The article is devoted to foreign policy topics in Russian satirical journals of the first half of the 1860s. The author analyzes the historical content of feuilletons and caricatures of the leading satirical magazines of the era “Iskra” and “Zanoza”. The article reveals the historical and cultural origins of the “accusatory trend” in public opinion and the press of Russia at the turn of the 1850s-1860s, the peculiarities of its implementation in relation to the foreign policy aspect. The article compares the radical and moderate trends in the satirical reflection of the phenomena and events of international life.

Digital platforms and services are increasingly prevalent. They have challenged the traditional assumptions of technological innovations and business competition in the market. We, by and large, communicate on digital platforms and services when we are online. Even though the benefit of such phenomena might be obvious, even seem ideal at times, the perils are also worryingly apparent. There is relatively little attention has been given on the regulatory and policy aspect of digital platforms and services, let alone in the context of emerging countries. This article discusses the governance of platforms and policies that might be relevant for developing context such as Indonesia. This chapter offers an analytical framework to analyze policy options regarding digital platforms and services. It is expected that the framework could become a practical instrument to help policymakers in identifying their options and the impact thereof concerning digital platforms and services.

Vietnam is assessed to own a diverse and abundant mineral resources with over 5,000 mines and ore spots of 60 different minerals. The mining industry is therefore one of the key economic sectors and makes a great contribution to the socio-economic development of the country. The paper focuses on analyzing the current status of mineral resource allocation by economic sector, by period of time and the allocation of mineral revenue, and then assessing mineral resource allocation of Vietnam in the commerical and policy aspect. Based on these analysis, the paper proposes three groups of measures to support Vietnam allocate more effectively this resource including: identifying clearly and fully mineral resource allocation objectives, developing allocation policies based on market economy principles and constructing allocation policies equally, publicly and transparently.

The role of the Government in developing and developing Islamic economics in Indonesia has a very urgent and important role capacity, because the determining factor for the sustainability of sharia economic development is the urgency of the government's role in several aspects; (1) The policy aspect of understanding the role of government according to Islam, (2) the basic aspects of Islamic economic policy, (3) the policy aspects of understanding the Islamic economic system, (4) the policy aspects of fulfilling the law, (5) the policy aspects of governance execution and development. If the five aspects can be fulfilled and carried out, then it is assured that Indonesia will experience overall economic growth, all levels of society will increase and there will be no imbalanced economic inequality.

At present, Indonesian Armed Force (TNI) has a basic policy on evaluating the performance of individual soldiers as stated in the Decree of TNI Commander Number KEP/1081/XII/2015 on December 21, 2015 concerning Technical Guidelines for Individual Performance appraisal. The current condition of the performance appraisal system in TNI is still general, so the system still requires additional criteria when it is carried out for performance appraisal on staff/work units under it. this study aimed to provide an analysis decision making of the program continuity based on the evaluation result’s condition of performance appraisal policy implementation in TNI logistic staff in accordance with the Decree of TNI Commander KEP/1081/XII/2015 on December 21, 2015. This study used Discrepancy Evaluation Model (DEM) and Analytical Hierarchy Process (AHP) methods. The DEM method is used to identify policy evaluation criteria. AHP method is used to give weight to the criteria and recommendation of policy outcome decision. Based on the experts’ judgement, the policy of performance appraisal program for TNI logistics officers needed to be revised or reviewed. Based on the results of the evaluation analysis, there were several sub-aspects of the criteria which needed to be revised. The results of weighting criteria according to the level of importance of policy decision making found that the terminated performance appraisal policy aspect (H-I) obtained a weight of 0.01165; the revised performance appraisal policy aspect (H-II) obtained weight of 0.3732; the continued performance appraisal policy aspect (H-III) obtained a weight of 0.2644; and disseminated performance appraisal policy aspect (H-IV) obtained a weight of 0.2459. The result of this study can also encourage the professionalism of TNI soldiers by being able to identify the extent to which officers can work

This research aims to determine the factors that affect performance of micro, smalland medium enterprises in Malabar, Lodaya and Gunung Gede before and after theimplementation of one way system. There are several internal and external factors thatinfluence the perfomance of micro, small and medium enterprises.This research usedindependen variables (human resources aspect, financial aspect, technical and operationalaspect, market and marketing aspect, goverment policy aspect, Social, Economic and culturalaspect) and variable dependen (performance of micro, small and medium enterprises).The sampling method that used in this research is nonprobability with 100 respondents thathave macro, small and medium enterprises in Malabar, Lodaya and Gunung Gede.Based on this research, obtained the conclusion that there are two factors that have positiveaffect and significant toward micro, small and medium enterprises before the implementationof one way system. The factors are financial aspect and market, marketing aspect earned tcountthat bigger than t-table. Financial aspect (3,536>1,98), market and marketing aspect(5,402>1,98). And there are four factors that have positive affect and significant towardmacro, small and medium enterprises after the implementation one way system. The factorsare human resources aspect (2,082>1,98), financial aspect (3,287>1,98), technical andoperational aspect (2,081>1,98), and market, marketing aspect (3,712>1,98).This research also got result that there are positive affect and significant from humanresources aspect, financial aspect, technical and operational aspect, market and marketingaspect, goverment policy aspect, Social, Economic and cultural aspect together towardperformance micro, small and medium enterprises before and after the implementation ofone way system because it got f-count that bigger than t-table before the implementation ofone way system it earned (18,446>2,20) and after the implementation of one way system(13,605>2,20).Keywords : human resources aspect, financial aspect, technical and operational aspect,market and marketing aspect, goverment policy aspect, Social, Economic and cultural aspectand performance of micro, small and medium enterprises.
