Рецензируемая монография имеет большую практическую значимость для совершенствования деятельности полиции по предупреждению и пресечению фактов управления транспортными средствами в состоянии опьянения, а также по взаимодействию с медицинскими организациями по данным вопросам, что, как следствие, является залогом снижения уровня аварийности по этой причине. В монографии рассматриваются перспективы совершенствования системы допуска водителей транспортных средств к участию в дорожном движении на основе подходов риск-ориентированного управления, межведомственного взаимодействия, развития и внедрения цифровых технологий. The peer-reviewed monograph was of great practical importance for improving police activities to prevent and suppress the facts of driving while intoxicated, as well as for interacting with medical organizations on these issues, which, as a result, was the key to reducing the accident rate for this reason. The monograph considers the prospects for improving the system of admission of drivers of vehicles to participate in road traffic on the basis of risk-based management approaches, interagency interaction, development and the introduction of digital technologies.

Abstract Background Several studies have tested the reliability of Risk Terrain Modelling (RTM) by focusing on different geographical contexts and types of crime or events. However, to date, there has been no attempt to systematically review the evidence on whether RTM is effective at predicting areas at high risk of events. This paper reviews RTM’s efficacy as a spatial forecasting method. Methods We conducted a systematic review and meta-analysis of the RTM literature. We aggregated the available data from a sample of studies that measure predictive accuracy and conducted a proportion meta-analysis on studies with appropriate data. Results In total, we found 25 studies meeting the inclusion criteria. The systematic review demonstrated that RTM has been successful in identifying at risk places for acquisitive crimes, violent crimes, child maltreatment, terrorism, drug related crimes and driving while intoxicated (DWI). The proportion meta-analysis indicated that almost half of future cases in the studies analysed were captured in the top ten per cent of risk cells. This typically covers a very small portion of the full study area. Conclusions The study demonstrates that RTM is an effective forecasting method that can be applied to identify places at greatest risk of an event and can be a useful tool in guiding targeted responses to crime problems.

We consider the signs of subjective side of a crime involving a traffic violation by a person subjected to administrative punishment (Article 264.1 of the Criminal Code of the Russian Federation). We emphasize that the state of intoxication should be distinguished from morbid psyche states, since they should be attributed to a different category of mental states of the person. We pay attention to the signs of the subjective side, we note that the considered corpus delicti is formulated as formal. Therefore, this act is com-mitted intentionally and with direct intent. Driving while intoxicated is so-cially dangerous, since in this psycho-physiological state the driver largely loses the functional, physiological, psychological capabilities of transport control, which poses a real threat to safe road traffic – the danger of harm to health or death to individuals. We justify the need to exclude from Article 264.1 of the Criminal Code of the Russian Federation an indication of an administrative prejudice, since a person, while driving intoxicated, realizes and understands that he is violating traffic rules, that the vehicle is a source of increased danger, and, in addition, his concentration of attention decreases, etc.

<p><strong>Drunken driving is a major issue due to which many road accidents are occurring. To overcome this many researches are going on and we also tried to develop a reflexive engine locking system In this paper we have developed a system through which when a person tries to drive by consuming alcohol will experience a automatic engine lock. By implementing this we can save lives of passengers as well as pedestrians and other people too. Today situation is worsening like for every thirty minutes accidents are happening and taking lives of many innocent people. To avoid this we are trying to implement a prototype for alcohol detection for drunk and drive. Based on threshold set, alcohol breath analyzer sense level of alcohol consumed by the driver and if it crosses the limit set it will automatically locks the engine. Due to drowsiness of driver and consumption of alcohol more number of accidents are happening. Because of this more lives are at risk. This design implements a model which saves lives of people inside and outside the vehicle.</strong></p><p><strong> </strong></p>

The author proposes to optimize the administrative and jurisdictional activities of the internal Affairs bodies to improve the administrative and legal counteraction to negative manifestations, such as driving while intoxicated and their consequences in the form of road accidents.

Internet of Things (IoT) consists of smart devices which can sense the environment and performs the data interaction with the users by handling the large volume of data and also provide the numerous services to the users. It also plays the significant role in Intelligent Transportation System (ITS) using the Cognition ability. One of the primary causes for the road accidents is consumption of alcohol. Driving under the influence (DUI) or Driving While Intoxicated (DWI), and involves operating a vehicle with Blood Alcohol Content (BAC) level of at least 0.08 percent is considered as the punishable offense. In order to identify and prevent the driving with alcohol consumption, the ITS system can be designed with IoT based smart helmet system. The IoT system performs the data validation using the Bayesian Algorithm which significantly detects the alcohol consumption of the rider. And the system also provides the provision to control and ride the bike if and only if the rider does not consume the alcohol.
