The article describes experience of creating and implementing information-managing educational environment at university. The model of creating information-managing educational environment of university with elements of artificial intelligence and indicative management is described. This environment contributes to improve quality of training and management of educational processes and resources. The stages of creating and implementing information-managing educational environment are considered systemically, as continuous process focused on a consumer. The inhibitory and facilitating conditions for introduction of the model at university are described. To provide subject-oriented approach to the use of information resources of environment, recommended clusters of information subsystems for each category of users are described.Practically implemented scientific and methodological recommendations for subjects of educational process to overcome resistance to innovations introduced in educational organizations are proposed.Features of adaptation of the developed information-managing educational environment for schools are presented.

Abstract This article examines China’s compliance with World Trade Organization (WTO) law in the field of publications control from an empirical and theoretical perspective. The study of publications control — a policy field of critical concern to China’s Communist government — highlights the competing interests and ideas over ‘liberalisation’ and ‘state control’ within the Chinese leadership and within WTO circles. The article, first, describes these competing and historically shifting interests and ideas in the case of a recent landmark WTO dispute on publications control and, second, uses two apparently distinct IR theoretical approaches to explain China’s behaviour during the dispute. The article argues that neither an interest-oriented approach nor an idea-centred approach by themselves can explain Chinese political decision-making. The article proposes a combination of two particular views that help to explain the dispute examined but also China’s interactions with the WTO more generally.

Autonomy as a fundamental guarantee for the implementation of educational activities accompanied the formation of the first universities, subsequently acquiring regional specificity. The education system in Russia objectively operates by a different structure for the interrelation of the subjects and mechanisms in order for educational organizations to implement their activities compared to the era of the first universities. In the article, the authors identify and propose to consider the key nodes of the legal status of universities: organizational and legal form as a legal shell, proprietary rights in property, methods of financing, tax preferences, and forms of control over activities. The study of these features is important for answering the questions of whether they lead to the emergence of a new model of legal regulation of universities and whether there is a correlation with university autonomy. Both answers, as shown in the article, are negative. The decision should not come only “from above”, although the state recognition of the independence of universities should be expressed in the expansion of their powers in property and financial spheres. Educational organizations themselves must realize the value of autonomy, starting with the formulation of their mission, which is presented formally and not meaningfully in the charters of Russian universities. The mission of the article’s authors is seen in the ability to make independent decisions and be responsible for such decisions. The participation of a public entity in the functioning of universities today seems to be excessive: goal setting, state task, and state control should not suppress the autonomy of educational organizations. The use of various public resources may become a Solomon solution: supervisory and board of trustees, student government, internal financial audit, and others. Finally, the latest and far from the last challenges to the education system (digitalization, pandemic) are shifting the area of responsibility to the universities themselves, which will have to make operational decisions based on their vision of the current situation. For this to occur, educational organizations need to understand the degree of their autonomy.

The article considers the specific features of risk-oriented approach at State auditing service of Ukraine. Topic is up to date because of absence of commonly shared views at basic term’s content and list of risk criteria in processes of objects to be checked selection as well as scope and indicators of financial analysis during this procedure. It is important to underline, that in State Auditing Service (SAS) practice comprehensive financial analysis is supposed to be done at the next step which is the investigative stage of state financial audit. Author pays significant attention to category of risk in state control analysis, considering different approaches in business environment, regulatory agencies and independent audit. The substantial diversity in its perception is stated and recommendations to its unification are provided. First of all, it is necessary to differentiate risks on the side of object and on the side of subject of control. Author also studies the set of risk criteria for public enterprises and proposes the ways of its refinement considering the independent auditors experience. But risk criteria are not the only way of financial analysis application. Its main scope is applicable at the stage of pre-audit analysis. It is concluded that financial analysis scope, methodic and procedures require regulatory adjustment because of special aim, tasks and approaches in state financial audit. The article is supposed to be useful for academicians and professionals working at State Auditing Service of Ukraine.

On the basis of a thorough analysis of the literature, the authors determined the theoretical mechanism of state control over the bankruptcy of socially signifi cant economic entities. In addition, a multi-level comparative analysis of existing approaches to the assessment of the bankruptcy probability has been carried out and the importance of using a risk-oriented approach for this has been shown to the socially signifi cant economic entities.

The reform of the control and supervison activities of the Russian Federation authorities is studied in the article on the example of the implementation of the federal state energy supervision. The provisions are compared related to the current federal laws on the state control (supervision), and those that will enter into force on July 1, 2021. The implementation of a risk-oriented approach in the activities of Rostechnadzor, and the changes during inspections and implementation of such a new control activity as an inspection visit are also considered in the article. These changes are associated with a decrease in the administrative burden on the activities of the organizations controlled by Rostechnadzor. This will be facilitated by greater transparency of the procedures for control activities, the implementation of a risk-oriented approach, simplification of the procedure for appealing an audit, and a reduction in the period for conducting an audit. With the implementation of a risk-oriented approach in 2018 in the Provision on the implementation of the federal state energy supervision and assignment of risk categories to the controlled organizations within the framework of the federal state energy supervision, the unscheduled inspections are carried out, and from 2021, the scheduled inspections will begin. Introduction of the checklists into the inspection procedure should affect the clarity of the inspection procedure itself and the interaction of control bodies and controlled organizations. Also, the issues of special administrative and legal bases for conducting control activities in terms of the implementation of state control in the field of electric power and heat supply, in the field of energy saving and compliance with the requirements of protected zones require further consideration. Changes are proposed to the checklists regarding the implementation of the federal state energy supervision and the allocation of specific sections in them.

The risk-based approach to the organization of state control (supervision) in Russia has been implemented for about six years. At the first stage, this model of control (supervision) was implemented by 25 different supervisory agencies. With the adoption of new legislation regulating control and supervisory activities, the risk-based model has become relevant in the field of education. There is very little experience in implementing a risk-based control (supervision) model. The supervisory agency tried to formulate the principles of such a model in a recommendatory manner to regional supervisory agencies. At the moment, in accordance with the decisions of the authorities, a model of a riskoriented approach to control and supervisory activities has been formed. However, research, incl. foreign experience shows that it can and should be improved. The authors offer their own model of a risk-oriented approach when organizing control (supervision) in the field of education, based on a more differentiated consideration by the criterion of the risk of causing harm to legally protected values.

There are a number of issues related to its implementation in practice, the solution and explanation of which should have a systematic approach. This will make it possible to bring the regulatory legal framework in the field of mandatory requirements for ensuring the safety of hydraulic structures to the unity and consistency of legislation, the formation of a uniform practice of applying the introduced legal norms.

In accordance with the Federal Law of 13.07.2015 N 246-FZ “On Amendments to the Federal Law “On protection of rights of legal entities and individual entrepreneurs in monitoring of state control (supervision) and municipal control “occurred amendments in the organization of checks, including education. Director of the school, who observes the legislation and (or) does not allow violations may learn that his institution is not included in the planned inspection in the coming year and (or) subsequent years. The article describes and comments the changes in the legislation concerning the most important aspects of the planned inspections of educational institutions and organizations engaged in training. The authors describe an approach to the implementation of control and supervisory activities in the fi eld of education in terms of the current legislation and draft law on the control of the Russian Federation.
