Throughout this work, the general characteristics of the Maghreb Journal of Documentation and Information have been introduced since its’ establishment in 1983 to 2020. The Maghreb Journal of Documentation and Information is published annually by the Higher Institute of Documentation. The researchers have used the bibliometric approach in order to quantify the frequency of publications and to review the percentage of articles’ productivity and their distribution during the years of publications. The study found that there is an average of 447 articles published by 572 authors in 29 issues over a period of 24 years from the actual publications, without considering the years of interruption. It is worth to mention that the journal was resuming its activities and functions after each interruption, especially after the scientific events to publish their activities or after changing its directing members. Moreover, in order to clarify the direction of the journal and its editorial board, the bibliometric approach has also helped to extract the sub-topics presented by the publications, as it is the only journal specialised in the information science in Tunisia. In addition, besides studying of the linguistic writing choices of the authors; the study focused on the Influence of the French language in writings to understand the general cultural and social framework that made the Arabic language ranked as a second language in number of publications.

Open access is one of the topics that attracted the researchers interest as it is a turning point for the recovery of technical and scientific information’s recovery which requires a set of tools and technical skills. This study aims to discover the main problems of information’s recovery within open access in addition to the inventory of the most important smart search engines and to know the strategies of information’s recovery. The study adopted the descriptive analytical approach, and came out with a number of important conclusions, the most important are : Searching for scientific and technical information in the open access environment has become a very difficult and the researcher does not know which of them is more useful. Relying on the common ranking of sites, smart search engines in its work, depends on semantic web applications, most notably XML, RDF and ontology, users can quickly find specific search results through smart search engines without having to become experts in search engines or have a well-defined strategies for searching within the open access environment. The study also showed that the semantic scholar search engine deals with open sources more efficiently than traditional search engines through its ability to discover these sources and display them to the beneficiary in a distinctive way.

Social networking is one of the most recently used technologies because of its advantages, spread and interaction. It is one of the most prominent applications of the second generation Web 2.0, which has effectively imposed itself on the users of the internet. Facebook network comes second after search engine at the global level, "Google". It is noted that they are highly efficient in providing information services and representation of information institutions and facilities in the virtual world. it is agreed that the progress of the societies is measured according to their ability to free and fast access to information and to use it to generate knowledge that reaches wisdom, progress and excellence. At this point, the importance of studies of information is shown in general and Webometrics in particular, which means that the set of statistical methods and measurements used to study the quantitative and qualitative aspects of information resources, structures, uses and techniques on the web, is found to be bibliometric studies designed to study and analyze reference citations, can be applied to the information resources available on the web such as the links of web pages and the use of those sites. Therefore, the study aims to monitor students' attitudes towards the use of social networking sites in general, and the Facebook page of the department of information studies of the Libyan Academy particularly. To identify the view of the students of the information management division and the management of the archive to their identify satisfaction with the information services provided by the page, and the extent of knowledge of the links of electronic sources of information, and the extent to meet their needs and scientific desires, and to what extent related to academic and research interests.

This study aims to find out the role of the public libraries in the Sultanate of Oman in achieving knowledge awareness as one of Oman’s Sustainable Development Goals. To achieve the study’s main objective, several questions regarding the public libraries’ role were proposed. To answer these questions, the study adopted a descriptive analytical-qualitative method. Twelve public libraries were covered in this study. Moreover, two qualitative tools were used: interviews with representatives from the public libraries and analyzing the contents of these libraries’ programs. The study found that public libraries’ awareness about sustainable development is medium, as some have no idea about the topic. The study also revealed that the public library focuses on sustainable development as educational aspects by providing databases and facilitating access. Moreover, besides the technical aspects, most public libraries provide the services of public computers and the internet. In addition, some of these public libraries had played a role in disseminating health awareness for society through providing First Aid training courses. However, the public libraries’ role in enhancing society’s awareness of the available job opportunities was very week. In addition, public libraries in Oman have a critical role in preserving Oman’s Documentary Heritage and provide its accessibility as most of the public libraries have a huge number of these documents. The most important recommendation of the study is that the Omani libraries’ authority should focus on developing the awareness of the specialists of the public library about sustainable development and the role of public libraries in achieving it.

