The United Nations Sustainable Development Goals (SDGs) promote a broad set of socio-economic and environmental goals. Through a case study on Malaysia, this paper investigates how economic Goal 8 (economic growth), Goal 9 (industry), and Goal 17(increased partnerships) are likely to conflict with environmental Goal 13 (climate action), Goal 14 (life below water), and Goal 15 (life on land). We analyze data from Economy-Wide Material Flows Analysis (EW-MFA) that captures Malaysia’s aggregate resource use over time and also assess the likely economic and environmental contradictions for Malaysia’s future trajectory by looking at major drivers of Malaysia’s economic growth. Using policy-scoring, we provide a detailed analysis of how the various sectors of growth are likely to result in synergies or trade-offs with the environmental SDGs. We find substantial contradictions between the economic and environmental SDGs for Malaysia. Our paper questions whether or not, when examining a concrete case study, economic and environmental SDGs are compatible.

n light of the conditions experienced by Syria and due to the destruction and demolition of its buildings built up rubble and occupied a large area of its territory. Therefore, it was necessary to develop an appropriate strategy to study these debris and provide the ideal solutions to be able to benefit from them as much as possible and thus mitigate the harmful impact on the environment and the surrounding environment. The work is divided into two parts: First: The study focuses  on one of the mechanisms of benefiting from  the recycled aggregate by using them in producing concrete, after studying their characteristics(Sieve Analysis-density- Absorption) and then mixing them with natural aggregate as replacement of natural coarse aggregate at different rates(15-30-45-75-100)%. Six concrete cubes were made for each mixture and 3 cubes were broken after 7 days and the other after 28 days . it was concluded The relationship between the percentage of recycled aggregates and compressive strength, as well as the relationship between the percentage of stones and the rate of Absorption The results showed that the acceptable percentage of replacement of natural aggregates with recycled aggregates may reach 100% with the recording of values of resistance of up to 21.9Mpa  . Second :The environmental and economic feasibility of using recycled aggregates has been studied the results showed that use 75% of the recycled aggregates in structural concrete works will reduce energy consumption and carbon dioxide emissions by 28% and 33%, respectively, and the economic saving rate is 63.71%. .   Through this study two objectives can be achieved:  First: removing large quantities of environmental pollution sources resulting from these wastes and thus achieving an environmental goal. Second: Provide other sources of concrete aggregates and thus protect the natural quarries and achieve an economic goal.

Purpose: This paper aims to introduce an economic instrument called Theory of Pollution Credit Certificates in the management of municipal solid waste in Brazil, in order to create opportunities to achieve the goal established in the above mentioned policy at lowest possible social costs.        Methodology/Approach: The methodology adopted has as a starting point the “constructo” of a scenario in which a city comprised of five brazilian districts produces its urban solid waste made up of 50% organic material. In the proposed scenario, similar to what happens in practice, a fee for collection and treatment of organic material would be charged for two different situations. Findings: The result showed that the use of Pollution Credit Certificates Theory has a better cost-effectiveness for solid waste management because it allows reaching the environmental goal at a lower cost to society. Research Limitation/Implication: Subjectivity of the analysis, due to the “constructo” proposition in the studies. Originality/Value of paper: From the results obtained, we inferred that the use of the Pollution Certificates Theory for the management of brazilian municipal solid waste benefits from economies of scale as it allows in the scenario determined, that districts sell their spaces at the landfill and parallel to this, to promote the practice of composting organic waste in the municipality.

The article presents studies of plain concretes prepared based on a quaternary binder containing various percentages of selected supplementary cementitious materials (SCMs). The possibilities of nanotechnology in concrete technology were also used. An additional important environmental goal of the proposed solution was to create the possibility of reducing CO2 emissions and the carbon footprint generated during the production of ordinary Portland cement (OPC). As the main substitute for the OPC, siliceous fly ash (FA) was used. Moreover, silica fume (SF) and nanosilica (nS) were also used. During examinations, the main mechanical properties of composites, i.e., compressive strength (fcm) and splitting tensile strength (fctm), were assessed. The microstructure of these materials was also analyzed using a scanning electron microscope (SEM). In addition to the experimental research, simulations of the possible reduction of CO2 emissions to the atmosphere, as a result of the proposed solutions, were also carried out. It was found that the quaternary concrete is characterized by a well-developed structure and has high values of mechanical parameters. Furthermore, the use of green concrete based on quaternary binders enables a significant reduction in CO2 emissions. Therefore quaternary green concrete containing SCMs could be a useful alternative to plain concretes covering both the technical and environmental aspects. The present study indicates that quaternary binders can perform better than OPC as far as mechanical properties and microstructures are concerned. Therefore they can be used during the production of durable concretes used to perform structures in traditional and industrial construction.

