AbstractWADA is a hybrid public–private agency that leads the global fight against doping. This chapter explores why and how this agency developed into an institution that receives support from sports organizations and governments worldwide. Despite initial scepticism about its ability to overcome the ineffectiveness of anti-doping policies prior to its foundation in 1999, WADA quickly grew into a broadly trusted and well-respected organization. It successfully developed a globally harmonized anti-doping system that reinforced the credibility of international sports competitions and the legitimacy of elite sport policies. From its inception, it had a distinct identity as a neutral, impartial and objective standard setter and referee agent in a morally challenging organizational field. Nonetheless, being relatively young, WADA remains a vulnerable institution. It must continuously take an independent position with regard to partial interests of sporting and public authorities that are responsible for WADA’s funding and governance. This requires institutional leadership that the organization cannot always offer, as recent doping affairs show.

This chapter explores some challenges that arise in respect of the regulation of human enhancement. It opens by advocating a definitional pluralism that acknowledges the existence of many concepts of human enhancement. These highlight different moral concerns about the application of genetic and cybernetic technologies to human brains and bodies. I identify one concept that is particularly effective at expressing the upsides of human enhancement. Another concept serves better to reveal enhancement’s downsides. I describe a further concept that reveals moral issues connected with great degrees of human enhancement. The chapter concludes with a discussion of attempts to regulate enhancement in elite sport. I defend the efforts of the World Anti-Doping Agency (WADA) to keep artificial means of enhancement out of sport.

“Sports law is not just international; it is nongovernmental as well, and this differentiates it from all other forms of law.” Sports rules are genuine “global law” because they are applied across the entire world, they involve both international and domestic levels, and they directly affect individuals: This happens, for instance, in the case of the Olympic Charter, a private act of a “constitutional nature” with which all States comply, or in the case of the World Anti-Doping Code, a document that provides the framework for the harmonization of anti-doping policies, rules, and regulations within sports organizations and among public authorities.

Developing democracy institutions and citizen participation in state affairs, the world community focuses on postcolonial studies, which allow us to identify new perspectives, set new priorities in various areas, in law and public administration among others. In Arctic countries, postcolonial discourse has an impact on the methodology of research related to indigenous issues, and this makes possible to understand specific picture of the world and ideas about what is happening in the world. Moreover, the traditions of Russian state and governance are specific and interaction between indigenous peoples and public authorities should be studied with a special research methodology which would reflect the peculiarities of domestic public law and aimed at solving legal issue and enrich public policy. The objective of the paper is to present a new integrated methodology that includes a system of philosophical, anthropological, socio-psychological methods, as well as methods of comparative analysis and scenario development methods to involve peripheral communities into decision-making process of planning the socio-economic development in one of Russia’s Arctic regions — the Yamal-Nenets Autonomous District and to justify and further legislatively consolidate the optimal forms of interaction between public authorities and indigenous communities of the North. In 2020, the Arctic Research Center conducted a sociological survey in the Shuryshkararea of the Yamal-Nenets Autonomous District, which seems to limit existing approaches to identifying public opinion about prospects for developing villages and organizing life of their residents. Our proposed methodology for taking into account the views of indigenous peoples can help to overcome the identified limitations.

This article uses an examination of journalism and mass communication (JMC) education in Pakistan as a case study to explore the consequences of increased homogenization of JMC education around the world. Anchored by a qualitative method that relies heavily on actor-network theory, the study identifies key moments and people in the trajectory of five Pakistani programmes and explores the connection between these programmes and the larger JMC organizational field. The study concludes by questioning the efficacy of the current power structures within the supranational JMC organizational field before discussing how these influences could potentially be mitigated moving forward.

Performance enhancement in sport has a long and controversial history. Although several organizations enacted prohibitions on the subject of doping prior to the Second World War, public scrutiny on the issue remained relatively light until the second half of the twentieth century. Beginning in the 1960s, officials passed a number of regulatory measures with the twin goals of protecting the health of athletes and ensuring the fairness of competitions. Due partially to the effects of Cold War political rivalries, the use of drugs by athletes nevertheless remained widespread in the world of sport. This policy situation changed dramatically with the end of the superpower conflict in 1991, however. The following decade was marked by increasingly vociferous calls for reform from outside the international governance structure for sport. In February of 1999, regulatory powers over the subject were centralized in a new organization called the World Anti-Doping Agency (WADA).