Despite the availability of millions of information resources on the internet, the Arabic digital content represents a relatively small percentage compared with the information available in other languages. The size of Arabic content, the lack of an adequate number of Arabic databases that organize this content and make it available to the Arab reader, and the lack of novelty and originality are the main issues that feature the Arabic content on the internet. The aim of the current study is to clarify the Arab scholars’ perception regarding the quality, reliability, and suitability of Arabic digital content that is available on the internet. A quantitative approach was adopted in this study in order to answer the research questions. A questionnaire was distributed online among a sample of Arab scholars to determine the quality and reliability of the Arabic digital content. Moreover, the questionnaire tried to identify the extent to which the current Arabic digital content meets the growing information needs, to identify the Arab scholars’ uses of Arabic content, and to discover the criteria that determine the digital content suitability. The findings of this study revealed that Arab scholars believe that Arabic digital content is weak and there is a lack of originality. In addition, the results indicated that Arabic digital content on the internet does not satisfy the scholars' needs which enforce them to use English information resources to compensates for the lack of Arabic resources. The study recommended the necessity of establishing mechanisms to support Arabic digital content and increase the academic institutions' role in enhancing Arabic digital content by encouraging and supporting scholarly research in the Arabic language.

Information is normally considered as a mean to a desired end. However, a growing theoretical and experimental literature suggested that information may directly enter the agent’s utility function. This can create an incentive to avoid information, even when it is useful, free, and independent of strategic considerations. In this study, the researchers have reviewed information avoidance, as well as theoretical and empirical researches that discussed the reasons why people avoid information, depending on the economical researches, psychological researches, and other disciplines. The study also discussed some of the diverse (and often costly) individual and societal consequences of information avoidance.

Libraries institutions are responsible for collecting and organizing information resources, and simplifying ways to benefit from it through traditional and electronic tools. Libraries today face many technical challenges, such as open access initiatives. Therefore, in order to preserve its role and contribute to the development of its performance, this study came to try to employ some innovative marketing methods that are compatible with the requirements of the digital environment, especially those followed by social networks, and try to invest them in activating the role of libraries. We believe that the best marketing methods are related to the services themselves, especially those services that are difficult to obtain from the Internet.

This study aims to emphasize the importance of developing the scientific communication system in line with the successive technological developments. Thus, this theoretical study deals with the concept of scientific communication in regard to various related points. These points are: the elements of communication, the types and forms of scientific communication, the concept of social networks, the emergence and development of social networks, the types of social networks. It also considers the most popular social networking sites, the use of social networks in scientific communication, knowledge of the advantages of using social networks in scientific communication, the obstacles to scientific communication within social networks, ways to overcome these obstacles, the role of free access in developing the process of scientific communication in the digital environment, the role of social networks and the free access usag in supporting scientific communication during the pandemic of Covid-19. Finally, this study found a variety of social networking services that support the process of scientific communication, which must be used, and to overcome any obstacles that may result from the use of these networks.

The research aimed to study and analyze the best global University institutional repositories, which were selected by the search engines and the Spanish website Metrix. A descriptive approach has been used to carry out the research (survey) and a deliberate sample has been taken (ten university repositories) from a community of 500 repositories mentioned in the directory of free access repositories (open Dora), in terms of content, types of digital content management systems, number of recordings, language used and methods of storage and retrieval. The study found that 70% of university institutional repositories used the open source Dspace system. Press articles have been ranked first with a percentage of 100%, while theses came in second rank with regard to the substantive content of the repositories. Moreover, it is found that the position of the repository does not depend on the number of existing recordings as much as it depends on the quality, usage and the links of these recordings.

This study aims to Identify the role of Academic Omani Libraries in supporting knowledge economy, through Bryson's five indicators appeared in 2001: library infrastructure, information services; activities carried out by the libraries for creative ideas, and for supporting innovation. In addition to building collections that are capable to new requirements of Knowledge management. The study adopted the questionnaire as a tool of the descriptive method to collect and analyze data. The results indicate that Omani academic libraries have a good infrastructure in communications and information technology that supports research, and facilitates the use of electronic services. Moreover, Library catalogues and databases have been indicated by respondents as sufficient tools for exploring relevant information, especially in libraries, which are continuously organizing training programs in new developments of knowledge economy. On the other hand, the results show weaknesses of Omani academic libraries in supporting creative ideas, and in encouraging their employees to find out creative solutions for various problems facing them. The study concluded with many recommendations, the most important of which are: the need, for Omani academic libraries, to keep up with developments in the fields of knowledge management and economy, and to support creative ideas through collaboration with local and international professional associations. In addition, to encourage creative thinking with collaboration with organizations concerned with innovation in the country.
