The place and role of local government within the structure of government in Africa has attracted much public interest. Prior to and after independence, African countries used local government as the administrative units of central governments without their having any legal status, to the extent that local authorities were under the strict control of central governments. The autonomy of local government is pivotal in the democratisation of a country. The United Nations, European Union and African Union have adopted treaties to promote the recognition and protection of local government in the state parties’ constitutions. Accordingly, this article explains the status of local government in Africa and its impact on strengthening democracy in African states.

The demand structure of resources for new economy is different from the traditional one in that its development may significantly change China’s economic location map and spatial pattern. Based on 343 administrative units of prefecture-level cities in China, this research constructs the measurement index system of terrestrial surface natural resources under the orientation of the new economic demands; this research mainly analyses the spatial distribution characteristics and geographical mechanism of natural resources by means of the spatial autocorrelation and spatial similarity calculation methods. The results show that: (1) The structure and endowment of natural resources under the orientation of the new economic demands need to be reexamined. The significance of a good environment and ecological resources has been highlighted. The coupling of resource elements better reveals the availability of natural resources. (2) The natural resources decrease from southeast to northwest, showing a pattern of “abundant in the south and east and scarce in the north and west”. Natural resources have a significant positive correlation in spatial distribution with two types of agglomeration: high-high agglomeration and low-low agglomeration, showing the local agglomeration feature of “high in the south and low in the north”. (3) Natural factors such as temperature, precipitation and altitude affect the spatial distribution of natural resources, with the temperature being the most significant. This indicates that the original natural environment and its role are the geographical mechanism for the formation and distribution of natural resources. The results could provide a reference for the development and the optimization of China’s new economy.

Many international bureaucracies give policy advice to national administrative units. Why is the advice given by some international bureaucracies more influential than the recommendations of others? We argue that targeting advice to member states through national embeddedness and country-tailored research increases the influence of policy advice. Subsequently, we test how these characteristics shape the relative influence of 15 international bureaucracies’ advice in four financial policy areas through a global survey of national administrations from more than 80 countries. Our findings support arguments that global blueprints need to be adapted and translated to become meaningful for country-level work. Points for practitioners National administrations are advised by an increasing number of international bureaucracies, and they cannot listen to all of this advice. Whereas some international bureaucracies give ‘one-size-fits-all’ recommendations to rather diverse countries, others cater their recommendations to the national audience. Investigating financial policy recommendations, we find that national embeddedness and country-tailored advice render international bureaucracies more influential.

Conventional energy sources often do not fully satisfy the needs of a modern economy, especially given the climate changes associated with them. These issues should be addressed by diversification of energy generation, including the development of renewable energy sources (RES). Solid biomass will play a major part in the process in Poland. The function of rural areas, along with a well-developed agricultural and forest economy sector, will be a key aspect in this as these areas are suitable for solid biomass acquisition in various ways. This study aimed to determine the solid biomass energy potential in the commune of Goworowo to illustrate the potential in the smallest administrative units of Poland. This research determined the environmental and natural conditions in the commune, which helped to identify the crucial usable solid biomass resources. The total energy potential of solid biomass resources in the commune of Goworowo amounted to 97,672 GJ y−1. The highest potential was accumulated in straw surplus (37,288 GJ y−1) and the lowest was in wood from roadside maintenance (113 GJ y−1). This study showed that rural areas could soon play a significant role in obtaining solid biomass, and individual communes could become spaces for the diversification of energy feedstock.

Abstract The use of different objective functions in hierarchical aggregation procedures is examined in this paper. Specifically, we analyse the use of the original Intramax objective function, the sum-of-flows objective function, the sum-of-proportions-to-intra-regional-flows objective function, Smart’s weighted interaction index, the first and second CURDS weighted interaction indices, and Tolbert and Killian’s interaction index. The results of the functional regionalisation have been evaluated by self-containment statistics, and they show that the use of the original Intramax procedure tends to delineate operationally the most persuasive and balanced regions that, regarding the intra-regional flows, homogeneously cover the analysed territory. The other objective functions give statistically better but operationally less suitable results. Functional regions modelled using the original Intramax procedure were compared to the regions at NUTS 2 and NUTS 3 levels, as well as to administrative units in Slovenia. We conclude that there are some promising directions for further research on functional regionalisation using hierarchical aggregation procedures.

In the contemporary economy the more and more greater role is played by state and local government institutions. Offices of public administration not only create law, but more and more often become initiators of the different type of investments undertaken on the ground of their jurisdiction. Often neighbouring administrative units begin to compete between themselves in gaining of investments and resources for the purpose of its own development. In the functionality of mentioned offices the greater role is performed by IT systems building the architecture of a given unit, clearly expressed among other things in the idea of intelligent city. Applied by offices of public administration IT systems are more often opened for suppliants creating e-government tools [1]. In this paper was presented the role of e-government tools in the business activation of the region on the basis of IT systems made available by Czestochowa Municipal Office. The review of potential directions of the e-government tools usage in different areas of social-economic life of the city will be presented

The coastal zones are highly resourceful and dynamic. In recent times, increased events of tropical cyclones and the devastating impact of the December 2004 tsunami have brought forth the importance of assessing the vulnerability of the coast to hazard-induced flooding and inundation in coastal areas. This study intends to develop coastal vulnerability index (CVI) for the administrative units, known astalukasof the Karnataka state. Seven physical and geologic risk variables characterizing the vulnerability of the coast, including rate of relative sea level change, historical shoreline change, coastal slope, coastal regional elevation, mean tidal range, and significant wave height derived using conventional and remotely sensed data, along with one socioeconomic parameter “population,” were used in the study. A total of 298 km of shoreline are ranked in the study. It was observed that about 68.65 km of the shoreline is under very high vulnerable category and 79.26 km of shoreline is under high vulnerable category. Of the remaining shoreline, 59.14 km and 91.04 km are of moderate and low vulnerable categories, respectively.
