Problem setting. Aspects of leadership have been studied throughout the entire history of humanity, and since the 80s of the 20th century it has become a subject of systematic research of various sciences, scientific investigations of ways and means of development of leadership qualities of a person have been carried out [25, p. 73]. The phenomenon of leadership is extremely rich in its manifestations and functions and depends on historical epochs, types of political systems, specific situation, peculiarities of leaders and their constituents and other factors [25, p. 76].Accordingly, during the critical period in the development of the Ukrainian society, the old principles of governance lose their efficiency and stop to work. It becomes difficult to exercise leadership in a world where creativity is valued more than diligence, indicating a change in the nature of the leadership phenomenon. Taking into account that Ukraine is currently in a zone of turbulence, there is an urgent need to improve approaches to human resource management in the system of public authorities. Therefore, aspects of enhancing the effectiveness of management and leadership in the public service are still gaining relevance in further research.In our publication we will focus on our own thoughts on the development of leadership in general and leadership in public service on the basis of analysis of the source base of scientific research on leadership.Recent research and publications analysis shows that the problem of leadership in public administration is constantly in the sight of the scientists who are trying to grasp all edges of the leadership phenomenon. However, this topic is still more thoroughly designed and developed by foreign scientists, among them: A. Adler, K. Lewin, R. Bales, R. Tannenbaum, I. Weschler and F. Masaryk, P. Drucker, F. Fiedler, V. Vroom, F. Yeatton, M. Mescon, P. Hersi and C. Blanchard, W. Bass, Conger and R. Kanungo, A. Fllley, R. House, S. Kerr, B. Chester, C. Shrishame, F. Fiedler and others. The scientific paths of formation and development of leadership were also studied by native scientists. These include T. Vasylevska, N. Honcharuk, I. Hrishchenko, S. Derzhanovska, A. Kliuchnikov, A. Lipentsev, L. Pashko, A. Pakhariev, T. Pidlisna, L. Prykhodchenko, A. Rachynskii, I. Surai, S. Seriohin, V. Tolkovanov, P. Khaitov and others. At the same time, the leadership of the civil service was repeatedly emphasized by NAPA (National Academy for Public Administration) scientists O. Parkhomenko-Kutsevil, O. Piddubchak, V. Poberezhnaia, N. Popadiuk, P. Sydorenko, R. Storozhev, S. Chernova, S. Haiduchenko, and others. Some positions of works of these scientists are used in the further for substantiation of own understanding of leadership.At the same time, the largest Google search engine for the query «leadership in public administration» (status 23.08.2021) received 558,000 links, which indicates that the concept of leadership is very popular. We have reviewed a few of them that are relevant to our own research [6, p. 35].Highlighting previously unsettled parts of the general problem. The research of leadership development in the public service is of particular relevance for modern Ukrainian society. Accordingly, the authors studied theoretical and conceptual approaches to the research and development of leadership in public authorities, taking into account the priorities of the “Public Administration Reform Strategies in Ukraine for 2022-2025”, approved by the Cabinet of Ministers of Ukraine of 21 July 2021, №831-p.Aim of the paper. The article aims to reveal theoretical and conceptual approaches to the research of leadership in public authorities in the context of the tasks of scientific support for the implementation of the main goals of the “Strategy for Public Administration Reform in Ukraine for 2022-2025”.Paper main body. Summarizing various definitions, we can define leadership as a type of managerial interaction (in this case – between the leader and followers), based on the combination of different sources of power depending on a specific situation and aimed at motivating people to achieve common goals. In other words, leadership is the relationships of dominance and subordination, influence and direction in the system of interpersonal relations in the group, which lead to the intended goal. However, in socio-political life, the concept of “leader” is often associated with the concept of “manager”. Thereby, serious debates about the similarity or divergence of these concepts take place in the scientific community today. In particular, researchers are trying to reveal who is more required in a modern civil service – a manager, a leader, or a manager-leader? They also try to find out if a specialist can be an informal leader. If yes, how can a manager successfully use such a human resource then?Besides, the practice shows that a manager in public authorities is not always a leader, and a leader is not always a manager. It has also been proven that a manager with managerial skills, who exercised leadership, is more effective. Conclusions of the research and prospects for further studies. Leadership in public authorities is an understudied phenomenon that requires comprehensive research. Comparing the phenomena of leadership and governance within classical management and leadership, it can be argued that leadership involves the ability to lead employees to a common goal, to motivate them to want to do what is necessary.The way to an effective model of public administration management is the systematic development of leadership at all management levels.Development of innovative and service aspects of organizational culture and its management - this is the main task of leaders at all levels in public authorities in the context of the implementation of the “Strategy for Public Administration Reform until 2025”.

