Abstract: This article explores the conflict between US public and private higher educational institutions by tracing the long struggle for a public university in Boston between 1890 and 1980. This history reveals how the competitive relationship between public and private institutions was central to the formation of each sector, while also complicating a clear dichotomy between the two. Educational innovations such as state scholarships, teacher-training initiatives, university extension courses, and junior colleges are also recast in this story as strategies to limit, rather than expand, the public sector. Finally, this history should prompt a reinterpretation of the current neoliberal moment. Rather than view contemporary budget cuts and public-private partnerships as novel historical departures of the late twentieth century, they appear in this Massachusetts story as a return to a political landscape long hostile to public higher education.

Good psychological quality is the basic requirement for college students in the new era. Students from junior colleges moving into undergraduate level in private colleges are a special group as they are already an important part of students in private colleges. Based on the mental health status of these students, private colleges have analyzed the issues of mental health education which include weak teaching staffs, lack attention, and traditional education methods. From the perspective of three-dimensional education, the psychological education work model in private colleges is explored to build an education team to promote the participation of all employees in the work of psychological education, strengthen the attention of college students who are moving into the undergraduate level, and to pay full attention to these students. Private colleges should try to innovate education methods and improve psychological education in all aspects.

This study aims to analyze the influencing factors and training plans of cultivating new entrepreneurs in the new era based on industrial cluster theory. First, the status of the research on the correlation between psychological characteristics and entrepreneurial performance of new entrepreneurs is reviewed. Second, 200 new entrepreneurs in the Xi’an City of Shaanxi Province are randomly selected as the research objects. An empirical model of the correlation between entrepreneurial psychological characteristics and entrepreneurial performance is innovatively proposed. Finally, the questionnaire data are analyzed by correlation analysis and SPSS 26.0 (Chicago) statistical analysis. The results show that most of the entrepreneurs are between 30 and 50 years old, with a larger number of mens, and most graduate from junior colleges. The gender and education level of the new entrepreneurs have a little impact on their entrepreneurial performance (P > 0.05), whereas their age has a significant impact on their entrepreneurial performance (P < 0.05). Moreover, there is a significant correlation between the psychological characteristics of the entrepreneur and the two dimensions of entrepreneurial performance (development and profitability) (P < 0.05). This shows that the key to cultivating new entrepreneurs is to develop their age and psychological characteristics, which can enhance the entrepreneurial ability of new entrepreneurs and provide a basis for cultivating multidimensional entrepreneurial talents in new enterprises.
