Fisheries managers have increasingly adopted rights-based management (i.e., “catch shares” or “individual transferable quotas” [ITQs]) to address economic and biological management challenges under prior governance regimes. Despite their ability to resolve some of the symptoms of the tragedy of the commons and improve economic efficiency, catch shares remain controversial for their potentially disruptive social effects. One criticism is that the benefits of rights-based reforms are unequally distributed across vessels and between fishery participants (e.g., crew and hired captains) and that stakeholders that do not receive an allocation of harvest rights may see their remuneration decrease. Yet, empirically assessing these claims is difficult in almost all ITQs due to poor availability of longitudinal cost, earnings, and employment data. This paper evaluates these claims using vessel-level data to characterize impacts of a long-established ITQ program for Alaskan crab fisheries on the level and distribution of payments to claimant groups. We find that the share of vessel proceeds accruing to captains, crew, and vessel owners declined under the catch-share regime to make room for new payments to quota owners. Average daily payments to captains, crew, and vessel owners declined, albeit slightly, yet retained their pre-ITQ premia relative to compensation in other sectors. However, inequality in payments to workers and vessel owners declined after ITQs, as did the interseasonal volatility in compensation to workers, a measure of financial risk. Finally, we find that consolidation-induced increases in leasing costs have had little effect on workers’ remuneration, but have reduced returns to vessel ownership.

I provide a new theory of the relationship between economic development and democracy. I argue that a large share of employment in manufacturing (i.e., industrialization) makes mass mobilization both more likely to occur and more costly to suppress. This increases the power of the masses relative to autocratic elites, making democracy more likely. Novel manufacturing employment data for 145 countries over 170 years (1845--2015) supports this hypothesis. First, all highly developed countries in the West and East Asia democratized when approximately 25% of their workforce was employed in manufacturing, and virtually no other country has ever reached this level without eventually becoming a well-functioning democracy. Second, industrialization is strongly correlated with democracy, even after accounting for two-way fixed effects and other economic determinants of democracy (e.g., income and inequality). Last, unlike with other economic determinants the effect occurs on both transitions and consolidations, and is equally large after WWII.

Workforce planning is prevalent and recognized as a good strategic practice in many organizations. However, business students may have little experience with workforce planning or workforce analytics. The purpose of this article is to present a workforce planning exercise for use in a face-to-face or online classroom setting. In this exercise, students practice applying workforce planning concepts to calculate internal employment data, find and collect external employment data, and combine multiple, sometimes conflicting, data to make workforce predictions and recommendations for a hypothetical organization. This exercise is designed to help students develop career-relevant skills and is intended for use in human resource management, talent acquisition, talent management, staffing, and/or selection classes.