With the problems of doping in sport becoming more serious, the World Anti-Doping Code was drafted by the World Anti-Doping Agency in 2003 and became effective one year later. Since its passage, the Code has been renewed four times, with the fourth and latest version promulgated in January 2015. The Code was intended to tackle the problems of doping in sports through cooperation with governments to ensure fair competition as well as the health of athletes. To understand China’s strategies for managing compliance with the Code and also the implications behind those strategies, this study borrows ideas from theories of compliance. China’s high levels of performance in sport, judged by medal success, have undoubtedly placed the country near the top of the global sports field. Therefore, how China acts in relation to international organizations, and especially how it responds to the World Anti-Doping Agency, is highly significant for the future of elite sport and for the world anti-doping regime. Through painstaking efforts, the researchers visited Beijing to conduct field research four times and interviewed a total of 22 key sports personnel, including officials at the General Administration of Sports of China, the China Anti-Doping Agency, and individual sport associations, as well as sport scholars and leading officials of China’s professional sports leagues. In response to the World Anti-Doping Agency, China developed strategies related to seven institutional factors: ‘monitoring’, ‘verification’, ‘horizontal linkages’, ‘nesting’, ‘capacity building’, ‘national concern’ and ‘institutional profile’. As for the implications, the Chinese government is willing and able to comply with the World Anti-Doping Agency Code. In other words, the Chinese government is willing to pay a high price in terms of money, manpower and material resources so that it can recover from the disgrace suffered as a result of doping scandals in the 1990s. The government wants to ensure that China’s prospects as a participant, bidder and host of mega sporting events are not compromised, especially as the host of the 2022 Winter Olympics in Beijing.

Allocating appointment slots is presented as a new application for market design. Online booking systems are commonly used by public authorities to allocate appointments for visa interviews, driver’s licenses, passport renewals, etc. We document that black markets for appointments have developed in many parts of the world. Scalpers book the appointments that are offered for free and sell the slots to appointment seekers. We model the existing first-come-first-served booking system and propose an alternative batch system. The batch system collects applications for slots over a certain time period and then randomly allocates slots to applicants. The theory predicts and lab experiments confirm that scalpers profitably book and sell slots under the current system with sufficiently high demand, but that they are not active in the proposed batch system. We discuss practical issues for the implementation of the batch system and its applicability to other markets with scalping. (JEL C92, D47)

Globally, countries are wrestling with the need to achieve a just transition away from fossil fuels while at the same time ensuring access to affordable energy. Protests often have a common root cause: the undemocratic nature of energy policymaking. This Policy Briefing describes findings from research conducted in Mozambique, Nigeria, and Pakistan, as well as from a global, cross-country study, and the insights from an International Roundtable. Singapore has one of the fastest economic development pace throughout South East Asia. Despite the fact that by land mass, it is not the biggest or the most fertile country. By demographic factor, it is not the most populated nor the most culturally diverse country. It also didn’t have the natural resources that its neighboring countries boasted as their main commodity. Yet, Singapore is a country with one of the most efficient implementation of living space, land usage, and education programme in the world. Because of its greatness, Singapore can be put in the same class with the others developed countries in the world. This is despite all the handicap that this country has, through the thick and thin of its history. The author believes that these successes can be atributted mostly to the efficient leadership of Singapore as a nation state in the international system, and that these successes can be adapted throughout Asia, and the world as a whole. This essay was made exactly to achieve this successful impact on ASEAN’s countries economics. In this writing, the author will examine what makes Singapore such a great economic titan, and how it can turn its unlikely position into a flourishing market economy and becoming a model for other developing countries to replicate, with institutional leadership. All of these, for the purpose of learning, and in the bid of rejuvenating economic vigor that most Asian countries and developing countries needed to keep up and even compete with more prominent countries in the international political system of the world.
