The article once again emphasizes scientific and technological (innovative) development as a process fundamental to ensuring the competitiveness of the national economy and its structural modernization. The key areas of public administration and corporate management in the field of improving the competitiveness of the domestic economy are noted. The conditions of harmonious interaction of various levels of management of the formed national innovation system are determined. The list of management actions to implement these conditions is systematized. The content of the innovation value chain as a set of successive stages of work is revealed: from a scientific and technical idea to obtaining a production result. The principles of the formation and development of corporate innovation systems have been developed, involving companies taking into account the requirements of national competitiveness priorities in business development strategies.

Chapter 5 is an introduction to the AGM model of belief revision. It begins with an explanation of belief and how sets of sentences are used to model psychological states of an agent. The model’s norms are shown to flow directly from Jamesian ideas that inquiry targets truth and the avoidance of error. Suspended judgement and disbelief are discussed, and the model’s treatment of them is used to spell out its transition rules. Slowly and carefully the main technical idea in the model’s transition theory—known as ‘partial meet contraction’—is explained for the beginner. The model’s postulates are then listed, its revision theorem is explained, and its approach to conditional belief is spelled out. The chapter closes by describing a notionally possible agent, Bella, whose psychology matches the Belief Model.

For goaf group and high grade embedded residual ore in NO.I ore body, the overall technical idea of pre-filling the key goaf, the residual mining and the non-key goaf filling is used. The goaf management was mainly based on waste rock filling and supplemented with cemented filling, which formed safe mining environment in the upper, lower isolation belts and efficient management in hidden danger goaf. For rib pillars with cemented rock filling and waste stone filling on both sides of goaf, the method of upward horizontal common layered and small layered filling with pointed pillars were employed respectivly. For the crown pillar overlying high strength of filling body and waste rock, the united method of upward horizontal layered filling with entrance filling and caving are separately employed. Regional and local multidimensional integrated monitoring system were built subsequently. Then, relevant technical safety measures were taken. This study is to achieve the goal of safe, efficient and economical goaf management and residual mining.

Conductive asphalt concrete can eliminate snow and icing on road areas, and is a research hot topic for intelligent snow removal. By adding graphite, the electrical resistivity of asphalt concrete can be reduced to achieve the purpose of electrical conductivity. However, the aggregate electrical resistance in asphalt concrete is very large and does not play a conductive role. It is a new technical idea to use steel slag with good electrical conductivity as aggregate to mix graphite powder with good electrical conductivity to prepare steel slag graphite conductive asphalt concrete (SGCAC). In this paper, the effects of steel slag and graphite on the conductive properties of steel slag graphite conductive asphalt concrete are separately explained, and then the conductive mechanism and electrical resistance stability of the conductive slag and graphite are studied.

This chapter looks at Jonathan Swift’s political satire, focusing on a crucial, seldom-discussed and newly relevant theme: his deep hostility towards specialists and experts. It argues that Swift and his allies understood expertise in terms of a broader anti-technical idea of statesmanship, one that also advocated ‘common sense’ as a positive model for political deliberation, and ‘wit’ as a model for discourse. Satire was a common medium for articulating this programme, often in terms that were themselves doubled and ironized. Swift and many of his associates deplored secrecy and innuendo in political life and, at the same time, appropriated them as modes for oppositional satire. They painted modern instrumental thinking and modern technocratic politics as dull and clumsy, while adopting the discourses of those experts parodically as ‘mock-arts’. It was the interrelations between this group of satirical themes and political topoi that gave them power and significance at the start of the eighteenth century.

This publication is devoted to the definition of one of the graphics forms – technical drawing, its conventions, clarity, possible lack of visibility, and means of addressing them. The concept of "technical drawing" is defined ambiguously by different authors in different textbooks. Very often it is implied that technical drawing is an image of technical parts, components, and similar products. Sometimes the word "technical" means "auxiliary", "helping" to express this or that design (architectural or constructive) idea. Tutorials for technical drawing (engineering graphics, engineering drawing) the technical drawing in most cases is considered as a drawing according to perspective rules– as a special kind of axonometric drawing. Because in the drawing courses are studied mainly the so-called standard axonometric projection, some authors believe that technical drawings shall be either isometric or dimetric (rectangular or oblique). Advanced technical drawings usually are not mentioned in textbooks on engineering graphics, and information about them is missing. There is no analysis of the characteristics that distinguish the "visual image" from the "not visual" one. Technical drawing is an object’s illustrative graphical representation made by hand or other means, in visual scale, correctly disclosing a technical idea, object design. "Visibility" of the image should be connected with the completeness of the information that this image gives to the viewer. A visual representation should approximately correspond to the visual image of the object when looking at it in space, in nature, to avoid excessive distortions of the surface and design. The perspective images transfuse an impression of objects’ outside appearance and create the effect of "viewer presence" close to the depicted object. But as construction of the perspective image is more labor intensive than of the axonometric one, and shape distortions in perspective are more significant, so visual images are often performed according to axonometric rules. Unacceptable distortions of objects visual image on the images in oblique projections limit the possibilities of their application.

