This study aimed to determine and analyze the implementation of the cooperation contract between the Regional Government of Central Bengkulu Regency and advocates in the field of providing legal aid and to find out and analyze the settlement in the event of a dispute in the implementation of a cooperation contract between the Regional Government of Bengkulu Tengah Regency and an advocates in the field of providing legal aid. This research was an empirical research and the data analysis used was qualitative with deductive-inductive thinking method. The results showed that the cooperation contract between the Regional Government of Bengkulu Tengah Regency and advocates in the field of providing legal assistance was carried out through a written agreement. The legal basis for the cooperation contract was based on Article 9 letter a and b of Law Number 16 of 2011 concerning Legal Aid, specifically stipulated by the Decree of the Regent of Central Bengkulu Number 3 of 2013 concerning the Stipulation of Advocates/Lawyers in the Context of Resolving Legal Problems for Civil Servants/Apparatus in the Regional Government of Central Bengkulu Regency in 2013 and all costs in the implementation of the cooperation contract for the provision of legal assistance were borne by the Regional Government of Central Bengkulu Regency through Number DPA 1.20 (1.20.03) .20.09.5.2. Whereas the obstacles in implementing the cooperation contract between the Regional Government of Central Bengkulu Regency and advocates in the field of providing legal assistance included the payment of honorariums to lawyers who were often late or paid once every three months, as a result lawyers could not carry out their duties and functions properly. The settlement of these obstacles by both parties agreed to do non-litigation, which was negotiations, so that the cooperation agreement would not be broken.

After analyzing the scientific literature referring to guiding actions developed in secondary education, there is an appreciable lack of research on process efficiency performed by teachers. This study explores the practice of tutoring, which in Spain is coordinated by counselors but the responsibility of teachers. An ad hoc semistructured questionnaire was designed, validated and applied within the framework of a collaboration agreement between professional institutions of counselors and researchers. The questionnaire was answered by 102 counselors who are heads of guidance departments because the insight of counseling experts was desired. The quantitative and qualitative data analyses indicated correlations between the profile of the counselors and the performance of tutoring, described the content and predominant intervention models and identified needs for improvement. A much more intensive and direct intervention by counselors is necessary in a system in which teachers are not trained enough and time dedicated to tutorial action is deficient. Notably, counselors coordinate and supervise tutoring, but they feel overwhelmed by the lack of concrete norms and their workload.

SESAME (Synchrotron-light for Experimental Science and Applications in the Middle East) is the only synchrotron light facility in the Middle East and neighboring regions, officially opened in 2017. Among the identification and construction of the first operational beamlines, infrared spectromicroscopy was selected as one of the two beamlines to be opened to the general users' program (the so-called Day-1 beamlines). Being one of the most demanded techniques by various scientific communities in the Middle East, the beamline has been designed and implemented in the framework of a collaboration agreement with the French synchrotron facility, SOLEIL. The design, construction and initial performances of the IR beamline (D02-IR), nowadays operational, are reported.

Kerja sama ekonomi bilateral China dengan Republik Demokratik Kongo (Kongo) telah disepakati melalui Collaboration Agreement pada tahun 2008. Pemerintah China menjanjikan bahwa kerja sama tersebut akan membawa manfaat bagi kesejahteraan penduduk lokal melalui pembangunan infrastruktur di Kongo. Meskipun demikian, perjanjian kerjasama tersebut justru menuai kontroversi dikarenakan beberapa analisis yang menunjukkan adanya pengabaian terhadap perlindungan HAM di Kongo oleh perusahaan konsorsium China. Kajian ini didesain dengan metode penelitian kualitatif dan bertujuan untuk menganalisis apakah Perjanjian Kolaborasi PRC-DRC 2008 sesuai dengan prinsip HAM universal. Dengan menggunakan metode analisa isi (content analysis), peneliti mengumpulkan data dengan menelaah isi dari perjanjian kerjasama tersebut. Ditemukan bahwa meskipun pemerintah China menegaskan komitmennya untuk mendukung pembangunan manusia di Afrika namun komitmen tersebut justru tidak muncul dalam Perjanjian Kolaborasi yang memayungi kerjasama bilateral China dan Kongo dalam eksplorasi mineral. Tulisan ini juga mengemukakan bahwa hasil penambangan mineral untuk infrastruktur tidak sesuai dengan win-win solution yang kemudian dapat memperburuk pembangunan manusia di Kongo. Perusahaan pertambangan China yang tampak mengabaikan risiko mempekerjakan anak sebagai tenaga kerja murah berpotensi memperburuk komitmen China pada hak asasi manusia. Dianalisis dari sisi kepentingan nasional China, kepentingan bisnis dan perdagangan tetap menjadi prioritas utama daripada kepatuhan pada prinsip universal hak asasi manusia

