At the Third Plenary Session of the 18th CPC Central Committee, China clearly put forward the overall goal of comprehensively deepening reform, which can be summarized as “improving and developing the socialist system with Chinese characteristics and promoting the modernization of national governance capacity and governance system.” For the modernization of national governance, the modernization of government governance is undoubtedly a key link. The practical paths to achieve the modernization of government governance mainly include: First, realize the servitization of government governance; Second, realize the legalization in government governance; Third, realize the cheapness of government governance; Fourth, implement the responsibility of government governance.

PurposeThe purpose of the study is to understand how socially shared misinformation and rumors can enhance the motivation to protect personal interests and enhance social practices of panic buying.Design/methodology/approachThe study employed a number of qualitative data collection methods for the purpose of triangulation, as it can offer thick interpretation and can help to develop a context specific research framework.FindingsThe shared misinformation and rumors on social media developed into psychological, physical and social threats; therefore, people started panic buying to avoid these negative consequences. People believed that there were differences between the information shared by politicians and government officials and reality, such as “everything is under control,” whereas social media showed people standing in long queues and struggling to buy the necessities of life. The shared misinformation and rumors on social media became viral and received social validation, which created panic buying in many countries.Research limitations/implicationsIt is the responsibility of government, politicians, leaders, media and the public to control misinformation and rumors, as many people were unable to buy groceries due either to socio-economic status or their decisions of late buying, which increased depression among people.Originality/valueThe study merged the theory of rumor (TORT) transmission and protection motivation theory (PMT) to understand how misinformation and rumors shared through social media increased global uncertainty and the desire to panic buy across the world.

Within the comparative and legal analysis the questions characterizing responsibility of government in the foreign countries of the CIS and Baltic are considered. The comparative analysis of provisions of constitutions and acts of the states which were a part of the USSR as federal republics regarding regulation a question of responsibility of government before the head of state and before parliament is carried out. The reasoned conclusion of possibility of use in the Russian conditions of such forms of responsibility of government, as a constructive vote of no confidence, an interpellation, and also use of experience of formation of “positive parliamentarism” and regulatory activity of the government which after some foreign countries (Germany, France) gained distribution in the certain republics of the CIS and Baltic (Georgia, Armenia, Kazakhstan) is drawn.

The article provides a critical review of the achievement of the target indicators of the Strategy for the Development of the Sphere of Innovation and other government programs. The advantages and importance of strategic innovative development of entrepreneurship for society and the state are determined. The exclusive role of planning in the management system for innovative development is emphasized. The existing contradictions between the general directions and methods of solving the problems of innovative development (financing of R&D, development of education, etc.) are emphasized. The matrix of application of technical innovations in the areas of development B2, C2, G2 is presented. The timeline projects of the Ministry of Digital Transformation, the Ministry of Education, the National Bank of Ukraine and other state bodies regulating innovative development in the country are assessed. The importance of strengthening the control function in managing the innovative development of entrepreneurship has been proven, in particular, strengthening the responsibility of government bodies in priority areas: entrepreneurship, science, technology, innovation, space industry, education. It is proposed to create a coordinating body capable of developing and monitoring the implementation of a unified strategy for innovative development with the participation of all ministries and departments in the context of real Ukrainian economic opportunities, comparable to financial and technological ones.

Social cohesion, the foundation that keeps society together, is influenced by various inter-related factors such as education social, cultural, religious, and business, among others. Current debates indicates that unless social cohesion in its various dimensions is addressed, be it through reconciliation, tackling inequality, crafting a national identity, or bridging rural-urban divides, the implementation of any Southern African Development Plan will be challenging. In this paper, social cohesion is viewed as an intervention for coexistence; as an invitation to find common ground and allowing the sharing of social spaces; and to forge a common identity whilst recognising societal diversity. This paper postulates that although social cohesion is intended to contribute towards nation-building and national unity, government policies are fundamental to the advancement thereof. The paper defines, unpacks, and identifies the challenges of social cohesion using South Africa as a case study. The paper argues that the family is instrumental in building social cohesion. Government through its policies processes has an important role to play in strengthen the family. The lessons learnt could contribute to the role of family towards social cohesion on the African continent.

Prior to the current pandemic, Nigeria has witnessed the emergence of other viruses which were contained. Science is yet to proffer complete solution to this new wave of virus known as Covid-19, and the magnitude on other aspects of life is far reaching. Despite negative predictions and a wobbling health sector, the number of casualties due to the pandemic has been relatively low. Researchers are researching to find a vaccine to the virus which has culminated in the death of thousands all over the world. This study attempts to examine issues related to leadership, politics and economic policy within the context of the pandemic. The paper argues that one major problem Nigeria grapples with is leadership deficit which inevitably has affected our disposition and response to emergencies. The aforementioned can be adduced to failure of leadership to invest heavily in the health sector over the years, which is the sole responsibility of government. The study also examined the politics involved in the Covid-19 and how the economy has been affected thus far. It stressed the need for leaders to prioritize transparency and accountability while there should be a clear demarcation between politics and reality. It also buttresses the need for speedy economic reforms.

Incremental housing, supported by governmental funding, denotes a solution for low-income households where they can gradually customise their dwelling. The Chilean government officials and architects proposed phases of construction which fell short of addressing the households’ capabilities and motivation to finalise their units. Hereof, this article looks at two incremental housing projects: Lo Espejo condominium (2007) and Las Higueras (2006) in the Santiago Metropolitan Region, Chile, to inquire capacities of government officials and architects’ comprehensive assistance to families’ housebuilding. The hypothesis holds that the greater responsibility of government officials and architects engaged with incremental housing will enhance motivation of low-income families to customise their house by self-building practice. Arguing for the importance of the self-building the author proposed the guideline for customising houses that comprises four phases: introducing the incremental construction design idea, discussing with families the possibilities for completing houses, connecting households’ construction plans with their financial resources, and presenting the customisation design template. This guideline structure is founded on extensive nine months fieldwork in the Santiago Metropolitan Region, carried out in close collaboration with low-income households from two neighbourhoods, the Ministry of Housing and Urbanism of Chile, the Architectural Office Elemental, and “Gubbins Arquitectos.”