The European Union’s environmental goal by 2050 is to become the first climate-neutral continent in the world. This means specific efforts for diversifying the energy mix and investing in low-carbon energy. Our study investigates the nexus among carbon emissions, energy consumption and mix, and economic growth in a modified framework that includes the contribution of inward foreign direct investments and international trade to lowering air pollution. We have used a two-step approach to explore in more detail the links between these variables in 24 EU countries over the period 1995–2018, followed by a panel VECM analysis. Our results indicate that there is a unidirectional link between economic growth and CO2 emissions, which should imply a decoupling of environmental improvement measures from the pace of economic growth. We also find bidirectional causal relationships between low-carbon energy shares in consumption and CO2 emissions, as well as between low-carbon energy share in consumption and GDP per capita, which confirms both pollution haven and the halo effect hypotheses for FDI on gas emissions. However, in the long term, FDI, exports, and imports have positively impacted the reduction in CO2 emissions; therefore, stronger EU investment and trade integration should be promoted to improve the quality of the environment.

The sustainable use of precious water resources requires effective water management. In the European Union, water management is mainly regulated by the Water Framework Directive (2000/60/EC), introducing an integrated river basin management approach. As a European Union (EU) directive, the legislation needs to be implemented in the Member States, entailing not only legal transposition but also application and enforcement. One major instrument introduced by the Water Framework Directive is the environmental goal achievement obligation of article 4 WFD, containing also a deterioration ban with several exemptions. We compare the transposition, application, and enforcement of the exemption of permanent deterioration (art. 4 (7) WFD) in the context of the environmental goal achievement obligation regime in Lower Saxony (Germany) and the Netherlands. The study rests on a comparative legal analysis of literature, river basin management plans, and jurisprudence. Although based on the same EU directive wording and case law of the European Court of Justice, the deterioration ban and the exemption of permanent deterioration are implemented rather differently. While the deterioration ban is predominantly understood as planning obligation in the Netherlands, it became an important permit requirement in Lower Saxony since the Weser ruling of the European Court of Justice.

Does environmentally specific transformational leadership promote team pro-environmental behaviors? If so, why and when? Using the cognitive-affective processing system framework, we explore the idea that environmentally specific transformational leadership facilitates team pro-environmental behaviors via team pro-environmental goal clarity and team pro-environmental harmonious passion separately and that such indirect relationships are stronger when the team power distance is high. We used three waves of data from 113 teams in six Chinese manufacturing organizations to test our theoretical predictions. The results of regression analyses show that environmentally specific transformational leadership is positively related to team pro-environmental behaviors; this relationship is parallel mediated by team pro-environmental goal clarity and team pro-environmental harmonious passion. Furthermore, the team power distance strengthens the above parallel mediation effects such that in teams with high levels of power distance, environmentally specific transformational leadership strongly provokes team members’ pro-environmental goal clarity, pro-environmental harmonious passion, and subsequent pro-environmental behaviors. These findings suggest that environmentally specific transformational leadership is an effective approach for organizations to improve their teams’ pro-environmental behaviors, particularly in the context of strong power distance.

The article presents the results of a strategic environmental analysis of the goals of socio-economic development of an average resource region. The research featured the case of Kuzbass as it moves on to technological regulation in the field of environmental protection. The author analyzed various methodological approaches to assessing the environmental component in strategic documents at the regional level. The analysis included sustainable development indicators, including integrated ones, as well as criteria and indicators of the environmental quality of the strategies. The study concentrated on the Strategy of Socio-Economic Development of the Kemerovo region (Kuzbass) up to 2035, which involved industrial and national strategies. The research objective was to identify the regional environmental component in the strategic document and to assess its potential for reducing the anthropogenic pressure on the environment in the context of increasing mining production. The Strategy proved to be based on the principles of continuity, balanced planning, and measurability of strategic environmental goals. However, the principles and mechanisms for achieving the strategic environmental goal require further clarification. The goal is to reduce the negative environmental impact of mining and other industries by switching to the best available technologies in accordance with the new industrial environmental policy of Russia.
