The relevance of the topic is due to the difficulties that the Russian higher education system is facing today. Higher education together with the education system as a whole constitutes the most important factor in the development of national production. The progress of higher education must meet the requirements of the modern market. The purpose of the article is to identify areas of improvement of the education system, corresponding to promising trends in the development of the labor market. Changes in the modern labor market are changing the role of higher education in the economy. It should create a solid foundation of knowledge and skills of graduates, which will allow them to adapt to the changing labor market and independently develop their careers. The system of higher education of the future should change qualitatively in comparison with the level existing in Russia. The constantly evolving skills required by employers in the modern labor market necessitate a qualitative improvement of university graduates. Highly qualified specialists in any profession of the future should possess not only “hard” skills, but also “soft” skills. The flexibility of the modern labor market requires the appropriate flexibility of the higher education system. Universities should make greater use of new educational technologies to achieve this goal.

Community colleges in the United States have historically held a unique position within the system of higher education because of three characteristics. These characteristics include their doctrine of open access, their consistent affordability in comparison to other higher education options, and courses that are directly applicable to the workforce. However, over the years, contradictions have arisen that compromise the practice of these ideals. Focusing on three policy priorities, this analysis determines how effective community colleges are today in offering students an education that is accessible, applicable to the labor market, and affordable. The concluding points include predictions of what the future of community colleges looks like within the next twenty years.

The article shows that the entrenched orientation of higher education towards the demands of the labor market requires rethinking and adjustment, since in modern conditions it does not guarantee the effectiveness of university’s activities and the ability to meet the challenges of the future. The real basis and guarantee of the university’s success is now the “synchronization” of its development strategy with the historical and epistemological trends in the development of knowledge, its functions and forms of being. In this context, the role and place of techno-science at university and university processes – research, design, and educational – is becoming especially important. It is argued that the current trends in the development of knowledge and science bring to life (and have already provoked) a new “projective-personal” paradigm of education. It is not focused on mastering the maximum academic knowledge (as it has been so far), but on individualizing the trainee’s educational trajectory and mastering the methods of synthesizing knowledge and project activities.

The dominant orientation of the domestic strategy of higher education (standards, competencies) towards the current demands of the labor market slows down and constrains the development processes at universities. The ability and readiness to respond to the challenges of the future is steadily becoming a real basis for the success of higher education institutions in conditions of modern technological and socio-economic changes. Time and situation require taking into account in university strategies not only the demands of the labor market, but also the features of the future and trends in knowledge development. And this, in turn, dictates the need to liberalize the existing education strategy, as well as to “synchronize” the development of the university both with trends and prospects for the development of technologies and infrastructures, and the historical and epistemological patterns of knowledge development, its functions, ways of organization and forms of life.

The authors concentrate their attention on the problem of the future of Russian education in connection with the changes in the classifier of professions. The paper analyzes the prospects for Russian higher education in personnel training in the context of growing technological innovations. In this regard, attention is drawn to two aspects. The first aspect covers the question of how sensitive Russian higher school is to the existing and future changes in the requirements of the employer and the labor market, and in general to the training of graduates. The second aspect is an attempt to connect the impending deformations, social and humanitarian, of professional reproduction with the mission of higher education. The key question reads as follows: can a university change its mission towards solving the social task of overcoming the crisis of “unemployed young people” that is looming along with the growth of technological innovations and the robotization of labor?

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

This research has a singular and notable importance, because if something should concern a Higher Education Institution, it is knowing what is the destiny within society of the human resource trained in its classrooms, that product that the institution delivers to the community who are its graduates and professionals. For the Institutions of Higher Education it is satisfactory on the part of employers, that the training received in the Institution of Higher Education is indicated, that the majority of graduates and professionals are incorporated into the occupational market; that is to say; some exercise their profession and others do it in occupations that do not correspond to their profession, which is justified, being aware that one of the great problems of the contemporary world is undoubtedly the lack of demand for human resources for stable work, which according to Authorized and reliable studies of every 10 people who join the economically active population, only 3 have real possibilities of fully joining the labor market, either in the private or public sector.