As for the civil service in Ukraine, we can identify a number of innovations aimed at improving the performance and ensuring the quality of civil service, namely: separation of administrative and political positions; clarification of the legal status of a civil servant; separation of civil service from political activity; establishing an exhaustive list of persons who are not subjected to the civil service legislation; introduction of a new approach to the classification of civil servants’ positions; a competency-based approach to the selection of candidates for the civil service; defining legislatively common approaches to entry, performance and separation from civil service; improving professional skills and professional training of civil servants, their labor remuneration, bonus payments and encouragement, as well as disciplinary responsibility.  Reforming the civil service legislation has become the most important step towards the public administration reform. Constant changes and amendments to the newly adopted legislation signify about it imperfection. Nevertheless, it should be noted that legislators and reformers are moving in the right direction. The data analyzed in the article show that Ukraine has come a long way from the Soviet civil service legacy. However, it is still in the middle of the road: these achievements must be supported by continuous efforts to render them irreversible and significantly improve the efficiency of public administration. The analysis of the sources in the article shows that the ideal picture of a public servant should correspond to his real perception. In fact, the public perception of civil servants in Ukraine is quite negative, as people see a striking difference between the reality and the ideal mentioned above. It turned out that the public servant, according to public perception, lacked almost all the necessary features. This demonstrates the enormous problems with civil servants in Ukraine due to the mismatch between public perception and the ideal image of a public servant. Thus, statistics show that the majority of respondents (about 70 percent) said that a Ukrainian civil servant is poorly qualified, tends to avoid solving complex cases, impatiently violates the law, demonstrates low respect for customers, is not trustworthy, is biased and interested in his own interests (puts one's own interests ahead of the public), non-result oriented, etc. The article concludes that public service reform in Ukraine should be supported not only by political measures that enhance the professionalism of employees, but also include procedures for changing public attitudes towards them. The negative perception of civil servants can be closely linked to the civil service itself: Ukrainians perceive it as a corrupt and bureaucratic institution that breaks innovation, does not care about cost-effectiveness, and does not perceive positive change.

Problem setting. Public finances, as a particular type of relations in the economic system, are aimed at ensuring the exercise of social interests. Therefore, managerial functions and their efficiency in this sphere are of great importance, as the success of all management activities of the State depends on their effectiveness. The search for strategic horizons able to ensure the success of managerial actions in the public finance sphere, the consolidation of strategic priorities for its development is crucial issues for the progress of the Ukrainian State on the path of progressive transformations.Recent research and publications analysis. Management of state finances is a subject of research of many scientists. In particular, R. Balakin, V. Kudriashov, S. Hasanov, O. Dluhopolskyi, T. Yefymenko, O. Kyrylenko, S. Klimova, H. Kotina, I. Malyi, O. Moldovan, and others dealt with these issues. The analysis of their publications allows us to define future ways for developing and reforming the system of state finances. At the same time, the concept of public finances versus state ones is much broader. Therefore, it requires a deeper and more detailed approach for substantiation of ways and strategies for improving the management of public finances in current conditions.Highlighting previously unsettled parts of the general problem. The article aims to substantiate the development of strategies for improving the management of public finances, taking into account modern challenges and development of the Ukrainian State, based on the research of peculiarities of the existing strategies for public finance management, analysis of the problems related to the distribution and redistribution of state funds. Paper main body. The sphere of public finances is regulated by a number of normative documents that define strategic directions for its development. First of all, we should mention the Public Administration Reform Strategy of Ukraine for the period up to 2021, which aims to improve public administration, including the system of state finance management. The Cabinet of Ministers of Ukraine approved the Public Administration Reform Strategy of Ukraine for 2022-2025 and adopted the Action Plan for its implementation. This normative document accentuates ensuring the construction of a capable service and digital State in Ukraine, which safeguards citizens’ interests on the basis of European standards and experience. The peculiarities of public finance management in the system of public administration, its aim and objectives, were determined in the Public Finance Management Reform Strategy for 2017-2020, approved by the Resolution of the Cabinet of Ministers of Ukraine. However, the goals set in it need further consolidation. It necessitates the adoption of