This research was aimed at answering about globalizing challenges citizen, especially young citizen. Teaching and learning in higher education including Citizenship Education is still conventional emphasizing learning process as the process of inculcating the value of smart and good citizen mainly related to the establishment of global competence of citizens. This study uses qualitative approach to explore the meaninful of practices and sciences of Citizenship Education as character education and global competencies of citizens. Practically, this research was expected to provide for practitioners and scientists of education, especially for Citizenship Education as character development courses in college, especially in the formation of global competencies of young citizens.

Chapter 4 starts with a general overview of the teacher-respondents’ reactions to the FBV. It then moves on to describe and analyse the four main school responses to the promotion of FBV identified in the research. These are Representing Britain, Repackaging FBV, Relocating FBV and Engagement with FBV (the latter is discussed in Chapter 5). The first response, Representing Britain, describes the use of symbols and stereotypes traditionally associated with Britain as a mechanism through which to promote FBV. Repackaging describes a ‘business-as-usual’ response where schools absorb the promotion of FBV into their existing practices. Relocating describes the rise in ‘inward-looking’ values/character education. I argue that this emphasis on personal development is preferred over more ‘outward-looking’ citizenship education. Throughout, I identify the characteristics of the ‘good’ citizen inherent in the different responses, focusing both on the desired characteristics of both the ‘good’ school citizen and the future adult citizen.

Tujuan penelitian ini adalah sebagai berikut: ditemukan sebuah desain Model Pembelajaran Pendidikan Kewarganegaraan di Era media digital sebagai pendukung Implementasi pendidikan karakter. Metode penelitian menggunakan penelitian dan pengembangan (Research and Development (RD), yaitu suatu metode penelitian yang digunakan untuk menghasilkan produk tertentu dan menguji validitas dan keefektifan produk. Penelitian ini menggunakan model pengembangan prosedural. Prosedur dalam penelitian ini mengadaptasi model ADDIE (Analyze, Design, Develop, Implement, Evaluation). Sampel dalam penelitian ini, melibatkan Perguruan Negeri Negeri dan Swasta di Jawa Tengah. Hasil penelitian menunjukkan sebagai berikut: pertama Analisis yaitu melakukan analisis kebutuhan, mengidentifikasi masalah (kebutuhan), dan melakukan analisis tugas. Kedua, Design, Tahap desain ini, merumuskan tujuan pembelajaran. Ketiga, Development adalah proses mewujudkan blue-print dengan inovasi media digital. Keempat, Implementation adalah langkah nyata untuk menerapkan sistem pembelajaran yang sedang kita buat. Kelima, Evaluation yaitu proses untuk melihat apakah sistem pembelajaran yang sedang dibangun berhasil, sesuai dengan harapan awal atau tidak. Evaluasi merupakan langkah terakhir dari model desain sistem pembelajaran ADDIE. Berdasarkan pengembangan instruksional model ADDIE tersebut kemudian diadopsi dalam tahapan pengembangan model pembelajaran Pendidikan Kewarganegaraan, dengan kebaharuan “MPC” (Modification of Project Citizen) yang relevan di era media digital dan dikembangkan berdasarkan implementasi pendidikan karakter dan ketercapaian kompetensi Pendidikan Kewarganegaraan.-----------------------------------------------------------------------------------------------------This research aims to find out a design of Citizenship Education Learning Model in the era of digital media as a support for the implementation of character education. The research method uses research and development (Research and Development (R D), which is a research method used to produce specific products and test the validity and effectiveness of the product. This study uses a procedural development model. The procedure in this study adapted the ADDIE model (Analyze, Design, Develop, Implement, Evaluation) The sample in this study involved State and Private Universities in Central Java. The results of the study showed the following: first Analysis is to do a needs analysis, identify problems (needs), and perform task analysis. The design phase is to formulate learning objectives Third, Development is the process of creating blueprint with digital media innovation Fourth, Implementation is a real step to implement the learning system that we are making Fifth, Evaluation is a process to see whether the learning system successful according to initial expectations or not. Evaluation is the final step of the ADDIE learning system design model. Based on the ADDIE model instructional development, it was later adopted in the stages of developing the Citizenship Education learning model, with the modification of "MPC" (Modification of Project Citizen) relevant in the era of digital media and developed based on the implementation of character education and achievement of competencies in Citizenship Education.

