Evaluating the effectiveness of ecological civilization policies is the basis from which policymakers can optimize policies. From the perspective of the overall effectiveness of regional policies, and taking Jiangsu Province as an example, this study constructed a quantitative evaluation model of eco-civilization policy text and an eco-civilization evaluation index system. Using these tools, this paper evaluates the effectiveness of 53 ecological civilization policies issued by Jiangsu Province during 2004–2019 to promote the construction of ecological civilization in the four fields of resource utilization, environmental protection, economic development, and social life. There are three key findings. (1) During the period of 2004–2019, the effectiveness of the textual content of ecological civilization policies in Jiangsu Province generally showed a fluctuating upward trend. (2) The construction effectiveness indexes of the four fields of eco-civilization all showed a growth trend, but the construction effect varied greatly. The index of economic development had grown rapidly, while environmental protection had grown slowly. (3) Ecological civilization policies in Jiangsu Province were effective in promoting the construction of ecological civilization. However, the effects of different policy dimensions on ecological civilization development in the four fields were significantly different. Finally, based on these results, powerful recommendations are provided for the optimization of eco-civilization policies in Jiangsu Province. Moreover, Jiangsu is the first province in China to launch a provincial-level ecological civilization construction plan. Its policy optimization to promote ecological civilization construction can also provide an example and realistic basis for reference for the construction of eco-civilization in other provinces in China.

S&T capacity is the motivity of economic development, and it is urgent to promote it according to regional practical conditions. This paper aims to evaluate S&T capacity by establishing index system, and then local government can take steps to promote S&T level. It reviewed literatures of regional S&T innovation capacity briefly, and constructed city’s S&T innovation capacity evaluation index system of Jiangsu province. Then, it analyzed city’s S&T innovation capacity of Jiangsu province by Principal component analytical method and Cluster analytical method, and established an evaluation model. After calculating sum-scores and sorting the four factors of S&T innovation capacity, the results of the study showed the weakness of three regions in Jiangsu. At last, some suggestions are made to improve each city’s S&T innovation capacity. With the accelerated trend of economic globalization, the contribution rate of traditional production elements to economic growth decreases gradually and the resources constraint increases year by year. In the new international competition situation, S&T innovation has become the core driving force of the national and regional economic development. Since the reform and opening-up, as a major economic province, Jiangsu province maintained a stable and rapid growth in economic, but gaps between different regional economic are wide [1]. The overall level of S&T development depends on its various parts of the creative capacity, only those internal developments are balanced and of high S&T innovation capacity will effectively promote economic development. Based on the comparative research and clearing of each city’s gap and weakness in S&T innovation, we can put forward suggestions to promote each city’s and even Jiangsu province’s S&T development level, which has significant meaning of guidance.

The urban ecological civilization construction relates to welfare of the people and the national future. It is an important field of the high-quality economic development to improve the urban ecological efficiency level. The purpose of this research is to provide a new perspective and method for the quantitative study of the urban sustainable development, and also to provide some decision-making references for the improvement of the urban ecological efficiency in Henan province. This paper uses the slacks-based measure-data envelopment analysis (SBM-DEA) model containing the undesirable output and the Malmquist index model to fully evaluate the urban ecological efficiency level in Henan province during the period of 2005–2016, via both the static and dynamic analysis. Based on this, the bootstrap regression model is applied in analyzing the influencing factors of the urban ecological efficiency. The research shows three findings. First, according to the static efficiency analysis, the urban ecological efficiency in Henan province is low as a whole and has a big promotion space. Moreover, there is a significant difference in the urban ecological efficiency level among the five regions because of the different geographical locations and social and economic development situations of the cities. Second, according to the dynamic efficiency analysis, in the last 12 years, the urban ecological efficiency in Henan province has shown an overall growth trend, and the technological progress has played a major role in promoting the urban ecological efficiency in Henan province. Third, according to the influencing factor analysis, the governmental financial support hinders the improvement of the urban ecological efficiency in Henan province, while the level of opening to the outside world, the urban population density, and the urban greening level promote it.

Since there are many indexes of a car, we can ?t use a single index to evaluate the performance of a car. In order to fully evaluate the performance of a car, an evaluation index system of the automobile comprehensive performance was constructed from five aspects: dynamic performance, braking performance, operational stability, riding comfort and passing ability, economy and environmental protection. The evaluation model of the automobile comprehensive performance was established based on D-S evidence theory, which was applied to the evaluation of the automobile comprehensive performance based on the data from the questionnaire survey. The result of an analyzed example proved the theory to be effective and feasible.

Regional carbon efficiency (CE) improvement is critical to China’s “taking concerted efforts to achieve ecological protection” strategy in the Yangtze River Economic Belt (YREB) and their program to build a leading demonstration belt for ecological civilization. This study applied the super efficiency slacks-based measure to calculate the regional differences and evolution characteristics of the YREB’s CE from the year of 2006 to 2017. It also constructed a coupling evaluation model to empirically analyze the interactions between CE and technology absorptive capacity (TAC). The results showed that (1) the CE for all YREB provinces followed a “U-shaped” trend. TAC generally increased and incrementally decreased in the sequence of the upper stream, middle stream, and downstream. The gap among the downstream, upper stream, and middle stream increased; (2) coupling between the CE and TAC for the YREB provinces can be characterized as a relatively stable medium to low coupling degree and medium-to-high coordination degree. To improve coupling and achieve balanced, sustainable development in the YREB, this study proposes several measures, including promoting balanced, high-quality economic development, building the YREB talent pool, appropriately guiding foreign capital flows, implementing the strategy of driving economic development through innovation, and launching the network for coordinated technological innovation in YREB.

