The Southern Alps, in particular the Canton Ticino, is the region of Switzerland that is most affected by the phenomenon of forest fires. Therefore, the cantonal authorities are continually confronted with problems of prevention, fire fighting and mitigation of the effects of forest fires. In this article forest fire management in Canton Ticino is analyzed in historical terms, verifying in particular the impact of the methods used and the improvement of technology addressing the frequency of events and the extent of burned surfaces. In this way it has been possible to show how a few structural measures (better organization of fire fighting crews and equipment, introduction of aerial fire fighting techniques, electrification followed by construction of shelters along railway lines, etc.) have rather reduced the extent of burned surfaces, while legislative measures such as restrictions of open fires help to reduce the number of forest fires.

The over-representation of crime is a prevalent occurrence in the media; so too is the under-representation of certain types of victims of crime. The purpose of the current study is to explore the role that characteristics of homicide victims play in the presentation and prominence of a news story. The study uses a sample of 3,998 newspaper articles on homicide from the Vancouver Sun to assess the relationship between victims who are cumulatively portrayed as more ‘sympathetic’ and structural measures of prominence in newspapers (placement on the front page, inclusion of a photograph, length of article). The findings reflect a statistically significant relationship between victim characteristics and prominent placement of a news article. Practical implications are discussed in relation to how disproportionate reporting of marginalized victims contributes to, reinforces and reproduces further marginalization in society and by law enforcement.

Abstract. One common approach to cope with floods is the implementation of structural flood protection measures, such as levees or flood-control reservoirs, which substantially reduce the probability of flooding at the time of implementation. Numerous scholars have problematized this approach. They have shown that increasing the levels of flood protection can attract more settlements and high-value assets in the areas protected by the new measures. Other studies have explored how structural measures can generate a sense of complacency, which can act to reduce preparedness. These paradoxical risk changes have been described as levee effect, safe development paradox or safety dilemma. In this commentary, we briefly review this phenomenon by critically analysing the intended benefits and unintended effects of structural flood protection, and then we propose an interdisciplinary research agenda to uncover these paradoxical dynamics of risk.

Drought flow as the minimum flow rate required for restoration of the Mokgamcheon stream was calculated by the Storm Water Management Model (SWMM) V.5.0. The adequacy of drought flow to guarantee the minimum ecological environment was assessed using suitable low-flows not exceeding the maximum pollution concentration of the ecosystem calculated by Design FLOWs (DFLOW) V.4.1. Fish flows, which provide proper ecological habitat for fish, were calculated using Physical HABitat SIMulation (PHABSIM) V.1.5.2 to provide proper ecological habitat for target fishes such as Carassius auratus and Zacco platypus. The monthly expected instream flows were determined as the largest value between drought flow and fish flow. In most cases, instream flows were determined by drought flows exceeding fish flows that satisfy the condition of species habitat, but in the case of Carassius auratus, drought flows were less than fish flows in April, September, and October. Thus, structural measures for the supply of additional discharge were required. Instead, when natural environment-friendly instream structures, such as stepping stones were used, affordable ecological restoration that met the preferred conditions for discharge and depth of Carassius auratus was possible. The stepping stones were assessed using River2D V.0.95a to measure their effectiveness compared to other structural measures that would be costly and time-consuming to secure shortage of fish flow. Finally, the stability of the habitat was assessed through flood analysis; in case of a flood discharge of 5.2 m3/s obtained from time-series analysis, it was evaluated that the stability of habitats could be reasonable.

In the Netherlands, nutrient emissions from intensive animal husbandry have contributed to decreased species diversity in (semi) natural terrestrial and aquatic ecosystems, pollution of groundwater, and possibly global warming due to N2O emissions. This paper presents the results of a modelling study presenting the impacts of both structural measures and improved farming practices on major nitrogen (N) fluxes, including NH3and N2O emission, uptake, leaching, and runoff, in the Netherlands, using input data for the year 2000. Average annual fluxes (Gg N year–1) for the year 2000 were estimated at 132 for NH3emission (160 Gg NH3year–1), 28 for N2O emission, 50 for N inflow to groundwater, and 15 for N inflow to surface water at a total N input of 1046. At this input, nitrate (NO3) concentrations in groundwater often exceeded the target of 50 mg NO3l–1, specifically in well-drained sandy soils. The ammonia (NH3) emissions exceeded emission targets that were set to protect the biodiversity of nonagricultural land. Improved farming practices were calculated to lead to a significant reduction in NH3emissions to the atmosphere and N leaching and runoff to groundwater and surface water, but these improvements were not enough to reach all the targets set for those fluxes. Only strong structural measures clearly improved the situation. The NH3emission target of 30 Gg NH3year–1, suggested for the year 2030, could not be attained, however, unless pig and poultry farming is completely banned in the Netherlands and all cattle stay almost permanently in low emission stables.
