The purpose of this study is to describe the political conflict between the DKI Jakarta Governor and the Regional People's Representative Assembly (DPRD) in the 2015 APBD Determination Process. The design method used is a qualitative case study. The research was carried out in DKI Jakarta in 2015. Primary data were obtained from various documents related to implementing the Healthy Jakarta program held by the DKI Jakarta governor and deputy governor in 2013 through interviews about the object under study. The research object is the Political Conflict between the DKI Jakarta Governor and DPRD in the 2015 Regional Revenue and Expenditure Budget (APBD) Determination Process. Observation, interviews, and documentation carried out data collection techniques. The data analysis process began by examining all available data from various sources such as interviews, observations that have been written in field notes, documents, pictures, photos, Etc. After reading, studying, and reviewing, the next step was reducing the data by doing abstractions (making the core summary, processes, and statements that need to be provided) arranged in units. Then, the units were categorized while coding. The results showed that divided local government occurring in DKI Jakarta is the leading cause of conflict between the DKI Jakarta Governor and DPRD. It shows that the divided local government triggers prolonged conflicts between the Governor and DPRD. The impact of political conflict between the DKI Jakarta Governor and DPRD has disrupted the government path in DKI Jakarta Province. It started from the delay in discussing and determining the 2015 Draft of Revenue and Expenditure Budget (RAPBD), the planned transportation megaproject, specifically the Mass Rapid Transit (MRT) development project, and budget absorption in the 2014 DKI Jakarta APBD are getting lower.

Abstract Paper concerns a mathematical model developed for working process observation of a fan system squirrel-cage induction motor electric drive. The electric motor in question is designed for permanent, uninterruptible operation. The system of differential equations is converted and processed with the help of appropriate software. The impact of external factors is assessed – supply voltage deflection and variation of rates of mechanical quantities involved in the motion equation. Electrical power losses in steady-state regime and energy losses at start-up are calculated. The results obtained are practical oriented when considering methods to start and control the rotational frequency to imrove energy efficiency.

The object of the study is the methodology of teaching Russian morphology at secondary school. The subject matter of the research is the teaching potential of morphology for building a system of skills necessary for speech activity and the development of learners’ systematic thinking. The study aims to search for methodological factors that can enhance learners’ mental activity in the process of mastering the morphology of the Russian language. Theoretical research methods (analysis, synthesis, systematisation, generalisation of results) in conjunction with practical research methods (modelling the process of teaching morphology, learning process observation) are employed in the study. The paper examines theoretical sources, practices in teaching morphology at school and suggests ways to reverse negative trends in education. The relevance of the problem is highlighted, in the first place, by the fundamental importance of morphology for learners’ personality development. Secondly, it is emphasised by the fact that modern school-leavers lack the system of morphological skills. Lastly, negative trends in teaching this branch of linguistics as part of the school Russian course persist, which also underlines the relevance of the research. The study focuses on the theoretical aspects of the addressed problem and takes into consideration modern knowledge of psychology, psycholinguistics, linguistics, the methodology of teaching Russian. Additionally, the paper presents methods and techniques of teaching such difficult morphological topics as «The Pronoun», «The Participle», «The Numeral». It is concluded that problem-based learning is effective as its implementation will enable teachers to enhance their students’ mental activity in the process of cognition and optimise the outcomes of teaching Russian morphology at secondary school.

Statistical Process Control (SPC) is an efficient methodology for monitoring, managing, analysing and recuperating process performance. Implementation of SPC in industries results in biggest benefits, as enhanced quality products and reduced process variation. While dealing with the theory of control chart we generally move with the assumption of independent process observation. But in practice usually, for most of the processes the observations are autocorrelated which degrades the ability of control chart application. The loss caused by autocorrelation can be obliterated by making modifications in the traditional control charts. The article presented here refers to a combination of EWMA and CUSUM charting techniques supplementing modifications in the control limits. The performance of the referred scheme is measured by comparing average run length (ARL) with existing control charts. Also, the referred scheme is found reasonably well for detecting particularly smaller displacements in the process.

The purpose of the article is the solution of the problem of activating the intelligence of students, it seems especially relevant as an innovative technological stage that promotes young chess players to a higher level of realization of creative inclinations and abilities, intellectual potential. The following methods are used in the learning process: observation, testing, conversation, game methods, methods for solving chess problems, writing games, designing and solving original chess problems, modern information technologies, participation in competitions, including the Internet competitions, viewing and analyzing the content of chess games, participation in tournaments and competitions, P. Torrens creativity test «Finish a painting». Results. The Torrence test, conducted at the beginning and at the end of the study, determined the effectiveness of the experiment. We got a result that differs from the initial one: if the number of children with a low level was 27%, then at the final stage up to 19%, some of them moved to the middle level, some went to the group with a high level. The number of students with a high level at the beginning – 12%, at the end of the experiment – 21%. Conclusions. The intellectual activity of younger schoolchildren in the process of learning to play chess suggests that the student demonstrates the ability to break from the traditional solution and type of tasks to another type of tasks – original, non-standard, having a different proof algorithm, significantly improves the quality of training of young chess players, activates mental activity. The main thing is the active internal activity of the child himself, the realization of intellectual abilities, the development of inclinations, their transformation into intellectual abilities, unconventional, contradictory, creative thinking, the presence of a life goal to achieve chess heights, which determines his further own nature of activity.

During the pandemic covid-19 era, teachers felt difficulties in adjusting their learning activities. This study aims to determine the implementation of clinical supervision in improving the quality of learning at SDIQu Al-Bahjah during the pandemic. Through a descriptive qualitative research approach, it was found that implementing clinical management at SDIQu Al-Bahjah during the pandemic was almost the same as implementing it in standard times. What distinguishes it is the findings. In the observation process, it was found that there was a mismatch between the agreed criteria and the learning actions carried out by the teacher. In the first cycle, the majority of teachers felt less prepared in terms of facilities in teaching. Of the 20 teachers, 18 people have not mastered online learning techniques, 12 people have not compiled the learning media needed during the pandemic. In the next cycle, there was significant progress. Almost all teachers had facilitated their learning needs. They can apply online learning with the media used. In the following process, observation is focused on maximizing the learning media on the learning functions that can be achieved. After several clinical supervision cycles, teachers successfully solved their learning problems and were more motivated to improve their professional competence continuously.

The purpose of this paper is to investigate the implications of a culinary innovation process when adopting manufacturing industry concepts such as LPPD: Lean Product and Process Development. The action research structured in five steps (semi-structured interviews, process mapping, training, and implementation of a new process, process observation, and compilation/feedback of results) allowed the introduction of the LPPD in the culinary innovation process. Results showed that despite the innovation process of a restaurant being based on tacit knowledge, concepts from the manufacturing innovation process could be adopted. Findings can contribute to the multidisciplinary studies involving innovation, the hospitality industry, and the action research application on operations management.
