The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

Spatial sustainable development planning and providing is a very responsible process. During the process, many spatial development planning documents for specific different time periods on different planning levels are being developed. However, there are only slight differences between the spatial development planning in many European countries where few of them can notice more than the others. Latvia and England, two European Union countries, which had some significant changes in legislation regarding spatial development planning in 2011, were selected for the comparison. The research aims to evaluate similar and different aspects of spatial development planning in Latvia and England. To achieve the aim, the information on spatial development planning tendencies in both countries, legislation, development order of planning documents and other aspects. The result is a comparison of different and similar aspects of spatial development planning in Latvia and England.

Many industries are labor-intensive and energy- and resource-consuming. A sustainable development plan is necessary for the industries as industrial structures have been changing recently. Taiwan’s shoe industry also has experienced such changes and requires a sustainable product development plan for continuous development. Therefore, this study aims to propose a new method by introducing a model of sustainable product development to facilitate the sustainable development of the industry. By taking air-cushioned casual shoe production as an example, this study suggested the refined Kano quality model for exploring the product attributes that improved the customers’ satisfaction. The refined Kano model that was established with interviews and questionnaire surveys was effective to define the product attributes that contributed to satisfying the customers and understanding their perception of product attributes. In the air-cushioned casual shoe production, the model found function, design, innovation, marketing, and service to be important for manufacturers to develop products with limited. It also suggested the priority be put on the attributes of high value-added quality, key quality, and potential quality. The model helped manufacturers decide which product attributes they need to invest in and develop. The relation of product attributes and consumer satisfaction for a sustainable product development model was also found by using the refined Kano model. The result of this study is expected to apply to various industries for establishing an appropriate sustainable product development model.

This paper focuses on paragraph 16 of Article 148 of the Bulgarian Spatial Development Act, as well as on the need of establishing this new regulation, the means for applying the street regulation provided in the detailed development plan, and the history of development laws in Bulgaria. It considers the new provision in terms of its meaning for better urban planning of settlements and construction of infrastructure necessary for the development of property, such as pavements, streetlights, landscaping, etc. The legal order established by the Bulgarian Constitution is guaranteed through meeting the requirement for public interest and the principle of proportionality under alienation of private property for the purpose of applying street regulation.

The complex spatial and economic planning of development of territorial communities on the conditions of their combination which will promote effective management of territories and ensure integrated sustainable development of territories for the future generations is investigated. The peculiarities of the legislation on new provisions of spatial and economic planning of territorial communities are covered, the main approaches to the development of the Comprehensive Spatial Development Plan of the Territory of Territorial Community, the Concept of Integrated Development of the Territorial Community and the Territorial Community Development Strategy are compared. The scheme of connections of elements at formation of the specified Comprehensive Plan, Concept and Strategy is constructed. The legislative level acceptance of the provisions on joint approaches to the formation of key documents of spatial and economic planning of territorial communities, the unity of land management documentation and urban planning documentation at the local level is established. It is shown that the Concept of Integrated Development of the Territorial Community is the basis and a certain “bridge” for combining the principles and indicators in the formation of the Comprehensive Spatial Development Plan of the Territory of Territorial Community and the Territorial Community Development Strategy. The formation of the Concept is proposed to be carried out on the basis of preliminary conceptual and structural modeling of endogenous potential of territorial communities that will establish the features of the existing potential by its elements (natural resources, production and infrastructure, labor, socio-cultural, etc.) that have a place in each community depending on its specific and general characteristics. It is proved that the modeling of the potential of territorial communities is carried out on the basis of establishing, integrating, uniting, combining, interpenetrating of connections and dependencies in the present time and their interpretation (design, transfer) to the appropriate time perspective (five, ten and more years).

The Chinese government is undergoing a major reform. The current core task of new Ministry of Natural Resources (MNR) is to establish a national territorial spatial planning system (NTSPS). Urban agglomeration has become a main body in NTSPS. China’s new urbanization strategy identified 19 key development areas of urban agglomerations (UA), but the land development path is not clear. Due to the lack of research on the land development intensity evaluation (LDIE) of urban agglomerations, this study applied a GIS-based, multi-criteria method for LDIE to the Shandong Peninsular urban agglomeration (SPUA). Evaluation indices were determined for three factors (development intensity, supporting capacity, and utilization efficiency) that comprise the discriminant model of the three-dimensional matrix method, which was used to establish the method for this topic and demonstrate the accuracy of the land spatial development intensity. This empirical study on the SPUA indicated that, overall, the average indices for development intensity, supporting capacity, and utilization efficiency in the study area are 0.40, 0.34, and 0.55, respectively. Using the three-dimensional matrix discrimination model, three zones of development intensity were identified: key, stable, and restricted development zones. The threshold values for construction land growth in the eight cities of the SPUA were obtained. The findings provide a theoretical reference and guide for the practical application of LDIE as well as a scientific basis for sustainable land development and utilization.

