work of George Chauncey ([1994] 2019) and Margot Canaday (2009)—into closer conversation with scholarship by queer theorists who are not historians—especially Gayle Rubin ([1984] 2011a) and Michael Warner (1999)—about the stigmatization of non-normative gender and sexual practices. While historians have examined the policing of multiple queer behaviors in the early twentieth century, their examinations of the post-1945 period have been concerned primarily with the consolidation of a starker social and legal binary between homo- and heterosexuality. As their narratives get closer to the present, the most stigmatized “bad” queers become more and more tangential. At least in part, this has been because historians have been under the same pressure as LGBTQ activists to distance LGBTQ identity from the stigma of sexual “deviance”—especially sex that violated age-of-consent statutes—in order to promote the political project of LGBTQ rights. Placing bad queers at the center of LGBTQ political and legal history diversifies who counts as a subject of this history and reveals an even bigger carceral state that governed them.

Abstract Background: Risky sexual behaviours amongst adolescents are associated with detrimental impact on their personal growth, influenced by psychosocial factors including subjective cultural norms. This systematic review aimed to examine the evidence on ASEAN countries’ adolescents risky sexual behaviour defined as sexual deviance with its associated psychosocial factors. Methods: A systematic literature review was guided by PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) for a search through four electronic databases for articles published within the time frame of 2010 and 2020 resulting in 20 articles that meet the inclusion criteria. Results: Adolescent sexual deviance in ASEAN is associated with salient psychosocial factors such as cultural norm, self-esteem, parental support/monitoring, substance abuse (alcohol/drugs/smoking), spirituality and religion. Intention, attitude and motivation of sexual transgression appear to be recurrent factors as well. Most studies are cross-sectional and quantitatively designed. The diverse and nuanced psychosocial factors of sexually deviant behaviour affirm the sexual dimension and values of absolutism, hedonism and relativism. Conclusions: Strategies for reducing risky sexual behaviours among ASEAN adolescents should take regard of subjective culture norms and psychosocial needs to achieve the goal of progress as per the ASEAN Youth Development Index. More qualitative and longitudinal approaches in future research are also recommended for more in-depth insights for appropriate intervention or rehabilitative measures.

Sexual crimes have seen a considerably increase in Indonesia. It not only affects women but also children. Sexual crime against children is also known as “pedophilia” and has now become a terrifying phenomenon. The escalation of sexual crime against children in Indonesia shows that there is a dire need to look into possible prevention strategies to sexual crime prevention. Considering the rapid increase of case of pedophilia in Indonesia, the government has enacted more severe punisment to the offender, that is, by imposing chemical castration under the Law No. 17 Year 2016 on the second amendment of the Law No. 23 Year 2002 on child protection. This article examines the causal factors of pedophilia by employing the social bonds theory introduced by Travis Hirschi. The primary premise of this theory states that deliquency comes up when social bonds tend to be fragile or not unavailable, or in other words, the stronger there bonds, the less likelihood of delinquency. Hirschi also mentioned four social bonds that push up socialization and conformity in society, those are: attachment, commitment, involvement, dan belief. Finally, the problems raised in this article is how does pedophilia in perspective of social bonds theory?. This article is a legal research with normative approach. It is geared to look phaedophilia as a sexual deviance in perspective of social bonds theory.
