My research explores the question: how can theorists better understand the ways in which planning technologies are used by municipal planners? In the case-study municipality, a recently introduced web-GIS technology had little demonstrable success in attaining two of its stated goals: enabling increased public access to municipal geographic information and encouraging planners to produce their own maps. My research links these outcomes not only to the technologies themselves, but to organizational structure and human agency. Planners and planning theorists can gain additional insight into the impact of planning technologies through closer attention to the process through which planners come to use information technologies and the way this process both alters and is constrained by existing organizational constraints, including previously adopted technologies.

The development of software in radiation oncology departments has seen the increase in capability from the Record and Verify software focused on patient safety to a fully-fledged Oncology Information System (OIS). This paper reports on the medical aspects of the implementation of a modern Oncology Information System (IMPAC MultiAccess®, also known as the Siemens LANTIS®) in a New Zealand hospital oncology department. The department was successful in translating paper procedures into electronic procedures, and the report focuses on the changes in approach to organisation and data use that occurred. The difficulties that were faced, which included procedural re-design, management of change, removal of paper, implementation cost, integration with the HIS, quality assurance and datasets, are highlighted along with the local solutions developed to overcome these problems.

For the last few decades there has been growing interest in making more integrated business decisions across larger segments of the logistic and distribution networks. Modern information technology is allowing this idea to be implemented, but there is need to develop a way of effective use of information technologies that support this business direction. In this paper a methodology to assist distribution networks reengineering with the aim of integrating logistic processes within the distribution supply chain has been promoted. The emphasis of methodology is on the business processes modelling and reengineering in the distribution network. Finally, this paper presents an oil company case study to illustrate how the methodology can be applied in practice. As a part of the Strategy for modernization, customs administrations face a need for the introduction of new communication information technologies (ICTs) that builds on a long and successful European history on technology and innovation. Hence, apart from compliance of legislation that prescribes customs procedures, customs authorities face important decisions regarding design and implementation. In that context, this empirical research explores the extent to what digitalization of the Customs Administration of Serbia can improve the customs transit performances, in terms of enforcement of trading policy, without applying certain managerial tools, such as process thinking in lean innovation. The final data analysis of the research indicates that managing the organization through the functional units, rather than the processes, and without applying lean principles to the digital transformation initiative would not completely standardize the customs transit procedure.

This case study illustrates how the leaders of a small, rural hospital were able to successfully introduce and institutionalize a strategic change in information technologies. Our work briefly reviews strategic change leadership and common theories of innovation and governance. We then present a case study investigating how a hospital’s top management team used managerial discretion to create and institutionalize a strategic information technology (IT) innovation.

The disruptive growth of new information technologies is transforming the dynamics of citizen communication and engagement in the urban context. In order to create new, smart, inclusive, and transparent urban environments, the city governments of London and Madrid have implemented a series of innovative digital applications and citizen communication channels. Through a case study approach, this research assesses the best practices in the field of digital communication and citizen engagement implemented by London and Madrid, with a particular focus on the profile, content, and functions of these new channels. The results of this research are intended to identify relevant new dynamics of interaction and value co-creation for cities and their residents.

The smart grid is a new paradigm that enables highly efficient energy production, transport, and consumption along the whole chain from the source to the user. The smart grid is the combination of classical power grid with emerging communication and information technologies. IoT-based smart grid will be one of the largest instantiations of the IoT in the future. The effectiveness of IoT-based smart grid is mainly reflected in observability, real-time analysis, decision-making, and self-healing. A proper effectiveness modeling approach should maintain the reliability and maintainability of IoT-based smart grids. In this chapter, a multi-agent-based approach is proposed to model the architecture of IoT-based smart grids. Based on the agent framework, certain common types of agents are provided to describe the operation and restoration process of smart grids. A case study is demonstrated to model an IoT-based smart grid with restoration, and the interactive process with agents is proposed simultaneously.

Background Leveraging the affordances of technology to enhance human immunodeficiency virus (HIV) prevention efforts has become an increasing public health priority. Grounded in a case study examining the role of networked information technologies in reshaping the HIV prevention landscape for gay men in San Francisco and Vancouver, this article proposes that HIV prevention has become informationalized. Analysis  The informationalization of HIV prevention is a convergent and participatory process where networked information technologies not only mediate but also produce HIV risk subjectivities, discourses, and practices in ambivalent ways.Conclusion and implications  This article argues that although informationalization creates many important opportunities to revitalize HIV prevention, the binary logic of data and code can unwittingly reproduce hierarchies of guilt/innocence and perpetrator/victim that pose challenges for community-based HIV advocacy efforts.Contexte  L’utilisation des dernières technologies pour contrer le virus de l’immunodéficience humaine (VIH) est devenue de plus en plus prioritaire en santé publique. Cet article se fonde sur une étude de cas portant sur comment les technologies de l’information en réseau ont modifié la prévention du VIH parmi les hommes gais à San Francisco et Vancouver. L’étude suggère que dans ces circonstances la prévention du VIH est devenue informationnalisée. Analyse  Cette informationnalisation est un processus convergent et participatif où les réseaux informationnels ne font pas que transmettre les subjectivités, pratiques et discours relatifs au risque du VIH mais aussi produisent ceux-ci de manières ambivalentes.Conclusions et implications  Cet article soutient que, bien que l’informationnalisation crée de nombreuses occasions pour améliorer la prévention du VIH, la logique binaire de « données » et « codes » peut par inadvertance reproduire certaines hiérarchies (culpabilité/innocence, agresseur/victime) qui entravent les efforts de la communauté pour prévenir le VIH.