ABSTRACTThis research reveals the values of character education based on Sundanese Local Wisdom (KLS) in relation to Core Competencies (KI) in learning Pancasila and Citizenship Education (PPKn) in Junior High Schools. Character values become a reference in the world of education and must be applied in schools. In KLS, there are several character values that are revealed in 'paribasa or babasan' which is a treasure for the life of the Sundanese. These character values are relevant to those formulated by the Ministry of National Education as many as 18 character values. Meanwhile, the character values in Civics learning are as reflected in the KI formulation in elementary education for grades VII-IX. Based on the results of the analysis, it can be revealed that there is a significant relevance of SEA-based character values with character values in KI and those formulated by the Ministry of National Education. Of the 42 'paribasa' KLS character values, it can be classified into 12 character values that are relevant to the KI formulation. The KLS character values become enrichment materials in Civics learning in Junior High Schools.Keywords: Character education, Sundanese, local wisdom, core competence AbstrakPenelitian ini mengungkapkan tentang nilai-nilai pendidikan karakter berbasis Kearifan Lokal Sunda (KLS) dalam hubungannya dengan Kompetensi Inti (KI) dalam pembelajaran Pendidikan Pancasila dan Kewarganegaraan (PPKn) di Sekolah Menengah Pertama. Nilai-nilai karakter menjadi acuan dalam dunia pendidikan dan harus diterapkan dalam persekolahan. Dalam KLS memiliki beberapa nilai karakter yang terungkap pada ‘paribasa atau babasan’ yang menjadi khasanah bagi kehidupan orang Sunda. Nilai-nilai karakter tersebut relevan dengan yang dirumuskan oleh Kementerian Pendidikan Nasional sebanyak 18 nilai karakter. Sedangkan nilai-nilai karakter pada pembelajaran PPKn sebagaimana tercermin dalam rumusan KI pada pendidikan dasar kelas VII-IX. Berdasarkan hasil analisis dapat diungkapkan bahwa terdapatnya relevansi yang signifikan nilai-nilai karakter berbasis KLS dengan nilai-nilai karakter dalam KI serta yang dirumuskan oleh Kemendiknas. Dari sebanyak nilai karakter KLS 42 ‘paribasa’, maka dapat diklasifikasikan pada 12 nilai karakter yang relevan dengan rumusan KI. Nilai-nilai karakter KLS menjadi bahan pengayaan dalam pembelajaran PPKn di Sekolah Menengah Pertama.Kata Kunci: Pendidikan karakter, Kearifan lokal, Sunda, Kompetensi inti

Research conducted at SMAN 9 Malang about, (1) Implementation of CharacterEducation by Study of Citizenship, (2) Describe the constraints faced, (3) Describe solution made in the implementation of Character Education by Study Of Citizenship. This research uses the nearing of qualitative research. Where researchers directly to collecting information related to the title of the study. The collection of data obtained from observation, interview, and documentation. As for the target of information are principal, waka kurikulum, waka student, teacher Citizenship Education, and the student of SMAN 9 Malang. Indicate thatthe results of research in Citizenship Education in SMAN 9 Malang loading about Character Education and devolep values’s character that exist in the state ideology that is Pancasila, strategic Citizenship Education teachers of SMAN 9 Malang are with model. Habituation or reinforcement. Evaluation is conducted by the Citizenship Education teacher at SMAN 9 are cognitive, affective and psychomotor student. Values in Citizenship Education also developed in school extracurriculier activities such as extracurricular activities paskibra in SMAN 9 Malang which also inserts character education such as discipline, responbility,independence, and nationalist. It’s just that in practice there are still constraints such as there are still a few of student who make mischief in school, many teacher and students who come school late. From the times or the impact that the school conducted globalisasi. The solution of the schools that model, an awareness of the self, the role of parents.

This article examines the journey of democracy in Indonesia and citizenship education as a character education for democracy. This research was conducted using the literature study method by collecting information from various sources, such as books, journals and articles related to the research discussed. The results show that the Indonesian state has implemented its democracy and experienced several periods, until now it has undergone a period of reform. One proof of the success of democracy in Indonesia is that the Indonesian people are aware of political life and have begun to voice their aspirations and opinions. To carry out democracy even better, the Indonesian nation needs to be taught democracy education through citizenship education so that the Indonesian nation has good character as citizens.
