О РАСШИРЕНИИ КОМПЕТЕНЦИИ ПРОКУРОРА ПО УГОЛОВНЫМ ПРАВОНАРУШЕНИЯМ ЭКСТРЕМИСТСКОЙ И ТЕРРОРИСТИЧЕСКОЙ НАПРАВЛЕННОСТИ

The article analyzes the proposals made by Kazakhstani process specialists on the use of the institute of special proceedings in the investigation of criminal cases of terrorism and extremism. The article analyzes the possibility of restricting certain rights and freedoms of interested participants in criminal proceedings. The article examines the need to strengthen the public interest of the state in the pre-trial investigation of offenses related to extremism and terrorism. The authors support the suggestions made and formulate their own vision for the voiced problem. It is proposed to expand the competence of the prosecutor by providing him / her with alternative or generic jurisdiction at the legislative level, making it mandatory to conduct pre-trial investigations of criminal offenses of extremist and terrorist orientation, According to the authors, this approach will help instill investigative skills in prosecutors and increase the effectiveness of the fight against extremism and terrorism. The article was prepared as part of the implementation of the grant financing agreement by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan (IRN of the AP08856905 project). В статье анализируются внесенные казахстанскими процессуалистами предложения по использованию института особых производств применительно к расследованию уголовных дел о терроризме и экстремизме. Рассматривается возможность ограничения отдельных прав и свобод заинтересованных участников уголовного процесса. Исследуется необходимость усиления публичного интереса государства при досудебном расследовании правонарушений, связанных с экстремизмом и терроризмом. Авторы поддерживают вносимые предложения и формулируют свое видение на озвученную проблему. Предлагается расширить компетенцию прокурора, на законодательном уровне закрепив за ним альтернативную или родовую подследственность, вменив в обязанность производство досудебного расследования уголовных правонарушений экстремистской и террористической направленности. По мнению авторов, данный подход будет способствовать привитию у прокурорских работников навыков следственной работы, повышению эффективности борьбы с экстремизмом и терроризмом, реальному обеспечению прав и законных интересов участников уголовного судопроизводства. Prospects of using less common autochthonous grape varieties for production of wines in Armenia

Возросший интерес к винам из стран, считающихся родиной виноделия (Армения, Грузия, Греция, Румыния), связан со своеобразием ароматов и вкусов, обусловленных местными традиционными сортами винограда. Однако сортовой состав автохтонного винограда, используемый в производстве вин в Армении, весьма ограничен. Нами поставлена цель выявить и изучить перспективность малораспространенных, забытых аборигенных армянских сортов винограда для производства высококачественных вин. Актуальность работы связана с увеличением сырьевых ресурсов виноградовинодельческой отрасли республики. Для исследования были выбраны аборигенные красные сорта Тозот, Кохбени, Арени (контроль) из двух регионов Армении. Опытные виноматериалы были приготовлены в условиях микровиноделия. Двухлетние изучения технохимических показателей и органолептическая оценка опытных образцов выявили перспективность использования красных (Тозот и Кохбени) сортов автохтонного винограда в качестве сырья для производства вин высокого качества в разных регионах Армении. Recent years the increased interest in wines from countries considered to be the birthplace of winemaking (Armenia, Georgia, Greece, Romania) is associated with the uniqueness of aroma and flavor of the local traditional grape varieties. However, the variety assortment of autochthonous grapes used in wine production in Armenia is very limited. Our goal is to find out and study the prospects of less common autochthonous Armenian grape varieties for the high quality wine production. The relevance of this work is associated with the increase in the amount of raw materials of the viticultural and winemaking industry of the Republic. Red autochthonous grape varieties 'Tozot', 'Koghbeni', 'Areni' (as the control) from two regions of Armenia were selected for the research. Experimental base wines were produced in the conditions of microvinification. A two-year research of technochemical indicators and organoleptic assessment of experimental samples revealed the potential of using local red varieties ('Tozot' and 'Koghbeni') as raw materials for the high quality wine production in different regions of Armenia. The research was carried out with the financial support of State Science Committee of the Ministry of Education and Science of the Republic of Armenia within the framework of scientific project No. 18T-2K024.

The Use of Twitter for Informing the Public in the COVID-19 Epidemic

The coronavirus disease (COVID-19) has influenced the whole world from the moment it appeared. The epidemic had implications in many different areas of all countries of the world. Turkey is among the countries affected by the COVID-19. In this study, the uses of Twitter and the levels of informing the public of COVID-19 Science Committee Members in Turkey were examined. In this process, it was thought that the public needed more information about the epidemic. In this study, 10 COVID-19 Science Committee Members were determined by drawing lots. Their tweets on Twitter were investigated using both qualitative and quantitative content analysis methods. These tweets were analyzed within the categories determined according to content analysis. This study found that the Twitter posts of members of the scientific committee were important in informing the public.

ĐIỀU TRA-KHÁM PHÁ VỀ HỌC TẬP CHUYỂN ĐỔI VÌ SỰ PHÁT TRIỂN BỀN VỮNG NHẰM THÍCH ỨNG VỚI BIẾN ĐỔI KHÍ HẬU Ở ĐỒNG BẰNG SÔNG CỬU LONG VIỆT NAM QUA NGHIÊN CỨU ĐIỂN HÌNH TẠI MÔ HÌNH VACB (VƯỜN- AO- CHUỒNG- BIOGAS) Ở CẦN THƠ

Trong thời đại toàn cầu hóa và biến đổi khí hậu toàn cầu học tập chuyển đổi (T-learning) được xem là động lực và công cụ hữu hiệu để đẩy nhanh quá trình chuyển hóa theo hướng phát triển bền vững ở những nơi đang và sẽ bị tổn thương bởi biến đổi khí hậu. Vì vậy, được sự hỗ trợ và tài trợ của ISSC (Interntional Social Science Committee) của UNESCO Paris tập thể các nhà nghiên cứu từ 9 nước (Nam Phi, Hà Lan, Thụy Điển, Việt Nam, Ấn Độ, Ethiopia, Zimbabwe và Malawe) đã và đang hợp tác chặt chẽ với nhau để thực hiện dự án nghiên cứu “Học tập chuyển đổi vì sự bền vững hệ sinh thái xã hội trong thời đại biến đổi khí hậu”. Mục đích của dự án là tìm hiểu và làm sáng rõ hơn bản chất, chất lượng và tác động của T-learning đối với sự chuyển hóa bền vững ở những điểm “hốc” tại cấp cơ sở, nơi nảy sinh và tồn tại các “vấn đề tồi tệ” của chuỗi “khí hậu - nước - lương thực - năng lượng - công bằng xã hội”. Học tập chuyển đổi ở đồng bằng sông Cửu Long của Việt Nam được lựa chọn là một trong các nghiên cứu điển hình (case study) của dự án. Bài báo này mô tả các hoạt động điều tra – khảo sát về học tập chuyển hóa trong mô hình VACB (Vườn-Ao-Chuồng-Biogas) tại xã Mỹ Khánh, ngoại ô Cần Thơ và trình bày khái quát một số phát hiện quan trọng về các đặc trưng của các quá trình học tập chuyển hóa và những đóng góp của học tập chuyển đổi đối với việc định hình và phát triển các mô hình sinh kế bền vững thích ứng với biến đổi khí hậu ở Cần Thơ.