Since the 20th century, the deterioration of the ecological environment around the world has challenged urban space construction. With the development of urbanization, the consumption of resources and energy has increased, the level of biodiversity has decreased, environmental pollution is approaching the critical level, and the contradiction between human habitat activity and ecological environment has become increasingly prominent. The sustainable development of urban space along with its economic and social benefits, taking into account the quality of life and ecological environment, has become a new and important subject that needs to be explored. In this study, the indices of the evaluation system for sustainable urban spatial development in regions with underdeveloped economies but rich in ecological resources are arranged in sequence through the systematic coupling analysis of collaborative evaluation information and a quantitative analysis. The influences of urban space elements on sustainable urban development are disclosed. On the basis of the generated data, an evaluation system for sustainable urban spatial development with a complete set of information is proposed. The proposed system is applicable to urban spatial development evaluation in regions in China with underdeveloped economies but rich in ecological capital. First, the basic concept of system coupling is introduced, and a coupling relationship between urban sustainable development and urban space is proposed. Second, the elements of urban space and the sustainable development in the Qin-Ba mountain area are extracted, and the precedence diagram method is used to construct a sustainable evaluation system for urban space development in the Qin-Ba mountain area. Third, the sustainable evaluation process of urban spatial development is proposed. Finally, the sustainable evaluation system for urban spatial development in the Qin-Ba mountain area is applied to evaluate the urban spatial development in Shangluo, Qin-Ling Mountains, China. The results show that, among the investigated 14 indicators, the proportion of industrial land use mainly influences sustainable urban spatial development. As for the rest of the index factors, per capita green land area and green coverage ratio of built-up areas, per capita urban construction land area, proportion of forestry area, greening rate of built-up areas, total industrial dust emission density, proportion of cultivated area, and average volume fraction of residential areas are the secondary influencing factors of sustainable urban spatial development. The evaluation system in this research is constructed with the three aspects of “green coordination”, “green development”, and “green sustainability” of sustainable urban spatial development, and it complements the evaluation contents of urban–rural ecological space coordination, land resource protection, and green development community, and so on. The conclusion of this study not only can provide a useful reference for urban spatial development planning for underdeveloped ecological capital areas of China but also can provide a theoretical basis for the management and control policy of sustainable urban spatial development.

Abstract This publication describes a mechanism for shaping the policy of spatial development, the final outputs of which are local land development plans determining the spatial distribution of objects of different environmental and economic functions. Land development plans guarantee a spatial order, which means not only aesthetic qualities, utility, logic, and clarity of spatial structure, but also high usability and effectiveness harmonized with nature, both nationally and locally. Working out such a plan is determined by drawing up many other planning documents. This results from the fact that spatial development should be integrated and comprehensive not only at the local but also at the regional level. What is more, the article presented the results of spatial policy at every stage of deposit management, from a deposit documentation to a post-mining area reclamation, as well as, it discussed issues connected with inadequate protection of the deposits in the planning documents. Documented rock raw material deposits must be included in a study of conditions and directions of commune spatial development (Polish: Studium uwarunkowañ i kierunków zagospodarowania przestrzennego gmin) and in a local land development plan (Miejscowy plan zagospodarowania przestrzennego), and also in voivodeship area development plans. Admittedly, this mention does not protect the deposit from being used for non-mining purposes; still, lack of it might result in failure to obtain the concession for mining of deposits, which is not possible without exclusion of land from the previous use. As for the last phase of mining activity – that is, area reclamation after mining of mineral deposits – such ans area must undergo reclamation and be prepared for development in a way that enables it to function in accordance with the study of conditions and directions of commune spatial development and in the land development plan of the particular commune. This means the necessity of amendments to these documents unless they have already defined target functions of deposit area.