In the frame of the France-Japan agreement on nuclear collaboration, a bilateral collaboration agreement on nuclear energy was signed on March 21st, 2017, including a topic dedicated to Sodium-cooled Fast Reactor (SFR). This agreement has set the framework to start a bilateral discussion on a joint view of an SFR concept. France (CEA and FRAMATOME) and Japan (JAEA, MHI and MFBR) have carried out these studies from 2017 to 2019. Based on the beginning of the basic design phase of ASTRID project − ASTRID − 600 MWe (ASTRID for Advanced Sodium Technological Reactor for Industrial Demonstration), the two countries performed a common work to examine ways to develop a feasible common design concept, which could be realized both in France and in Japan. The subject was then extended and extrapolated with the ASTRID − 150 MWe data (reduced power reactor and enhanced experimental capabilities) in a second phase of this study. France and Japan first focused on design requirements. Common requirements were identified, as well as differences in the safety approach and the structural design requirements, according to national standards and respective site conditions, in particular considering seismic hazards. The teams developed common Top-Level design Requirements (TLRs) to allow common specification data, then joint design. This collaborative work was carried out through the implementation of twelve France-Japan Working Groups, working jointly. This paper is providing a review of this joint synthesis on Sodium Fast Reactor design concept. It is summarizing the context and objectives, then the definition and approaches of the Top Level Requirements. This paper is then dealing with the major design features: the core design and their related safety aspects, and the nuclear island design. Thus, this paper is providing a comprehensive review of this joint work gathering French and Japan nuclear design teams during two full years.

On March 24, 2017, the Faculty of Law of the University of Białystok entered into a collaboration agreement with the Central Coordinating Team of the International Self-Report Delinquency Study (ISRD). Te Białystok School of Criminology is currently the only Polish representative participating in ISRD3. Te ISRD study addresses a wide range of issues examined by the Białystok School of Criminology, which launched its research work in 1994. The Białystok School of Criminology conducted its contribution to the ISRD3 research project in June 2017, in Białystok and Rzeszów, two Polish cities, regional capitals of their respective voivodeships. Each of these cities has a population of approximately half a million. The survey was conducted among pupils in their sixth year at a Polish primary (elementary) school (i.e. aged 12+) and in their first or second year at a Polish middle school (the 14+-16+ age group). In addition to the standard content prepared by the ISRD3 CCT, respondents filled in a questionnaire with questions intended to identify local levels of risks such as grooming or sexting. The results of the Polish ISRD3 study will help to diagnose various risks and will be compared to the results obtained in other countries participating in the project. The project’s added value will be the opportunity to develop appropriate preventive and educational programs for the schools in Białystok and Rzeszów which took part in the survey

Terrorism is defined as coordinated attacks aimed at arousing feelings of terror against a group of people. In contrast to war, acts of terrorism are not subject to the rules of war such as the time of execution that is always sudden and the target of casualties that are random and often are civilians. Terrorism is increasingly becoming a scourge for modern civilization. The nature of the actions, actors, strategic goals, motivations, expected and achieved results, Terrorism targets and methods are now increasingly widespread and varied. So it is increasingly clear that terror is not a form of ordinary destructive violence, but it is a crime against human peace and security. In order to prevent and combat Terrorism, since long before the occurrence of events classified as a form of Terrorism occurred in the world, international and regional communities and various countries have attempted criminal policies accompanied by systematic and comprehensive criminalization of categorized acts as Terrorism. Under the provisions of the 12 convention includes the main protocol rules adopted by the United Nations. These international agreements principally regulate norms including the responsibility of the state in addressing the problem of terrorism with all countries including the ASEAN region and the Russian Federation declaring to fight terrorism. Russia itself as one of the two world superpowers which is seen as having a strong military is considered strategic for ASEAN to establish cooperation in the field of security and defense in the fight against terrorism. Through collaboration agreement and ratification of terrorism regulations in their respective countries, both the ASEAN region and the Russian Federation are expected to prevent further terrorism in their respective regions.
