Scientific and technological development and competitiveness of the Russian economy: a factor in harmonizing the interaction of macro-, meso- and micro-level management mechanisms of the emerging national innovation system

The article once again emphasizes scientific and technological (innovative) development as a process fundamental to ensuring the competitiveness of the national economy and its structural modernization. The key areas of public administration and corporate management in the field of improving the competitiveness of the domestic economy are noted. The conditions of harmonious interaction of various levels of management of the formed national innovation system are determined. The list of management actions to implement these conditions is systematized. The content of the innovation value chain as a set of successive stages of work is revealed: from a scientific and technical idea to obtaining a production result. The principles of the formation and development of corporate innovation systems have been developed, involving companies taking into account the requirements of national competitiveness priorities in business development strategies.

ABSTRACT This paper discusses some aspects of innovation in China. As China seeks to transition to a knowledge-based economy, it may become more important for China to develop innovative technologies to sustain economic growth. How do China's history, culture, institutions, and organizations aid or hinder innovation? How does China's national innovation system compare to the innovation culture in the US, as well as other developed and emerging economies? What are the prospects for the future of the Chinese national innovation system? Our starting point is the Needham Puzzle – the paradox that while China was once a world leader in technological development, it fell behind; the Industrial Revolution happened in Europe rather than in China. Potential explanations for the Needham Puzzle may shed light on the challenges facing innovation in modern China. We identify three factors that might help explain the Needham Puzzle; assess how the Needham Puzzle and Chinese culture and history have affected the modern innovation system; discuss comparative aspects of innovation ecosystems in the United States and elsewhere; and suggest that Chinese innovation emphasizes exploitation and refinement of existing knowledge to the exploration and development of new knowledge. We also discuss implications for the future of innovation in China.

There is now a large body of literature showing that research and development (R&D) activities have a major impact in the economy, leading to increases in productivity, competitiveness and economic growth. Using the concept of national innovation system this paper is an attempt to understand the current status of Russian technological development and the role R&D might play in the transition from a command economy to a free-market economy. Despite the effects of a declining R&D workforce and continuing underfunding of R&D institutions, a considerable R&D potential is still in place. The major barriers for its effective contribution to economic and business recovery are discussed in detail. Some innovation and R&D policy implications at both central and regional levels are also drawn.

The purpose of the article is to study economic phenomena and processes in Ukraine in order to substantiate the need to intensify innovative activity on its territory and to search for promising opportunities to increase the competitiveness of Ukrainian enterprises during the political and economic crisis. Measurement of the level of innovative development of Ukrainian enterprises was carried out using data for a nine-year period of time (2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019). Methodology. The use of economic, abstract and logical research methods through methods of analysis, synthesis and graphical presentation made it possible to assess the level of innovative development of Ukrainian enterprises for the main international rating and macroeconomic indicators. Results. The content of the concept of “innovative activity” was clarified, which made it possible to highlight the main directions of innovative development of enterprises in the country. A methodology for conducting a step-by-step assessment of the level of innovative development of enterprises in Ukraine through the criteria that determine the profile of the National Innovation System of Ukraine is proposed. According to the results of the assessment, it has been found that during the analysed period, Ukraine’s positions in The Global Competitiveness Index in the context of individual rating indicators do not have stability and are positioned at the level of underdeveloped countries. At the macroeconomic level of Ukraine, this is confirmed by the annual decrease in the part of expenses for the implementation of innovative developments in the structure of GDP expenditures to a critically low level. In the process of assessing the costs of performing innovative developments by type of work, it has been found that the most funded type in Ukraine is scientific and technical (experimental) developments. Practical implications. The results of the assessment confirm the drop in the level of innovative activity of Ukrainian enterprises, the low efficiency of the National Innovation System, and explain the passive role of the state and the further lag of the country in technological development from the developed countries of the world. In such conditions, there is the need to attract consulting companies to increase innovative activity. Value/originality. A methodology for assessing the level of innovative development of Ukrainian enterprises has been formed according to the results of which it is proposed to use consulting as an effective tool of the National Innovation System in order to increase the competitiveness of Ukrainian enterprises.

The article analyzes the role of agriculture in the Russian economy, the main trends and problems of its development for 2014-2020. There is a decrease in the average annual indices of agricultural production for 2018-2020 compared to 2015-2017, an increase in anthropogenic pressure on the natural environment, an imbalance between the reduction of agricultural employment and the creation of alternative jobs in rural areas, uneven technological development of various categories of farms. The article substantiates the main measures of agrarian policy that ensure economic growth in agriculture, solving environmental and social problems in rural areas: improving state support for agriculture, priority development of small and medium-sized businesses, creating a modern innovation system in the agro-industrial complex.

The article discusses the Chinese and Russian experience in the transition to an innovative economy.Chinais the most successful example in stimulating innovation in the country, effective public administration of the innovation sector and the rapid growth of high-tech industries and number of companies in these industries. The author analyzes the mechanisms by whichChinawas able to reach a new level of technological development. The creation of special economic zones, industrial and innovation clusters, as well as high-tech zones in which technoparks, haxpaces and unicorns were located, served as the basis for the formation ofChina's national innovation system. A well-developed knowledge transfer system in technology based on the «triple helix» model of Henry Izkowitz, which is based on the integration of universities with government and business, has enabledChinato become a leader in science and high technology. Special attention is paid to the Russian practice. The author identifies such rivers of innovative growth of the Russian economy as innovative territorial clusters and technoparks created primarily in special economic zones and territories of advanced socioeconomic development. It is innovative clusters that can be the points of growth of the national economy that will make it possible to effectively use the innovative potential ofRussiato increase its competitiveness in the world.

The article examines aspects of the implementation of the Russian economy scientific and technological potential from a systematic point of view. The authors proceed from the hypothesis that the low competitiveness of the Russian economy is determined by the profile of its innovation system. The article examines the dynamics of innovation activity costs and analyzes the reasons for the continuing decline in innovation activity that characterizes the current economic situation in Russia. Economic activity at each level will only be a determinant of the innovation development mechanism when it is aimed at creating and implementing new developments in order to generate higher revenues than those that provided the innovation development. It is pointed out that economic policy focused on building national competitive advantages is inseparable from creating a national innovation system. Ways of influence of innovative activity on the solution of social and economic problems are given. The author substantiates the socio-economic conditions necessary for the innovative development of regions. The importance of exports and the development of the enterprise's export potential for the transition to the phase of active structural transformations is evaluated. It is concluded that the formation of the national innovation system requires a balance of scientific and technical potential built into the framework of the state – industry – region – enterprise.

The article was updated taking into account the national and specific features of Azerbaijan, statistical indicators in this area, the collection and processing of information, the innovative potential of economic regions and sectors, were changed the system of indicators and assessments of the country’s scientific and technological development. The used methodology is based on the experience of countries such as Russia, Belarus and Kazakhstan. The selected system of indicators allows us to assess the level of innovative development in different regions, to analyze the factors affecting the innovation index in economic regions. The results show that the formation of a national innovation system requires the development of economic regions.
