AbstractThe sustainability agenda has evolved around a set of interconnected dilemmas regarding economic, social, and environmental goals. Progress has been made in establishing thresholds and targets that must be achieved to enable life to continue to thrive on the planet. However, much work remains to be done in articulating coherent theoretical frameworks that adequately describe the mechanisms through which sustainability outcomes are achieved. This paper reviews core concepts in the sustainability agenda to develop four propositions on integrated sustainability that collectively describe the underlying mechanisms of sustainable development. We then advance a framework for integrated sustainability and assess its viability through linear regression and principal components analysis of key selected indicators. The results provide preliminary evidence that countries with institutions that enable cooperation and regulate competition perform better in attaining integrated sustainability indicators. Our findings suggest that institutional design is important to sustainability outcomes and that further research into process-oriented mechanisms and institutional characteristics can yield substantial dividends in enabling effective sustainability policy.

AbstractThe paper proposes an agent-based evolutionary ecological-economic model that captures the link between the economy and the ecosystem in a more inclusive way than standard economic optimization models do. We argue that an evolutionary approach is required to understand the integrated dynamics of both systems, i.e. micro–macro feedbacks. In the paper, we illustrate that claim by analyzing the non-triviality of finding a sustainability policy mix as a use case for such a coupled system. The model has three characteristics distinguishing it from traditional environmental and resource economic models: (1) it implements a multi-dimensional link between the economic and the ecological system, considering side effects of production, and thus combines the analyses of environmental and resource economics; (2) following literature from biology, it uses a discrete time approach for the biological resource allowing for the whole range of stability regimes instead of artificially stabilizing the system, and (3) it links this resource system to an evolving, agent-based economy (on the basis of a Nelson-Winter model) with bounded rational decision makers instead of the standard optimization model. The policy case illustrates the relevance of the proposed integrated assessment as it delivers some surprising results on the effects of combined and consecutively introduced policies that would go unnoticed in standard models.

The first part of the paper is devoted to the monetary indicators of social welfare. It is shown which methods of quantitative estimating the aggregate wealth and well-being are available in the modern economic theory apart from the traditional GDP measure. The limitations of the methods are also discussed. The author shows which measures of welfare are adequate in the dynamic context: he considers the problems of intertemporal welfare analysis using the Net National Product (NNP) for the sustainability policy and in the context of concern for well-being of the future generations.

The m-Governance framework of auniversity aims to utilize the massive reach of mobile phones and harness the potential of mobile applications to enable easy and round the-clock access to the services of its affiliated institutions.  In the current mobile age there is need for transforming e-governance services to m-Governance as m-Governance is not a replacement for e-Governance rather it complements e-Governance. With this unparalleled advancement of mobile communication technologies, universities are turning to m-governance to realize the value of mobile technologies for responsive governance and measurable improvements to academic, social and economic development, public service delivery, operational efficiencies and active stakeholder engagement. In this context the present study, aims to develop and validate a m-governance framework of a university by extending Technology Acceptance Model (TAM) with its prime stakeholders so called the Heads of the affiliated institutions. A survey instrument was developed based on the framework and it was administered with 20 Heads of the affiliated Institutions. The results also showed that the Heads of the affiliated Institutions expressed their favorableness towards m-governance adoption.

To date, there have been a number of studies that have examined how policies move from one jurisdiction to another. However, few of these studies have examined the micro-interactive effects of actors. This is necessary to understand how actors shape outcomes over time. The aim of this paper is to engage with this micro-level literature through an empirical study of policy transfer in the field of architectural norms in hospital construction in post-Soviet states. To do this, we generate several theoretical assumptions to link the transfer literature to wider debates in the governance framework. The goal is to discover how the power of actors interacts in the policymaking processes to influence outcomes over time and in light of learning. What we hope to do is bring the interactive and dynamic effects that occur between agents attempting to shape the transfer process back into the transfer picture. The aim is to show that power flows and that these flows alter the shape and outcome of the transfer process.

This article outlines a “strong” theoretical approach to sustainability literacy, building on an earlier definition of strong and weak environmental literacy (Stables and Bishop 2001). The argument builds upon a specific semiotic approach to educational philosophy (sometimes called edusemiotics), to which these authors have been contributing. Here, we highlight how a view of learning that centers on embodied and multimodal communication invites bridging biosemiotics with critical media literacy, in pursuit of a strong, integrated sustainability literacy. The need for such a construal of literacy can be observed in recent scholarship on embodied cognition, education, media and bio/eco-semiotics. By (1) construing the environment as semiosic (Umwelt), and (2) replacing the notion of text with model, we develop a theory of literacy that understands learning as embodied/environmental in/across any mediality. As such, digital and multimedia learning are deemed to rest on environmental and embodied affordances. The notions of semiotic resources and affordances are also defined from these perspectives. We propose that a biosemiotics-informed approach to literacy, connecting both eco- and critical-media literacy, accompanies a much broader scope of meaning-making than has been the case in literacy studies so far.
