New advancements especially in the field of information technology has actually brought new scientific gains to humans however it ought to be noted that the entry of new scientific and technological areas will constantly require to have ethical issues and restrictions. The purpose of the study was to analyze the ethical issues in computer as an instrument to technology growth in China. The study was literature review based. The participants of the study contained 20 computer system experts. 10 of them were graduates of computer education and educational technologies divisions, who worked as computer science instructors in China. Structured interviews were conducted with participants to identify their point of views concerning research study questions. Unauthorized access to the systems which is hacking is done utilizing different and new techniques and is increasing each day. Computer ethics has long been taken into consideration by the scientists. Interviews were organized separately with each participant in time slots and places they determined. The study concluded that computer ethics with a reference to personal privacy, accuracy, building and availability; investigated the beginnings of these issues; growth of internet and computer technology globally has resulted in the growth of new types of global criminal offense specifically Internet associated. The research suggested that the government of China should develop and apply a minimum set of directing rules of conduct that would certainly help with effective communications and reliable commerce via making use of electronic medium and to make certain the precision of data, in addition to shielding it from unauthorized accessibility or unintentional disclosure to improper people. AbstractWithin the Computer Science community, many ethical issues have emerged as significant and critical concerns. Computer ethics is an academic field in its own right and there are unique ethical issues associated with information technology. It encompasses a range of issues and concerns including privacy and agency around personal information, Artificial Intelligence and pervasive technology, the Internet of Things and surveillance applications. As computing technology impacts society at an ever growing pace, there are growing calls for more computer ethics content to be included in Computer Science curricula. In this paper we present the results of a survey that polled faculty from Computer Science and related disciplines about teaching practices for computer ethics at their institutions. The survey was completed by respondents from 61 universities across 23 European countries. Participants were surveyed on whether or not computer ethics is taught to Computer Science students at each institution, the reasons why computer ethics is or is not taught, how computer ethics is taught, the background of staff who teach computer ethics and the scope of computer ethics curricula. This paper presents and discusses the results of the survey.

AbstractEthical, social and human rights aspects of computing technologies have been discussed since the inception of these technologies. In the 1980s, this led to the development of a discourse often referred to as computer ethics. More recently, since the middle of the 2010s, a highly visible discourse on the ethics of artificial intelligence (AI) has developed. This paper discusses the relationship between these two discourses and compares their scopes, the topics and issues they cover, their theoretical basis and reference disciplines, the solutions and mitigations options they propose and their societal impact. The paper argues that an understanding of the similarities and differences of the discourses can benefit the respective discourses individually. More importantly, by reviewing them, one can draw conclusions about relevant features of the next discourse, the one we can reasonably expect to follow after the ethics of AI. The paper suggests that instead of focusing on a technical artefact such as computers or AI, one should focus on the fact that ethical and related issues arise in the context of socio-technical systems. Drawing on the metaphor of ecosystems which is widely applied to digital technologies, it suggests preparing for a discussion of the ethics of digital ecosystems. Such a discussion can build on and benefit from a more detailed understanding of its predecessors in computer ethics and the ethics of AI.

The article deals with ethical issues related to the process of informatization of forensic expert activity. In recent years in connection with the development of computer technology scientists and philosophers began to talk about new directions in the teaching of morality. Computer ethical and cyber-ethical topics are especially relevant both for forensic science and for forensic expertology, since these areas of science and practice are closely related to the use of information technology. The author analyzes the connection of modern teachings on morality with the methodology of forensic expert activity and the competence of an expert. Also through the prism of cyberethics and computer ethics, the article highlights the problems of expert responsibility, information assessment and Internet security. It is concluded that it is necessary to introduce the provisions of modern computer ethics into the structure of the ethics of a forensic expert.

Computer Ethics study has reached a point where Artificial Intelligence, Robot, Fuzzy Systems, Autonomous Vehicles and Autonomous Weapon Systems ethics are implemented in order to make a machine work without intervening and harming others. This survey presents many previous works in this field of computer ethics with respect to artificial intelligence, robot weaponry, fuzzy systems and autonomous vehicles. The paper discusses the different ethics and scenarios up through the current technological advancements and summarizes the advantages and disadvantages of the different ethics and needs of morality. It is observed that all ethics are equally important today, but human control and responsibility matters. Most recent technology can be implemented or improved by careful observation and involvement of organizations like the United Nations, International Committee for Robot Arms Control, Geneva Conventions and so on.

The Scandal in Academia [32] [33] [34] [35] is an extended fictional case-study intended for use as a teaching and discussion aid for educational practitioners looking to introduce elements of computer ethics into their curricula. Inspired by Epstein [17] [18] it is a full-cycle scenario involving many individuals which touches upon the complexity and interrelations of modern computer ethics. It has been trailed and evaluated as a teaching tool by the authors [36] and with multiple groups since then. However its utility as a general resource is limited without the academic context that supports deeper investigation of the material. It is to address this issue that the authors offer this commentary on the Scandal, with a focus on the ninth and tenth newspaper items presented within. Specifically these are Culture of Fear and Nepotism at University and Witch-Hunts at the University - IT Crackdown Causes Criticisms.
