ABSTRAK   Penelitian ini bertujuan untuk mengetahui dan menganalisis Kinerja Dinas Pangan, Pertanian dan Perikanan dalam pemberdayaan petani rumput laut di Kota Tarakan Provinsi Kalimantan Utara.Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Dalam  penelitian ini dilakukan analisis Kinerja Dinas Pangan, Pertanian dan Perikanan dengan dimensi yang diteliti yaitu (1) Produktivitas, (2) Kualitas, (3) Responsivitas, (4) Responsibilitas, (5) Akuntabilitas. Hasil penelitian menunjukkan bahwa Kinerja Dinas Pangan, Pertanian dan Perikanan dalam pemberdayaan petani rumput laut sudah terlaksana dengan cukup baik namun masih memerlukan penyempurnan dalam dimensi kualitas dan responsivitas.Hambatan Kinerja Dinas Pangan, Pertanian dan Perikanan dalam pemberdayaan petani rumput laut(1) Kurangnya tenaga penyuluh di Dinas Pangan Pertanian dan perikanan, (2) Data Jumlah Petani Rumput Laut yang belum Valid, (3) Tidak adanya industri Pemasaran rumput laut. Upaya mengatasi hambatan kinerja Dinas Pangan Pertanian dan Perikanan Kota Tarakan dalam pemberdayaan petani rumput laut Kota Tarakan yaitu: (1) Melakukan penambahan jumlah tenaga penyuluh untuk para petani rumput laut, (2) Melakukan update data tentang jumlah petani rumput laut di kota Tarakan, (3) Melakukan Bina Usaha dengan Perusahaan Domestik. Saran dari penelitian: (1) Perlunya memberikan pelatihan kepada seluruh tenaga penyuluh yang baru maupun tenaga penyuluh yang sudah ada. (2) Perlunya melakukan sosialisasi kepada para petani rumput laut tentang pentingnya update data administrasi. (3) Perlunya membangun Industri pemasaran rumput laut di Kota Tarakan.   Kata Kunci: Dinas Pangan, Pertanian dan Perikanan, Kinerja,Pemberdayaan     ABSTARCT This study aims to determine and analyze the Performance of the Department of Agriculture and Fisheries Food in empowering seaweed farmers in the City of Tarakan, North Kalimantan Province. This research uses descriptive qualitative research methods.In this study an analysis of the Performance of the The Department of Agriculture and Fisheries Foodwas conducted with the dimensions examined, namely (1) Productivity, (2) Quality, (3) Responsiveness, (4) Responsibility, (5) Accountability. The results showed that the performance of the Department of Agriculture and Fisheries Food in empowering seaweed farmers was done quite well but still needed perfection in Efforts to overcome the performance barriers of The Department of Agriculture and Fisheries Foodin empowering seaweed farmers in Tarakan City are: (1) Increase the number of extension workers for seaweed farmers, (2) Update data on the number of seaweed farmers in the city of Tarakan, ( 3) Doing Business Development with Domestic Companies. Suggestions from the study: (1) The need to provide training to all new  extension workers and existing extension workers. (2) The need to conduct socialization to seaweed farmers about the importance of updating administrative data. The article is devoted to the questions of a number of aspects of formation of skills of concertmaster activity as a component of piano preparation of the pianist-beginner in the class of classical choreography, revealing of the functional connections of the tandem teacher-choreographer – pianist-concertmaster, determination of the level of psychological-pedagogical students and performers interaction with the choreographer. The data are analyzed in the context of consideration of the general laws concerning the selection of the performing repertoire for musical design of classical choreography lessons, their importance, expediency and correspondence to the students' age characteristics, their level of musical perception.  Key words: concertmaster activities, beginner concert pianist, choreography art, classical dance, psychological and performance barriers, musical design.

Background: Use of the WHO 5 Moments of Hand Hygiene (HH) by operating room (OR) anesthesia personnel has been called by some logistically unfeasible, despite evidence that HH can reduce patients’ risk of pathogen acquisition. We developed and implemented a set of 7 moments based on WHO guidance (Fig 1) with high adherence. We conducted this study 6 months later to determine whether the improvement was sustained. In addition, we sought to understand practices, beliefs, barriers, and perceptions among anesthesia providers regarding HH. Methods: We measured HH adherence by direct observation using locally developed 7 moments tailored to the anesthesia workflow during June–August 2019. Adherence was defined as the percentage of observed HH performed when a moment occurred. We used the theory of planned behavior (TPB) as a framework to conduct 11 individual interviews (8 attending anesthesiologists and 3 certified nurse anesthetists) with a semistructured instrument that included Likert scale and open-ended questions. Interview transcripts were reviewed and a codebook of themes was created through inductive thematic analysis. Resultant themes and Likert scale averages were grouped by the 3 key TPB variables. Results: In total, 294 HH moments were observed for 50 anesthesia providers during 36 cases. The average HH adherence was 21.1% with the highest adherence moment being after patient contact (61.7%). Interview participants stated universally that HH was important for patient care, but acknowledged barriers to performance. Barriers cited included interruption in workflow, a lack of evidence, lack of clarity of HH standard, and limited availability of product. Conclusions: Adherence to the 7 moments of HH for anesthesia providers was not sustained after 6 months. Providers identified numerous barriers to HH, including a lack of knowledge of a standard, as reasons for suboptimal adherence. These data suggest future interventions could be designed to address gaps in knowledge and remove barriers to improve HH adherence among OR anesthesia providers.Funding: NoneDisclosures: None

This study aims to determine and examine the effect of auditor perceptions on auditor performance in the attack district inspectorate. The object in this study is the inspectorate in the district government attack. Sampling is done by survey method. The type of data used is subject data, and the data source used is primary data. Processing and analysis of data using the help of SPSS vesi 19.00 application with multiple linear regression models. Based on the results of hypothesis testing obtained Audit Effectiveness has a positive and significant effect on the performance of public sector auditors, Auditor Policy has a positive and significant effect on the performance of public sector auditors, External Auditor Professionals have a significant and positive effect on the performance of public sector auditors, Other Expert Professionals have a positive and significant effect on public sector auditor performance, barriers have a positive and significant effect on the performance of public sector auditors, Public Administration has a positive effect on the performance of public sector auditors.

ObjectivesVolunteers have an important place in palliative care (PC), positively influencing quality of care for seriously ill people and those close to them and providing a link to the community. However, it is not well understood where volunteers fit into PC provision or how to support them adequately. We therefore chose to describe volunteer roles across care settings through the perspective of those closely involved in the care of terminally ill people.MethodsA qualitative study was conducted using both focus groups with volunteers, nurses, psychologists and family physicians and individual semistructured interviews with patients and family caregivers. Participants were recruited from hospital, home, day care and live-in services.Results79 people participated in the study. Two volunteer roles were identified. The first was ‘being there’ for the dying person. Volunteers represent a more approachable face of care, focused on psychological, social and existential care and building relationships. The second was the ‘liaison’ role. Volunteers occupy a liminal space between the professional and the family domain, through which they notice and communicate patient needs missed by other caregivers. Patient-volunteer matching was a facilitator for role performance; barriers were lack of communication opportunities with professional caregivers and lack of volunteer coordination.ConclusionVolunteers complement professional caregivers by (1) occupying a unique space between professionals, family and patients and fulfilling a liaison function and (2) being a unique face of care for patients. Healthcare services and policy can support volunteer role performance by ensuring frequent communication opportunities and volunteer coordination.
