The article presents the results of a strategic environmental analysis of the goals of socio-economic development of an average resource region. The research featured the case of Kuzbass as it moves on to technological regulation in the field of environmental protection. The author analyzed various methodological approaches to assessing the environmental component in strategic documents at the regional level. The analysis included sustainable development indicators, including integrated ones, as well as criteria and indicators of the environmental quality of the strategies. The study concentrated on the Strategy of Socio-Economic Development of the Kemerovo region (Kuzbass) up to 2035, which involved industrial and national strategies. The research objective was to identify the regional environmental component in the strategic document and to assess its potential for reducing the anthropogenic pressure on the environment in the context of increasing mining production. The Strategy proved to be based on the principles of continuity, balanced planning, and measurability of strategic environmental goals. However, the principles and mechanisms for achieving the strategic environmental goal require further clarification. The goal is to reduce the negative environmental impact of mining and other industries by switching to the best available technologies in accordance with the new industrial environmental policy of Russia.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

Abstract Background The most commonly cited argument for imposing or lifting various restrictions in the context of the coronavirus disease 2019 (COVID-19) pandemic is an assumed impact on the reproductive ratio of the pathogen. It has furthermore been suggested that less-developed countries are particularly affected by this pandemic. Empirical evidence for this is lacking. Methods Based on a dataset covering 170 countries, patterns of empirical 7-d reproductive ratios during the first months of the COVID-19 pandemic were analysed. Time trends and associations with socio-economic development indicators, such as gross domestic product per capita, physicians per population, extreme poverty prevalence and maternal mortality ratio, were analysed in mixed linear regression models using log-transformed reproductive ratios as the dependent variable. Results Reproductive ratios during the early phase of a pandemic exhibited high fluctuations and overall strong declines. Stable estimates were observed only several weeks into the pandemic, with a median reproductive ratio of 0.96 (interquartile range 0.72–1.34) 6 weeks into the analysis period. Unfavourable socio-economic indicators showed consistent associations with higher reproductive ratios, which were elevated by a factor of 1.29 (95% confidence interval 1.15 to 1.46), for example, in the countries in the highest compared with the lowest tertile of extreme poverty prevalence. Conclusions The COVID-19 pandemic has allowed for the first time description of the global patterns of reproductive ratios of a novel pathogen during pandemic spread. The present study reports the first quantitative empirical evidence that COVID-19 net transmissibility remains less controlled in socio-economically disadvantaged countries, even months into the pandemic. This needs to be addressed by the global scientific community as well as international politics.

This article focuses on the analysis of the impact of socio-economic development indicators of Altai region and Oyrot autonomous region on the eve of the Great Purge (1935 — first half of 1937) on the regional intensity of repression. Employing statistical methods (regression analysis), the author verifies the hypothesis that in the areas with the highest level of well-being of the population, the level of repression was also higher. It is established that the turnover and expenditures per capita compared with other economic indicators had the greatest influence on repression levels in Altai and Oyrotia regions. Based on the results of the analysis of regional statistics, the author of the article puts forward a theory that the thesis proclaimed by the Bolsheviks to justify the failure of economic development by the actions of the “enemies” in practice seems untenable, since economically lagging regions were characterised by a relatively low level of repression. In the second part of the article, the author presents a typology of districts of Altai and Oyrotia regions based on the results of cluster analysis of various groups of socio-economic development indicators. Additionally, she substantiates the hypothesis about the influence of the spatial factor on the intensity of repression: the groups of regions of each individual cluster consist mainly of adjacent regions.

Strategic management is aimed at socio-economic development of region at the effective use of his potential. Questions of development of strategy of increase of stability of regional development and forming of mechanism of its realization are actual. Transformation of the territorial systems, development and acceptance of the administrative decisions aimed at providing of their competitive edges and stability of development must be reasonable mathematical and instrumental methods. In this research the methodical approach to prognostication of basic indicators of steady development of the regional systems and ground of administrative decisions on the increase of stability of development of region are worked out, the integral indexes of stability of socio-economic development of subjects of Russian are built, complex estimation is conducted with the use of econometrics design (systems of simultaneous equalizations). Attained results of research allow using the worked out model for an estimation, comparative analysis and prognostication of the regional systems on the level of stability of their development.