Рассматривается постановка задача оптимизации конструктивных параметров активного роторного рабочего органа для измельчителя напочвенных растительных покровов, например, в садах, лесопарковых хозяйствах и на территориях газонов. Особенно данное направление актуально в условиях малых предприятий и фермерских хозяйств. В этих производственных структурах работники имеют интерес эксплуатировать как можно меньше базовых шасси с транспортными и энергетическими функциями, и в то же время как можно больше технологических машин на их основе. Кроме того, само базовое шасси должно быть креативным в широком смысле. То есть обладать потенциалом, характеризующимся готовностью к реализации принципиально новых технических идей. Эти подходы должны отличатся от традиционных или принятых схем мышления, и входящие в структуру механизированной системы в качестве независимого фактора, а также способность дальнейшего разностороннего развития. Важен при этом и фактор привлечения молодых эксплуатационников. Учитывая отмеченные подходы в качестве шасси исследуемого агрегата, предлагаются образцы современной мототехники (2-1, 2-2). Покров рассматривается как биомасса, состоящая из разнообразных компонентов, прежде всего опавшие листья, стебли растений, мелкие сучья древостоя, мелкодисперсные растительные фрагменты верхнего слоя почвы. Процесс предполагает нулевую обработку почвы. Представленная в статье информация иллюстрируется конкретным техническим решением, которое находится в стадии практической реализация. The article discusses the problem of optimizing the formulation of the design parameters of the active rotary working body for the chopper ground vegetation, for example in the gardens, the forest park farms and lawns areas. Especially this trend relevant in the context of small businesses and farms. In these structures, industrial workers have an interest to operate as little as possible the basic chassis with transport and energy functions, and at the same time as much as possible of technological machines based on them. This very, the base chassis itself is to be creative in the broadest sense. That is, have the capacity, characterized by willingness to implement a fundamentally new technical idea. These approaches should differ from traditional or accepted thinking schemes, and included in the mechanical structure of the system as an independent factor, as well as the ability to further diversifying. What is important in this case and the factor attracting young operatives. Given the marked approaches as the test unit chassis, offered samples of modern motorcycles (2-1, 2-2). Cover is treated as biomass, which consists of various components, first of all fallen leaves and plant stalks, small branches growing, fine vegetable pieces of topsoil. The process involves zero tillage. Presented in the article information is illustrated by specific technical solution, which is in the stage of practical implementation.

<p><strong>CONCEITOS JURÍDICOS INDETERMINADOS E SUA MARGEM DE LIVRE APRECIAÇÃO LEGAL</strong> <strong></strong></p><p><strong>Resumo:</strong> O presente trabalho visa evidenciar que a subjetividade ou autonomia pública é distinta da clássica discricionariedade, abordando o surgimento de tal concepção, a superação da ideia de que tais conceitos era incontroláveis, as distintas correntes que admitiam ou não uma margem de livre apreciação isenta do controle judicial, a localização da margem de livre apreciação nos componentes lógico-estruturais da norma jurídica, para em seguida, estabelecer uma concepção de termo legal ou conceito jurídico indeterminado evidenciando as distintas incerteza semântica responsáveis pelas dificuldades de determinação dos sentidos normativos focando em especial na errônea ideia da discricionariedade técnica. Também se abordará o conceito de prognose e sua relação com os conceitos jurídicos indeterminados. Por fim, estudar-se-á a estrutura dos conceito jurídicos indeterminados, a teoria da multivalência ou da duplicidade e a teoria da univocidade ou da unicidade para concluir com nossa posição quanto aos conceitos jurídicos indeterminados.</p><p><strong>Palavras-chaves:</strong> Conceitos Jurídicos Indeterminados; Mérito Administrativo; Discricionariedade Administrativa; Discricionariedade Técnica; Autonomia Pública.</p><p><strong>CONCEPTS INDETERMINATE AND MARGIN OF YOUR FREE ASSESSMENT </strong></p><p><strong>Abstract:</strong> This study aims to show that subjectivity or public autonomy is distinct from classical discretion, addressing the emergence of such a conception, overcoming the idea that such concepts was uncontrollable, the different currents that admitted or not a margin of discretion exempt from control judicial, the location of the margin of discretion in the logical-structural components of the rule of law, to then establish a conception of legal term or indeterminate legal concept, demonstrating the distinct semantic uncertainty responsible for the difficulties of determining the normative meanings focusing in particular on erroneous technical idea of discretion. It also will address the concept of prognosis and its relation to the indeterminate legal concepts. Connection management uses hash table. Hash function and data structure are both the bottleneck technology. For balancing computation cost and uniformity of hash function, three new hash functions were devised——the Random number Mapping Xor (RMX) function based on random number table mapping, the Segment Sampling Xor (SSX) function and Byte by Byte Shift Xor (BBSX) function based on segment generation and bit operations. The results show that these three functions are all better than IPSX on uniformity. This paper analyzed memory access performance and miss rate of multiple slots hash table, and presented the technical idea for shorting packet process time in connection management. Simulation is described.

AbstractWe present new candidates for quantum-resistant public-key cryptosystems based on the conjectured difficulty of finding isogenies between supersingular elliptic curves. The main technical idea in our scheme is that we transmit the images of torsion bases under the isogeny in order to allow the parties to construct a shared commutative square despite the non-commutativity of the endomorphism ring. We give a precise formulation of the necessary computational assumptions along with a discussion of their validity, and prove the security of our protocols under these assumptions. In addition, we present implementation results showing that our protocols are multiple orders of magnitude faster than previous isogeny-based cryptosystems over ordinary curves. This paper is an extended version of [Lecture Notes in Comput. Sci. 7071, Springer (2011), 19–34]. We add a new zero-knowledge identification scheme and detailed security proofs for the protocols. We also present a new, asymptotically faster, algorithm for key generation, a thorough study of its optimization, and new experimental data.
