The development of the savings and loan business is currently growing rapidly as a financial institution in alleviating poverty . BumDes is a business owned by a village or sub-district that is engaged in lending or channeling funds to people who need to develop their business. The BUMDes conducts deliberation meetings in determining loan granting. There is often disagreement between the parties that will borrow. This resulted in unequal distribution of loans to BUMDes members. Although the determination of the granting of the loan amount is fully determined by the BUMDes However, this Decision Support System will display the highest to lowest priorities of the prospective customer , so that it will facilitate and assist the BUMDes in making decisions. TOPSIS uses the principle that the chosen alternative must have the closest distance from the positive ideal solution and the longest distance (farthest) from the negative ideal solution to determine the relative proximity of an alternative to the optimal solution.

The use of the internet in the office requires stability for employees so that they can work well, it is not uncommon for some parties to use internet services for out-of-office needs for downloads and also social media. The Hierarchical Token Bucket (HTB) method in bandwidth management can solve this problem. HTB is a very structured method of sharing the bandwidth. HTB can be created by configuring the Mikrotik routerboard equipment by creating parent and child parameters and determining the minimum and maximum bandwidth used.

By utilizing customer data that has been stored in the database, the management can find out how the current sales system is less efficient, therefore a system is needed to process information data more quickly and accurately in increasing sales of car spare parts using the Data Mining application. The Apriori Algorithm method that works by searching for and finding associated patterns among the products being marketed, so that later it can help companies improve the associated items. And with the sales transaction data, the company can know better how they should increase the spare part stock in the company. From the results of testing the sale of car spare parts with 589 data, it was found that 81 rules were formed and the highest Best Rule was obtained and a minimum support value of 1% and a confidence value of 11% If the type of car is Avanza / Xenia and the brand is Toyota, the spare parts used are filters. Air. With supporting spare parts in the database of 1% and certainty of spare parts of 11.

The system currently used by the hospital is still manual in managing patient data and information, therefore it is necessary to have a Bangkat Binjai Hospital Service system to provide complete and detailed information to hospital patients using BPJS. So in this case the author will design and build a system that will be used in grouping inpatients based on the BPJS Class and the variables determined using the clustering method, so that later it can make it easier for administrators to process data and information on inpatients using BPJS. From the tests carried out using the clustering method with the k-means algorithm, it can be seen that cluster 3 of the criteria for disease type, diagnosis result, and age, the group that has the highest set / value of BPJS Class patient data, namely in Cluster 1 totaling 435 patient data Inpatients using BPJS at the age of 20-39 years and the type of disease are benign tumors, then the BPJS class used is the Level 2 BPJS. Inpatients who use BPJS at the age of 20-39 years and the type of disease is heart complications, then the BPJS class used is BPJS Level 1. And the group that has the highest set / value of BPJS Class patient data, namely Cluster 3 totaling 270 inpatient data. who used BPJS at the age of 20-39 years and the type of disease was uric acid, then the BPJS class was used is BPJS Level 1.

Programs at the high school level makes it difficult students make choicesthatsuitcapabilities.Someofthefactorsthatinfluencesuchamistakeinchoosing majors went along with friends or majors trends of today and parentreferences, so that they appear remorse for students who have determined thechoice if it is not in accordance with their interests, abilities or talents. Thereforeit takes a decision support system that can perform the calculation criteria of thestudentstohelpdetermineappropriateschooldepartment.Thissystemimplements the SMART method based on the criteria of each alternative, namelytheIndonesiaNationalexamscores,theEnglishNationalexamscores,theMathematics National exam scores, the Natural SciencesNational exam scores.The result of this system is the value of knowledge for determining the directionbased on predetermined criteria. Of the 10 alternative or candidate is taken, thereis4eligible student majoring in technical light vehicle,4 eligible student majoringin bodyrepairtechniques and 2 eligiblestudentmajoring in welding technique.

