In the frame of transnational history the article examines the connection between the Russian revolution, 1917 with Civil war in Siberia and the Mongolian revolution, 1921. Along with it, the article reveals cooperation of Bolshevik party, Comintern and leaders of Buryat national movement with Mongolian leaders of national liberation movement for introduction of revolutionary ideas in Mongolia. The special attention is given to the ideologists and leaders of the Mongolian revolution, and Mongolian-Tibetan department in the section of Asian peoples.

The notion of «soft power» is becoming an effective instrument in foreign policy, economics, education, science and culture during last decade. Based on the materials of Institute of Mongolian, Buddhist and Tibetan studies SB RAS (IMBT SB RAS) grants of RFH/RFBR — Ministry of Education, Culture and Science of Mongolia have become one of the effective instruments of «soft power», also the mechanism of this policy maintained by modern Russia toward to Mongolia.

The article provides material on the formation of the Soviet financial system in the 1920s. One of the main problems of this period was the shortage of qualified financial and banking specialists. The current situation required real changes in organizational and personnel work. Much attention was paid to strengthening the managerial staff of party members and sympathizers. The article on the example of the Irkutsk province reveals the attempts of the Soviet authorities to solve the personnel issue and optimize the work of financial and credit structures.

In the program of the Committee of the Siberian Railroad, the supporting role was assigned to scientific applied research. They were urged to promote strong settling of territories on the basis of studying of the natural and climatic conditions of a taiga, urman and steppe areas, as well as carrying out hydrotechnical and hydrological work. Events were an integral part of the practical activities of departments. The Committee coordinated the activities of departments, supervision and control, and also distributed financial resources aimed at solving these problems. The article analyzes the principles of organization of scientific and applied work related to resettlement, the main directions and the results achieved.

Based on archival and data of Russian historiography, the article analyzes the course and main results of the cantonment of the 20th East Siberian Regiment of the 2nd Army Corps of the Russian Imperial Army in Troitskosavsk (now Kyakhta) in 1908–1909, XX century. The main problems associated with the deployment of this military unit, the consequences of this event for the economy of Troitskosavsk and the county of the same name are analyzed. For the first time, data on the number of rank-and-file and regiment officers placed at the time of the study (1908–1909) in Troitskosavsk are being put into scientific circulation.

The article is devoted to the processes of changing the traditional economy of the Evenks Pribaikalye in the XVII – early XX centuries. Objective preconditions are considered which made possible the transformation of the traditional economy, which led to the threat of assimilation of Evenks by neighboring peoples at the turn of the XIX–XX centuries. It is concluded that the conditions were influenced by the economic traditions of the Russians and the Buryats, the incompleteness of the Evenk ethnogenesis, the colonial policy of the Russian government and the development of capitalist relations in Siberia (in the XIX – early XX centuries).

The article describes the work of the Irkutsk branch of the Russian-Chinese Bank from the moment of its formation to the further reorganization (1898–1910). The financial performance indicators of credit institution in the period from 1901 till 1907, as reflected in the inspection in November, 1908, are given. Examines the reasons for loss of the branch related to the General decline of the business sector of the regional economy. The article notes the moment when the Bank branch management changed. The article describes the prospects for the development of the Department in connection with the course taken for lending to coal-producing enterprises of the Irkutsk province. Some quantitative calculations are given that demonstrate the possibility of growth of financial indicators of the institution. The article records the concern of competing credit institutions about the development of the local branch of the Russian-Chinese Bank. In conclusion, the circumstances that hindered the prospects for the development of the Department, in connection with the event held in 1910, are given. Russian-Chinese and Northern banks merge, resulting in the formation of a new credit institution-the Russian-Asian Bank.
