Industry of geospatial information requires a proper standard which can adapt the user requirements in parallel with the technological improvements over time. Geospatial database is an essential end product that can be used as an input to the Decision Support System. The aforementioned important role can be defined as a main indicator for effectiveness and efficiency of the provision of geospatial data and information. Standard is fundamental especially in a situation where there are so many available technologies and infrastructures on the market. Defining a robust and reliable standard and mechanism to derive the geospatial database is a main key for the successful production of the national geospatial database. NoSQL databases use a different approach to represent the storing mechanism which is generally in a form of relational structured tables. The main difference is related with the flexible model, component and storing mechanism which must not be structured in a tabular and relational way. This paper discusses geospatial database standards by using the NoSQL approach that will be implemented in order to adopt the Indonesian Geographic Feature Catalogues. The implementation of the standard in an operational stage of the geodatabase production can provide the alternative solution in competition with the traditional Relational Data Base Management System approach. Especially in the era of big data and crowd sourcing with a lot of variety in the data structure nowadays, NoSQL raises as an alternative solution to accommodate and utilize its advantages in an applicative way but still selective for the portrayal purposes.

Graph labeling deals with assigning labels to one or more elements of a graph. It has a wide variety of applications including: coding theory, communication network addressing, data base management system and secret sharing schemes to mention a view. A mapping [Formula: see text] is called a sum labeling of a graph [Formula: see text] if it is an injection from [Formula: see text] to a set of positive integers, such that [Formula: see text] if and only if there exists a vertex [Formula: see text] such that [Formula: see text]. In this case, [Formula: see text] is called a working vertex. In general, a graph [Formula: see text] will require some isolated vertices to be labeled in this way. The least possible number of such isolated vertices is called the sum number of [Formula: see text]; denoted by [Formula: see text]. A sum labeling of a graph [Formula: see text] is said to be optimum if it labels [Formula: see text] by using [Formula: see text] isolated vertices. In this paper, we investigate the lower bounds for the number of isolates required by an even fan and an odd fan, and then we construct optimum sum labelling for the graphs to prove: [Formula: see text]

Digital India is an initiative of the Government of India, under which government departments have to connect with the people of the country. The purpose of this scheme is to ensure that the government services can be accessible electronically to the public without use of paper. The purpose of this scheme is to connect the rural areas through High Speed Internet. A two-way platform will be built in this scheme where both (service providers and consumers) will be benefited. This will be an inter-ministerial initiative where all the ministries and departments will bring their services to the public such as health, education and judicial service, etc. The Public Private Partnership (PPP) model will be adopted as a choice. This scheme is one of the top priority projects of the Central Government. While there are many significant drawbacks like legal framework, lack of privacy, lack of data security rules, civilian autonomy abuses, and lack of parliamentary surveillance for Indian e-surveillance and Indian cyber insecurity. All these shortcomings will be removed before implementing Digital India.

Kantor Kesehatan Pelabuhan Kelas II Pekanbaru is a government office that concerns about healthy, especially about environment health. There is a problem in case of saving electronic data, also in analyzing daily data both for internal and external data. The office has some computers and other tools that are useful in saving electronic data. In fact, the data are still saved in available cupboards and it is not efficient for an important data that is analyzed for more than one time. In other words, it is not good for a data is needed to be analyzed continuously. Rational Data Base Management System (RDBMS) application is an online based saving data and it uses System Development Life Cycle (SDLC) method. Hopefully, the application will be very useful for employees Kantor Kesehatan Pelabuhan Pekanbaru in managing their work.

Nowadays, it is very important to securely store data and informatin in various institution. With respect to information, everyone wishes that by a click of the mouse, all the desired and stored information come to the front. Database is very important for us to work with the information. Database plays an important role in keeping all the information in one place. Database Management System (DBMS) is a collection of computer programs which provides the ability to the user to create, manipulate and maintain database.

A method for implementing privileged management in security management based on role base access control model (RBAC2) is proposed. The idea is creating the users security information space and the security information space for the data base management system separately. The rule and method are given for implementing the mapping from the former onto the latter. The structure of the system for implementing the security management system in the client/server environment is also presented. The adoptability, easy usability and maintainability are primary characters of the method.

This paper describes an architecture for integrating both stationary health units like hospitals and group physicians with health records of mobile health units like ambulances and doctors at emergency call service. This paper focuses on how it is possible to have high availability in all the integrated health units and at the same time keep the consistency between the health records in the different locations at an acceptable level. In central databases the consistency of data is normally implemented by using the Atomicity, Consistency, Isolation, and Durability (ACID) properties of a Data Base Management System (DBMS) (Gray & Reuter, 1993). This is not possible if mobile databases are involved and the availability of data also has to be optimized. Therefore, this paper describes using relaxed ACID properties across different locations. The objective of designing relaxed ACID properties across different database locations is to make it possible for all the involved locations to operate in disconnected mode and at the same time give the users a view of the data that may be inconsistent across different locations but anyway better than the data in a centralized database with low availability for the users.
