The Global Educational Policy Field and National Education Policymaking in Pakistan

<p><strong>Bahasa Indonesia:</strong></p><p>Sebagai<strong> </strong>lembaga pendidikan Islam asli Indonesia, pondok pesantren sudah menunjukkan keberhasilan dalam menjaga eksistensi diri. Sejak zaman sebelum merdeka sampai orde reformasi, pesantren semakin diakui keberadaannya dalam perundang-undangan Indonesia, terutama terkait pendidikan. Sebagai lembaga pendidikan Islam, pesantren memiliki unsur kyai, santri, pondok, masjid, metode pembalajaran dan kitab kuning. Variasi pondok pesantren menjadi salafiyah dan khalafiyah. Namun keduanya tetap memakai ketiga metode pembelajaran, yaitu sorogan, bandongan dan wetonan. Kurikulum pesantren merupakan alat untuk mencapai tujuan pendidikan, sekaligus sebagai pedoman dalam pelaksanaan pendidikan yang mencerminkan pandangan hidup bangsa. Lingkungan kebijakan pendidikan adalah ruang lingkup yang berada pada lingkungan dari sistem pendidikan tersebut, baik terpusat maupun bersifat lokal. Masalah dan agenda kebijakan pendidikan terdiri dari isu-isu yang sedang dibahas serius dalam hubungan domain kebijakan di bidang pendidikan. Sistem dan prosedur perumusan kebijakan pendidikan meliputi fungsi alokasi, fungsi inquiri dan fungsi komunikasi. Kajian metodologi dalam kebijakan pendidikan tidak dapat dipisahkan dengan pembahasan mengenai subtansi pendidikan itu sendiri. Pondok pesantren –meskipun merupakan model pendidikan asli pribumi- namun dalam dinamikanya selalu tidak dapat lepas dari kebijakan pendidikan secara nasional.</p><p> </p><p><strong>English:</strong></p><p>As a native Islamic educational institution in Indonesia, Pesantren has showed its success in preserving its existentialism. From the colonial period to the reformation period, Pesantren is getting more recognition in Indonesian legal system, particularly in the act of national education. As an Islamic educational institution, Pesantren has several element in its body, such as the kyai (the orthodox teacher), santri (the disciples), pondok, (the dorms), mosque, teaching methods, and kitab kuning (the yellow scriptures). The Pesantren has the salafiyah and khalafiyah as the variants. However, both of them implement the same teaching methods such as sorogan, bandongan, and wetonan. The Pesantren curriculum is a way of achieving educational goals and a direction of education with nation philosophies. The educational policy area in the Pesantren education exists both in national and local level. Issues and policy of education consist of actual problems in educational policy domain. The system and procedure of educational policy making involves several functions, such as allocation, inquiry, and communication. Methodological discourse in educational policy cannot be separated from the discourse of education itself. Pesantren –despite as a native educational system- cannot be separated from the dynamics of national education policy.</p>

As the introductory to the Special Issue reviewing the Draft National Education Policy (NEP), 2016, the article seeks to provide a theoretical framework of critical political economy in examining the context, compulsions, quality implications, and social consequences of the policy document. It mentions certain social theories that compliment the framework of critical political economy by explaining subtleties in the inter-relationship between the economy and educational policy. As background factors essential for a critique of the policy document the special demographic situation, features of national socio-economics, the problem of low GER, dominance of Techno-capitalist Knowledge Economy on the educational policy, and the possible consequences have been summarised. A very brief statement of the purport of articles that make the Special Issue is given at the end.

The article is devoted to the key subjects of educational policy, on which the quality of the educational sphere depends. One of these subjects is teachers of higher educational institutions as a special social group, which has a leading role in shaping the intellectual, professional and scientific potential of society. A lot of research is devoted to the problems of teachers, but the issues of their self-identification remain relevant and, at the same time, insufficiently studied. The capacity of narrow professionals to solve the complex tasks of social life is insufficient. Another key subject of educational policy is the state as a guarantor of quality higher education. In most European countries, the state, due to historical traditions and resources, remains the main guarantor of the national education system. In the article, on the basis of our own sociological studies conducted in one of Moscow universities among teachers and students, as well as a secondary analysis of sociological research data conducted in a number of regions and universities of the country, some problems were identified that prevent the creation of an effective management model in the field of education.

Education is one of the essential components in developing a scholarly society capable of facing the demands and challenges of the twenty-first century. Education policy refers to the principles of government policymaking in the educational sector and the set of laws and norms that govern the operation of the educational system. It focuses on the effects of educational policy decisions and alternatives in the real world. It investigates the link between educational policy and practice. Even though our educational system has shortcomings, we are improving daily. Bangladesh is fully committed to the EFA goals, the Millennium Development Goals, and universal declarations. Every child between the ages of six and eighteen is entitled to free education under Article seventeen of the Bangladesh Constitution. As a result, the "National Education Policy 2010" was created using the incremental model of one of the most used public policy frameworks. The government makes incremental public policy decisions based on earlier actions. All of the model's functions are divided into distinct groups. Our educational system underwent significant changes over a long period. The incremental model's important aspects are time progression and social demand.

La obra sistematiza el recorrido desde el surgimiento del campo en Política Educativa y convoca a discutir sobre la categoría epistemologías de la política educativa, término acuñado por César Tello. Se plantea la necesidad de repensar las investigaciones y así transformar la información en conocimiento significativo para el conjunto de la comunidad. El libro abre el debate y da pie a la reflexión sobre el lugar de la investigación en política educacional. AbstractThe book Epistemologies of educational policy: positions, perspectives and approaches addresses different positions and reflections by researchers, whose overall purpose is to epistemologically debate the educational policy field and contribute to the development and analysis of different perspectives and positions with which the researchers perform their investigations in the region. The work systematizes the trajectory from the emergence of the field in education policy and summons a discussion on the category epistemologies of education policy, a term coined by Carlos Tello. This raises the need to rethink, research, and transform information into meaningful knowledge for the whole community. This paper aims to present the right to submit a petition as an option of direct parent participation in the process of developing educational policy. The issues addressed are in line with reconstruction of the knowledge on the possibilities of involving citizens in developing educational policy as well as show one of the forms of activities addressing the idea of participation (the right to petition). A critical analysis of the discourse provides the scientific perspective used to collect and interpret the empirical material. The analysis has covered petitions submitted by parents to the Ministry of National Education (MEN) in 2020. The study results consistently show that parent participation in the education in Poland is still of occasional and postulatory nature.

This article emerges from a research that aims to reflect and understand the limits and contributions of the National Education Plan 2014-2024, in the process of producing teacher education policies. The research is qualitative in nature, with bibliographical and documentary focus. It presents an analysis of an educational policy for planning: National Education Plan (2014-2024) and legal acts sanctioned after its promulgation, Resolution 2 of July 1, 2015 and Decree 8,752 of May 9 of 2016; so as a method of analysis we opted for the content analysis proposed by Bardin (1977). The PNE envisaged new paths, fueling hope for the implementation of a training policy, aiming at a quality public education. The analysis of the documents made it possible to know the directives of teacher education policies, broadening the debate and understanding of the achievements and challenges that are presented in relation to the current political and economic crisis context.
