Grant management is a vital process that enables organisations to successfully deliver programmes that address social, economic, environmental, and other challenges. Globally, grant transfers represent significant sums, and their management is fraught with deficiencies that undermine the impact of the donated funds. Among the most urgent challenges in grant management are to improve transparency and reduce high administration costs. Digital transformation has done much to enhance efficiency, transparency, and accountability in grant administration; however, numerous shortcomings still exist. Blockchain, smart contracts, and tokenisation can be combined to achieve greater levels of efficiency and control in grant management than is currently possible. Through the study of fundamental blockchain concepts, the authors propose a grant-management solution that tokenises every expenditure item and uses smart contracts to automate payments, reporting, and budgetary compliance.

Abstract: Professional practice in the Valencian Community dates back to the mid-1980s. In 2001 ADLYPSE was created. Little has changed in the situation of the ADLs in two decades. The local development professional and his or her functions is an issue that over time has led to skills in employment and grant management. In the Valencian Community this is a case that has become more acute in the last decade. This has led to dissatisfaction among professionals and a limitation of other functions in which the local development professional could participate in activities that impact on the diversification of socio-economic activities in the territory in which they work. It is a question of proposing an analysis and a proposal of the situation of the Employment and Local Development Agents linked to ADLYPSE, which has been the subject of our research during 2019.   Key words: Local development, roles, professional profiles, networking, economic diversification, employment.

Background: TB REACH is a grant-making initiative launched by the Stop TB Partnership in January 2010 to support innovative approaches and technologies to find and treat people with active TB disease, drug-resistant TB, or TB infection. Since then, TB REACH has launched eight Waves of funding to pilot untested, but promising technologies, tools, and approaches. The objective of this paper was to review the grants implemented in Pakistan in the decade since TB REACH’s inception and to summarize the approaches used, document the results, and assess the impact of these projects on local and international policy. Methods: We searched the TB REACH’s Grant Management System (GMS), which is a database for information on all grants awarded through the initiative, for recipient organisations in Pakistan from 2010 until June 2020. Data was abstracted for the following topic areas: type of grant, focus of work, case finding strategies, risk groups screened and impact on case finding. Results: Through eight waves of funding, TB REACH has supported 28 grants for 21 different interventions in Pakistan worth a total of USD 13.4 million. Overall, 19 of these projects aimed to improve detection, linkage to treatment and reporting of TB and two were product innovation grants for developing resources and materials to aide TB service delivery. Conclusion: TB REACH support has facilitated the introduction of new technologies, establishment of innovative processes in both public and private sector and approaches for addressing TB in key populations. The TB response in Pakistan and globally will continue to require innovation and disruption of ‘business as usual' approaches if we are to End TB.

Abstract Background There are substantial gaps in our knowledge regarding the aetiology of mental, neurological and substance use disorders in sub-Saharan Africa, and the cost-effectiveness and scalability of interventions to reduce the burden of these conditions on the continent. To address these gaps, international investment has focussed on building research capacity, including funding doctoral students in African countries, to support development of high quality, contextually relevant interventions. Absent, however, is an understanding of how capacity building feeds into research careers. Methods Within a broader mental health research capacity-building initiative (African Mental Health Research Initiative), we conducted 52 qualitative interviews with early-career researchers, policymakers, academics, and service users from four African countries (Ethiopia, Malawi, South Africa, and Zimbabwe) and with international funders of mental health research. The interview guide focused on the research context, planning, and priorities and how respondents perceive research careers and funding. Thematic analysis was applied to the transcribed interviews. Results Five components of a research career emerged: i) research positions; ii) research skills; iii) funding; iv) research commitment from African countries; and v) advocacy. All stakeholders wanted more high-impact African researchers, but few saw a clear, replicable track for developing their careers within universities or their Ministries of Health in their African countries. This stemmed, in part, from the lack of support for infrastructure that enables high-quality research: grants administration, mentorship, university leadership, research culture, and open communication between policymakers and researchers. Conclusions This study highlights the importance of developing research infrastructure alongside capacity-building efforts. International funders should invest in grant management at African universities which would place them at the centre of research initiatives. African universities should prioritise the creation of a research culture by developing and promoting well-defined research tracks for both clinicians and academics, investing in grant management, and raising the profile of research within their institutions.

This chapter illustrates the difficulties facing e-publishing over cloud computing pertaining to scientifically-oriented social network services from three axioms: the life cycle of the research document, an explanation of what a researcher juggles to conduct proper research, and the researcher knowledge pertaining to both scholarly search engines and citation indices. The chapter discusses the essential role of the researcher in teaching, being a beacon of hope, and explains the steps towards research conducting, when an original idea is deduced, as well as the step of writing research addressing the financial support for researchers: from submitting proposals, follow up proposals, grant management if funding is secured, whilst conducting the research, and publishing the results in accredited journals approved by the researcher's institute and financing partner, while publishing the research in accordance with the laws and regulations of the institute.

This study uses qualitative research methods with the four dimensions that are in the focus of research is the level of compliance, Smooth routine functions, performance and impacts arising from the policy. Based on the result of the research, it can be concluded that the Implementation of the Mayor of Palembang Regulation Number 69 of 2012 on the Guidance Grant and Social Assistance this particular grant has not been successful.