Ecological civilization is a transcendence of industrial civilization. The improvement of China’s ecological civilization system can not only provide developing countries with an empirical reference for ecological civilization construction, but also make a huge contribution to the progress of global ecological civilization. This paper focuses on improving the provincial ecological civilization evaluation system. First, the Provincial Ecological Civilization Construction Evaluation Index System is established according to the Green Development Index System issued by the Chinese government in 2016, and then the applicability of the Spatio-Temporal Factor Analysis (STFA) is verified as the evaluation method of the provincial ecological civilization construction level. Further, taking Jiangsu Province, China as an example, this paper evaluates the level of ecological civilization construction in each city of Jiangsu Province, and analyzes the main factors affecting ecological civilization based on the evaluation results. Finally, according to the relationship between the ecological civilization construction and economic quality of each city, the four-quadrant method is applied to divide Jiangsu Province into four types of regions to help each city position itself in ecological civilization construction. This paper mainly draws the following conclusions: (1) Due to its simple operation and accurate evaluation results, STFA is applicable in evaluating the provincial ecological civilization construction level. (2) Taking Jiangsu Province as an example, it is found that the level of ecological civilization construction in the southwestern region is higher than that of the northeast coastal region in Jiangsu. Three inequality indices are applied to measure the regional inequality of ecological civilization construction among 13 cities, which is relatively high in recent years. (3) By analyzing the results of STFA, it is found that economic quality and natural protection are not only the main factors affecting the ecological civilization construction in Jiangsu province, but also the main reasons for the regional heterogeneity of provincial ecological civilization. (4) For the four types of regions, suggestions are proposed according to the characteristics of each region to help improve the provincial ecological civilization construction level. This paper not only improves China’s ecological civilization construction system, but also provides information for the provincial ecological civilization construction in developing countries.

This paper is a first step towards articulating a Chinese version of ecological civilization construction (short for ECC). Three major intellectual sources of ecological civilization are identified and the constraints from resources and environment on economic development are emphasized. The concept framework of ECC contains four aspects: the subjects, the objects, the means and the scope. The subjects have five main types: the governments, the entrepreneurs, the families, the NGOs and other mixed ones. The objects involve in various type of ecosystems.The means can be used by education, plan, institution, technology and fund. The scope is stratified five spatial levels: the earth, the nations, the regions, the prefectures, and the communities. Moreover, four paths of ECC are highlighted: resources conservation and saving, environmental protection and improvement, ecological protection and restoration and territorial development and protection.

Abstract Water ecological civilization is an important component and basic guarantee of ecological civilization. With the comprehensive development of ecological civilization in China, the practice of water ecological civilization village construction has been carried out one after another. The establishment of an evaluation index system of rural water ecological civilization is an important step in the construction of rural water ecological civilization from the theoretical stage to the practical application stage. Based on China's rural water conditions, this study constructed an evaluation index system, including 21 evaluation indicators of seven subsystems: water security, water environment, water ecology, water management, water landscape, water culture, and regional characteristic indicators. The indicator weights are determined by the analytic hierarchy process, a set-pair analysis model is established, and typical rural were selected for instance verification. The results show that the evaluation index system of rural water ecological civilization is reasonable, and the comprehensive evaluation model is also feasible.

The arrival of the era of big data has brought about a new revolution in the education of ecological civilization. Citizen Education of Citizen's Green Development View based on big data is no longer a simple process of knowledge transfer, but a process of continuous knowledge generation and sharing. Big data has brought about the transformation of citizens' Education of Citizen's Green Development View technology. At the same time, it has also formed the integrity and compatibility thinking of citizens' Education of Citizen's Green Development View in the context of big data. This paper is based on the coupling analysis of big data on the citizen Education of Citizen's Green Development View module. Through the coupling of the moral education, knowledge cultivation and behavioral cultivation of citizens' ecological civilization, the design of comprehensive evaluation model, the framework and content were reconstructed, and the evaluation index system of citizen Education of Citizen's Green Development View was established.

To develop new wood cellulose resources and fast-growing pulpwood plantation fiber sources, it is very important to evaluate their pulping properties. A comprehensive multi-index pulping-suitability evaluation model is investigated in this paper by considering four fast-growing wood species. First, a new evaluation-index system for kraft pulp was developed based on traditional evaluation-index systems. Then, the membership degree of every index was analyzed to obtain a fuzzy matrix. The proportional contribution of each parameter to the main pulping properties could then be determined. Finally, a comprehensive evaluation model of kraft pulp properties was developed. The model is reliable compared with traditional assessment methods. The results confirmed the feasibility and rationality of developing new wood cellulose resources and fast-growing pulpwood plantations using fuzzy comprehensive evaluations.