In modern times, the potential opportunities of the regions are studied using  different methodological approaches to achieve sustainable socio-economic development,  and zoning is carried out in different directions to stimulate their future activities. The  zoning is based on the demand for available resources and takes into account the level of  socio-economic development of the region. At present, the study of tourism in the Republic of Azerbaijan by regions is encouraging  attention due to its relevance. However, research work on the identification of tourism zones in the country and the zoning of these  areas is weak. From this point of view, the article studies the tourism potential of Gusar region and provides a scheme for its tourismrecreation zoning which meets present-day requirements and attracts attention due to its relevance. The article analyses the development  strategy of tourism, which is a new and promising field in the Republic of Azerbaijan, identifies the main directions of this strategy,  and explores ways to solve existing problems. For this purpose, first, the criteria for zoning of tourism and recreation resources were  determined; then natural and anthropogenic tourism resources were assessed through the example of Gusar region; information on  natural and historical-architectural monuments of interest to tourists was provided; the number of hotels operating in the region over  the past five years, the number of rooms, full hotel capacity and overnight stays, as well as the income, expenses, and the difference between them were made on the basis of statistical and comparative analysis. Based on the information obtained, for the first time, a  “Zoning Map of Tourism and Recreation Resources of Gusar Region” was compiled; the strengths and weaknesses of the tourism sector  were identified, and future threats and opportunities for the development of this sector were analysed by means of the SWOT analysis.  According to the analysis, the strengths of the region included the favourable economic and geographical position, the availability of  unique natural and historical-architectural monuments, the availability of natural and ecological conditions to provide recreation for  tourists, and opportunities for ecological, rural, religious, trekking, and other tourism types, etc. Weaknesses included the concentration  of hotels mainly in the region’s centre, insufficient promotion of tourist attractions, poor level of service and vocational training, lack  of guides, etc. The opportunities were high tourism potential, organisation and development of local tourist routes, an abundance of  labour resources, etc., while the threats included the aggravation of the geopolitical situation in the border areas, the intensification of  natural disasters, etc.

The article presents an analysis of alternative theories of ecological and economic development. The authors formulate the role of the environmental factor in socio-economic development, taking into account the ideas of alternative economic schools and trends. The paper analyzes the problems of preserving the environment as the basis of human life. This takes into account the nature of the impact of anthropogenic pressure on natural complexes and objects, due to increased consumption, excessive withdrawal of renewable natural resources that exceed the rate of natural recovery, a reduction in the reserves of non-renewable natural resources, as well as an increase in the population. At the same time, the article focuses on the problems of sustainable, balanced, harmonious development of production and social systems.

The complexity of the socio-economic situation at all levels requires a detailed study of the regional development strategy issues and monitoring the implementation of presidential and government decrees. Various approaches to management were considered, for example, the national projects development implementation issues. National projecting, as a new tool for implementing state concepts, is an effective management method. The set of the project office functions provides control over the implementation of national projects at the level of development of municipalities of the Russian Federation. Historically, the level of socio-economic development of the territory has been measured and is measured using the identification of long-term trends in the development of key socio-economic indicators. The article presents a methodology that allows you to evaluate the effectiveness of project management tools since based on the results of its assessment, you can make informed management decisions and judge the effectiveness of the work of local authorities. Therefore, the aim of the scientific article was to develop an effective methodology that allows us to evaluate the effectiveness of the project office functions implemented in the management of the socio-economic development of the municipality. As a result of the study, systemic relationships were revealed of the impact of the project office on the indicators of the socio-economic development of the municipality, which was presented in the work as an important aspect of the study, the significance of which is due to the priorities of sustainable, balanced, competitive, integrated development of the Russian regions. In connection with the socio-economic policy pursued by the state, which requires speedy acceleration of the socio-economic development of municipalities, the effectiveness of the result of the application of the project approach in the municipal authorities was studied in detail.