Terdapat kendala dalam penentuan penerima bantuan Program Indonesia Pintar (PIP) karena begitu banyaknya calon penerima bantuan  PIP yang mengajukan diri untuk mendapatkan bantuan tersebut dimana proses penyerahan bantuan kadang tidak sesuai target atau sasaran. Data yang tidak valid menyebabkan kesalahan dalam pembagian PIP yang seharusnya diberikan kepada penerima yang berhak menerimanya. Sistem Pendukung Keputusan (SPK) biasanya dibangun untuk mendukung solusi atas suatu masalah atau untuk suatu peluang, salah satunya dalam menentukan penerima bantuan PIP pada Kantor Dinas Pendidikan Kota Binjai agar tepat sasaran pada siswa yang akan mendapatkan bantuan PIP. Peran sistem pendukung keputusan sangat dibutuhkan guna meningkatkan efesiensi pengambilan keputusan dalam menentukan siswa yang layak untuk mendapatkan bantuan PIP. Metode yang digunakan dalam sistem ini menggunakan metode Multi-Objective Optimization on the basis of Ratio Analysis (MOORA) dan dengan menggunakan 7 (Tujuh) kriteria yaitu kondisi keluarga, nilai raport, pekerjaan orang tua, jumlah tanggungan anak, jumlah tanggungan anak yang sekolah, kondisi rumah dan penghasilan orang tua serta 10 (Sepuluh) alternatif yang menjadi data siswa. Berdasarkan hasil perhitungan menggunakan metode MOORA, siswa atas nama MM (A9) merupakan alternatif yang terbaik untuk diberikan bantuan PIP dengan nilai 0,2843. Abstrak - Sarana dan Prasarana Sekolah sangat penting dalam menunjang ilmu. Pengambilan keputusan selalu berkaitan dengan ketidak pastian dari hasil yang diambil. Sistem Pendukung keputusan dikembangkan untuk mengurangi faktor ketidak pastian tersebut dengan mengolah sebuah informasi menjadi sebuah alternatif pemecahan suatu masalah. Metode yang dapat diterapkan dalam sistem pendukung keputusan yaitu Multi-objective optimization on the basic of ratio analisys (MOORA). Untuk mengetahui proses pengolahan informasi sistem pendukung keputusan dengan menggunakan metode MOORA penulis menggunakan studi kasus menentukan pemilihan sarana dan prasarana dengan kriteria jumlah PTK, jumlah siswa , jumlah guru, jenis sarana dan prasarana, kerusakan, jumlah kelas, jumlah laboratorium, dan jumlah perpustakaa, serta  160 (seratus enam puluh) sekolah dasar di kota Binjai yang digunakan. Setelah semua nilai kriteria dimasukkan maka hasil pengolahan dengan metode MOORA akan diranking dan ranking tertinggi yang akan dipilih. Hasil perankingan dari alternatif yang digunakan bahwa SD AL FITIYAH termasuk kedalam pemilihan sarana dan prasarana memiliki nilai terbesar pada A55 dengan ranking 1. Kata Kunci – MOORA; Pemilihan Sarana dan Prasarana; Sistem Pendukung Keputusan.

Backpropagationcial neural networks are one of the artificial representations of the human brain that are always trying to stimulate the learning process of the human brain. Backpropagation is a gradient descent method to minimize the squared of the output error. Backprorpagation works through an iterative process using a set of sample data (training data), comparing the predicted value of the network with each sample data. In each process, the weight of the relation in the network is modified to minimize the Mean Squared Error value between the predicted value from the network and the actual value. The purpose of this thesis is to be able to help teachers at SMP Negeri 1 Salakaran to predict the value of student learning. In the calculation using the maximum epouch = 10000, the target error is 0.01, and the learning rate is 0.3, then there is a calculation result where the need ratio A has a value of 0.7517, which means that the value has decreased and D has a value of 0.9202 which means that this value has increased..

Dengan adanya layanan jasa berupa E-Commerce maka segala layanan yang dilakukan oleh para pelanggan dapat segera ditindaklanjuti, sehingga perusahaan akan mampu memberikan pelayanan yang terbaik dan cepat. Adapun masalah dalam aktivitas jual beli yang dilakukan oleh UKM saat ini yaitu penjualan yang masih belum dilakukan secara daring (online). Oleh karena itu maka penulis ingin membuatkan suatu sitem penjualan online yang akan digunakan sebagai tempat untuk mempromosikan barang-barang yang akan dijual pada sistem tersebut. Metode Waterfall adalah pengembangan perangkat lunak yang dilakukan secara berurutan dan sangat sistematis. Dengan menggunakan Metode Waterfall, penulis akan membangun sebuah perangkat lunak (software) sistem penjualan online berbasis e-commerce yang dapat digunakan pada UKM. Sistem ini memiliki kemudahan untuk memasarkan dan menjual produk memiliki kemudahan untuk memesarkan dan menjual produk milik perusahaan dengan proses UKM dengan proses transaksi jual beli produk yaitu melalui pembayaran secara langsung. Dengan adanya Web E-Commerce yang memanfaatkan internet sebagai media pemasaran, dapat memudahkan pemilik toko untuk memberikan pelayanan terhadap konsumen/pelanggan secara optimal dan memberikan informasi 24 jam serta dapat diakses kapan saja dimana saja.

Abstract - Oepuah Village is one of the villages that has a lot of local potential to be promoted such as agricultural products, livestock, fisheries, and local wisdom of the local community. The problems faced today is the information about the local potential in the village Oepuah date cannot be accessed by the public for the delivery of information can only be obtained when come to the local village office. Seeing this problem, it is necessary to build a promotional website that can be used to help introduce the local potential of this area to the outside world online. In building this website, use the waterfall method is a method that provides a workflow approach to software life systematically. Results from this study may help provide convenience in providing complete information about the surrounding countryside as well as to promote the potential of a very menononjolkan featured local agricultural potential, the potential for animal husbandry, fisheries and cultural potential that can be known by the public.