the Public Finance Management Reform Strategy for 2021-2025. The preparation of its final stage was negotiated at the meeting of the Sectoral Working Group on Public Finance Management of the Ministry of Finance of Ukraine in May 2021. A brief overview of the documents that define the strategies for the development of relations in the system of public finances and public administration, in general, gives grounds to assert that there is sufficient normative support in this area in the context of its strategic development. However, a number of problems remained unsolved during the implementation of provisions of the abovementioned strategies. Nowadays, there is a need in Ukraine to improve the management of public finances, especially in the use of budget funds, to perfect functional responsibilities of public authorities, and to search for new strategic approaches to the use of public sector financial resources to ensure the sustainable development of the national economy.One of the crucial directions for solving these problems is the introduction and implementation of the Strategy for the Development of the Public Finance Management System of Ukraine, which should become an effective tool for regulating relations in the public finance sphere and a means of influencing the consistency and effectiveness of reforms in it.It is necessary to adopt a medium-term Fiscal Consolidation Strategy based on the predominance of reducing spending over increasing revenues of the State. The Strategy should be adopted in terms of state budget execution, taking into account fiscal efficiency.In the conditions of growing informatization of the society, automation of all processes, and digitalization of the economy, it is necessary to form a Strategy for automation of the system of public finance management, which should become an effective tool for ensuring the improvement of the investigated sphere.All strategies for improving public finance management should be based on the principles of transparency of public authorities, stability and sustainability of the budget in the long run, budgeting effectiveness, fairness and efficiency of the system of inter-budget relations, consolidation of the budget process. The active use of the latest information technologies leading to the improvement of financial management and coordination of managerial activities of public authorities should accompany the implementation of strategies. Conclusions of the research. In the system of public finances, there is a sufficient number of normative documents that determine strategic directions for its development. However, mostly all of them regulate the peculiarities of the functioning of the sphere of state finances, while public finances is a broader concept than the state ones. Therefore, this shortcoming, along with the objective need to search ways for further development of the sphere of public finances, taking into account current realities, necessitates the development and adoption of a number of strategies that will determine directions for the improvement of public finance management.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Public administration reform, better known as the New Public Management - NPM, which began in the mid-1970s, had a key impact on the development of modern public administration. The NPM emphasizes the economic values of public administration, to the detriment of its other values. Public Private Partnership- PPP is one of the basic elements of NPM doctrine. PPP is a partnership between the public and private sector that aims to provide a service traditionally provided by the public sector. An integral part of every PPP is the Value for Money methodology. The “Value for money”- VfM method emerged in this process of public administration reform, first in the UK. The document of the British Government Private Finance Initiative (PFI) from the year 1992, presented the basis for the creation of a new so-called “Venture”, which at that time was called a joint venture, and which is today known as PPP. PPP is a relatively new institute that has existed in the Republic of Serbia since 2011. In this paper, we will deal with the application of the VfM methodology in PPP projects related to street lighting in the Republic of Serbia, and try to give answer about social and economic justification of PPP and potential economic savings that can be achieved in the public sector through the implementation of PPP. At the present time, when there is more and more talk about the need for environmental protection, sustainable development and energy efficiency, PPP projects can have an increasing importance in this area. For this reason, we have limited the application of VfM methods in PPP projects in the Republic of Serbia only to street lighting projects which provide the mentioned goals.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». The chapter sketches a way out of the privatized state, by defending certain constitutional limits on privatization. It articulates, in broad terms, some policy proposals for rebuilding a more democratic and representative system of public administration, such as an educational program for the civil service. It also emphasizes how the education of the civil service should share many of the features of the civic education of citizens. The chapter discusses proposal concerns the introduction of democratic practices within the administrative state through arrangements like codetermination. It examines the purpose of arrangements that strengthen the democratic legitimacy of the administrative state and the citizens' trust in it without compromising its independence from undue political pressures.
