The indicators for Science and Technology Innovation (S&T) used for decision-making within the national system of research and innovation related to Non-Conventional Materials and Technologies (NOCMAT), do not concern only the federal political sphere, but also research groups of universities, research institutes and scientific and technical associations. These agents influence is frequently insignificant for decision making when compared to the dominant and centralizing industries which have created their proper indicators for justifying the application of conventional industrialized products. A culture of NOCMAT indicators should be disseminated into the scientific and social communities so that decisions at all levels should be based on relevant, reliable and transparent information, notably at the regional level. The main objective of this paper is to establish the terms of reference of the "NOCMAT Observatory" for Novel Construction Materials & Technologies for Sustainability not yet existing in Brazil, notably defining its role, dynamic organizational framework, "products" and services to be provided.

Science and technology innovation is the power of enterprise development, since the 1980s, A series of science and technology policies have been formulated according to the needs in different periods. Because the policy varies in different circumstances, science and technology innovation environment, such as social innovation atmosphere, information and service supply still depend on the creation of local authority. Therefore, this paper defines the framework of the technology innovation, takes up the countermeasure of improving local innovation in science and technology, including: create favorable policy environment, and build scientific and technological innovation atmosphere, guide the limited resources, technology intermediary market, so as to coordinate and support local technology innovation and achieve the goal of the coordinate development of the science& technology, economy and society. Technological innovation is the originality of scientific research and technological innovation, refers to the floorboard of creation and application of new technology, new knowledge, new technology, using the new mode of production and management model, and develop new products, improve product quality, provide the new service process. Macro frame is refers to the macro-control of laws, regulations and policies, China national science and technology innovation policy innovation of science and technology is the place where, macro frame to support science and technology innovation in the science and technology to implement national policy.

PurposeUnder the background of economic and technological globalization, all countries will pay attention to science and technology innovation policies. At this time, the era of innovation policy plays an important role. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, earnestly innovate development concepts and strengthen the key supporting role of scientific and technological innovation for social development.Design/methodology/approachThe research will make an in-depth study on the policy of scientific and technological innovation, take the change trend of the number of laws and regulations and the analysis of the basic content as the entry point, and classify it from five different aspects, such as the policy of scientific and technological system and mechanism, the policy of financial guidance, the policy of technological innovation of enterprises, the policy of scientific and technological talents, and the policy of intellectual property.FindingsThrough the comparison of the development history of science and technology policies at home and abroad, the development history of science and technology innovation policies under the special national conditions of China is obtained. Combining with the relevant basic theories of science and technology innovation system, designing from the publishing department, main content, and implementation subject, constructing a synergistic science and technology innovation system of “government, industry, university and research,” and forming an “integration of supply and demand” technology innovation framework will guide the development of China's science and technology innovation in the future.Originality/valueThe authors construct the policy framework of science and technology collaborative innovation based on the concept of science and technology innovation policies. The framework has realistic significance for its future development.

Purpose Science and technology innovation policy has important strategic significance with respect to the promotion of an innovation orientation in our country, and the classification and measurement of regional science and technology innovation policy urgently require research attention. Design/methodology/approach In this paper, we use text mining and principal component analysis to analyze the classification and measurement of technology innovation policy based on data obtained from Zhongguancun Science Park. Findings The empirical results indicate that regional science and technology innovation policy can be divided into four types: authoritative, guiding, urgent and periodical. The key measurements are function type, intensity, resource supply, funding level and funding effectiveness. Originality/value A comparative analysis is performed to investigate the different types of regional science and technology innovation policy measurement. Additionally, the study’s limitations are discussed, and future research directions are proposed.

Roadmapping has long been regarded as a practical tool for supporting decision-making for science and technology innovation and it has received recent attention for its potential use in responses to uncertainty. Indeed, roadmapping enables forward-looking strategy making and thus helps to reduce uncertainty. Accordingly, numerous studies have been conducted to propose new approaches to roadmapping for a wide range of contexts, including the data-driven and expert-based approaches. Although these two main approaches have distinct advantages and disadvantages, few previous studies have focused on how to integrate them into roadmapping to better support decision-making related to science and technology innovation. To address this research gap, this study investigated how to integrate data-driven approaches with expert insights during roadmapping. For this purpose, a workshop-based roadmapping method was combined with data-driven methods to test this approach in the context of technology planning for the automobile industry. An ethnographic approach was used to collect data on when, where, and how data analysis must be conducted to support experts’ discussions. The research findings open a discussion regarding how to integrate data-driven methods with expert insights during roadmapping based on the trade-offs between the two types of data, that is, hard data for data-driven methods and soft data from expert insights, and suggest possible opportunities for future roadmapping developments.