<p>Despite a period of dramatic job loss from the mid 1980s to the mid 1990s, long-term employment data do not support the view that paid work has been disappearing from the New Zealand economy. However, the distribution of work for people aged 25-59 has been changing. In particular, between 1986 and 1996 there was a strong decline in full-time employment of prime-aged men, along with a decline in full-time employment amongst young people. In 1986, just over a tenth of prime-aged men were either not in paid work or worked part time. By 1996, this had increased to a quarter. While most of the changes in male employment were driven by shifts in labour demand, a small group of men actively chose to reduce their hours of work or to have breaks from paid work. In the decade 1986 to 1996, formal educational qualifications became a more powerful predictor of a person's employment status. In particular, by the early 1990s, prime-aged men and women without a formal educational qualification faced major disadvantages in the labour market. In contrast, the variable of gender, while still very important, weakened as a predictor of employment status. Employment data also show that there was some shift away from "standard" weekly hours of paid work for prime-aged people between 1986 and 1996. For both men and women, there was some growth in the proportion who worked very short hours as well as an increase in the proportion working 50 or more hours per week. Some of this appears to have taken place by choice, but some due to changing demands by employers. Employment status also has some association with living arrangement for prime-aged men. However, while employed men were far more likely to live in a couple than men not in work at both the beginning and end of the main period studied, this relationship weakened. In 1986, education had little predictive power regarding male living arrangements. However, by 1996, its importance had increased. Assortative mating patterns mean that couples tend to be education-rich or education-poor. However, the concentration of education within particular couples changed little over the decade. There was a shift within prime-aged couples and households to either work-poor or work-rich status between 1986 and 1996. In 1996, just under a fifth of prime-aged households were work-poor. The significant growth in the proportion of work-poor couples and households took place in the period of job loss between 1986 and 1991. While the strong employment growth in the economy in the next five years increased the proportion of work-rich households it only marginally reduced the proportion of work-poor households. In the 1990s, education-poor couples were over-represented amongst prime-aged work-poor couples. Yet, the New Zealand data suggest that a wide range of other factors influence the growth of this family type. This includes health issues and barriers to employment amongst well-qualified immigrants. The reasons behind the growth of work-rich couples are also complex. They include push factors such as well-educated women increasingly wanting to have a long-term attachment to the labour force, through to pull factors of women obtaining work to supplement family income in the face of declining male income. On a geographic area basis, the data does show that in the 1990s there were extremes of work-rich and work-poor residential areas. In addition, using various measures, the proportion of work-poor areas increased between 1986 and 1996. There was also a small, but important, group of area units that remained work-poor for the ten years studied. A significant proportion of long-term work-poor areas were also classified as "deprived". Finally, the rapid rise in educational attainment over the last decade was unevenly spread on a geographic basis. While there remain many communities where there is a wide mixture of education levels amongst the residents, the spatial clustering of similarly qualified (or unqualified) people is important in New Zealand.</p>

This study aimed to analyze the E-Master application as an effort to process personnel data. This research type was descriptive qualitative. The research subjects were 5 people consisting of 2 OTKP teachers and 3 administrative employees at SMKN 10 Surabaya, while 2 administrative employees and 1 Head of Study Program as source triangulation. Data collection techniques were questionnaires and interviews, while data analysis techniques used data condensation, data presentation, drawing conclusions. The results of the study showed: (1) mapping indicators were able to map Civil servant; (2) SKP indicators, could be used as a medium for monitoring the performance of each Civil servant; (3) training analysis indicators, Civil servant could take part in training activities; (4) promotion indicators, making it easier for Civil servant during the promotion process; (5) pension indicator, providing a sufficient period of time in managing pension files; (6) periodic salary indicators, facilitating the finance department in processing periodic salary calculations; (7) Taspen indicator, making it easier for staffing department to process data on retired personnel; (8) Leave indicators, it was easier for staffing officers to print Civil servant attendance lists; (9) Study permit indicator, helping Civil servant if they wanted to continue their education again.

When formulating economic development strategies, the environment and society must be considered to preserve well-being. This paper proposes a comparative sustainability assessment method using environmentally extended input-output analysis and multi-criteria decision aid. Using symmetric input-output tables and sectoral CO2 emissions and employment data for six countries, linkage coefficients are calculated for 163 sectors in each country. Multi-criteria decision aid tool, ELECTRE III, is used to derive outranking relationships among each country’s sectors using these coefficients as criteria, resulting in a hierarchy of sectors ordered by sustainability. Sectors that frequently appear at the top of the six hierarchies included education, health care, construction, and financial intermediation. China’s results differ significantly because of its concentration of economic activity on the primary/secondary sectors. The results can enable identification of key intervention pathways along which sustainable development could be stimulated. Country-specific recommendations and reflections on economic and sustainability policy initiatives are discussed.

How can the next generation of digital products and servces best serve individuals with disabilities in the Global South? Local advocates, content, and tool developers can leverage global digital initiatives in education, employment, data, and standards to improve inclusion for people with disabilities in the connected digital age. To succeed, products and services must be inclusive, sustainable, and locally relevant. This chapter explores examples of programs that deeply engage people with disabilities in the Global South as developers, employees, and/or individual users; utilize open, global standards; increase collaboration to raise the voices of people with disabilities; and consider new challenges brought about by technology as it rapidly evolves.
