Autonomy as a fundamental guarantee for the implementation of educational activities accompanied the formation of the first universities, subsequently acquiring regional specificity. The education system in Russia objectively operates by a different structure for the interrelation of the subjects and mechanisms in order for educational organizations to implement their activities compared to the era of the first universities. In the article, the authors identify and propose to consider the key nodes of the legal status of universities: organizational and legal form as a legal shell, proprietary rights in property, methods of financing, tax preferences, and forms of control over activities. The study of these features is important for answering the questions of whether they lead to the emergence of a new model of legal regulation of universities and whether there is a correlation with university autonomy. Both answers, as shown in the article, are negative. The decision should not come only “from above”, although the state recognition of the independence of universities should be expressed in the expansion of their powers in property and financial spheres. Educational organizations themselves must realize the value of autonomy, starting with the formulation of their mission, which is presented formally and not meaningfully in the charters of Russian universities. The mission of the article’s authors is seen in the ability to make independent decisions and be responsible for such decisions. The participation of a public entity in the functioning of universities today seems to be excessive: goal setting, state task, and state control should not suppress the autonomy of educational organizations. The use of various public resources may become a Solomon solution: supervisory and board of trustees, student government, internal financial audit, and others. Finally, the latest and far from the last challenges to the education system (digitalization, pandemic) are shifting the area of responsibility to the universities themselves, which will have to make operational decisions based on their vision of the current situation. For this to occur, educational organizations need to understand the degree of their autonomy.

The article describes experience of creating and implementing information-managing educational environment at university. The model of creating information-managing educational environment of university with elements of artificial intelligence and indicative management is described. This environment contributes to improve quality of training and management of educational processes and resources. The stages of creating and implementing information-managing educational environment are considered systemically, as continuous process focused on a consumer. The inhibitory and facilitating conditions for introduction of the model at university are described. To provide subject-oriented approach to the use of information resources of environment, recommended clusters of information subsystems for each category of users are described.Practically implemented scientific and methodological recommendations for subjects of educational process to overcome resistance to innovations introduced in educational organizations are proposed.Features of adaptation of the developed information-managing educational environment for schools are presented.

The technology of blended learning is one of the modern trends in education both in the world and in Russia. The article explores the various possibilities of blended learning technology. As a means of implementing online learning, it is proposed to use LMS Moodle, which is widely used among educational organizations. The categorization of the main elements of Moodle from the perspective of the organization of pedagogical control, forms of presentation of teaching materials is presented. Examples of the use of basic resources and elements of Moodle in the educational process are given. The interactive properties of individual elements those allow you to more effectively implement online learning in blended learning technology are revealed. An approach is proposed to understand the essence of blended learning technology as a technology that allows to activate a student’s activities in the framework of full-time education by using online training and transferring (from full-time education) those activities that students are able to implement in the absence of a teacher.

The article examines the state of the Holocaust historiography in Ukraine for the period of 2010 – beginning of 2014. The review analyzes activities of major research and educational organizations in Ukraine which have significant part of projects devoted to the Holocaust; main publications and discussions on the Holocaust in Ukraine, including publications of Ukrainian authors in academic European and American journals. The article illustrates contemporary tendencies and conditions of the Holocaust Studies in Ukraine, defines major problems and shows perspectives of the future development of the Holocaust historiography in Ukraine.

The quality of programs in library and information activity offered by various advanced professional training centers are discussed along with the issues and vectors of advanced training of the RNPLS&T staff. The RNPLS&T has to choose between expensive courses when new knowledge and skills are guaranteed, and online express courses (fast, easy, cheaply) where no new competences are guaranteed though employees get standard certificates. This trend facilitates establishing more and more online training centers that are just making money due to the demand for standardized certification. The double standards of education programs evaluation influence the quality of knowledge, though documented and certified. The authors argue that the above mentioned educational organizations have to be controlled, the more so, as the libraries are to accomplish their staff appraisal.

<p class="resumoabstract">O professor Giorgio Agamben tem elaborado críticas à engenhosa estrutura política ocidental moderna. Avalia os mecanismos de controle estatal, nos quais os denomina ‘dispositivos’, cuja força está na imbricação às normas jurídico-teológicas com seus similares ritos e liturgias. Suas ocorrências e legitimidade preponderam no tecido social cuja organização sistêmica se põe quase como elemento natural e não cultural. O texto tem por objetivo explorar a concepção política de Agamben sobre a política contemporânea, especialmente considerando seu livro: ‘Estado de Exceção’, cuja investigação apresenta a possibilidade de atenuação dos direitos de cidadania e o enfraquecimento da prática da liberdade política e o processo de relação dos indivíduos no meio social através da redução das subjetividades ‘autênticas’. Analisamos ainda a transferência do mundo sacro elaborado pelos teólogos católicos presente na modernidade à política cuja democracia moderna faz do homem (sujeito) tornar-se objeto do poder político. Faz também, reflexão dos conceitos de subjetivação e dessubjetivação relacionando-os às implicações políticas do homem moderno. A pesquisa é bibliográfica com ênfase na análise dos conceitos elaborados por Agamben, especialmente quanto ao ‘dispositivo’. Conclui que o indivíduo ocidental, de modo geral, sofre o processo de dessubjetivação e está ‘nu’, indefeso e alienado politicamente. Ele precisa voltar-se ao processo de ‘profanação’ dos dispositivos para libertar-se das vinculações orientadoras que forçosamente o descaracteriza enquanto ser ativo e livre.</p><p class="resumoabstract"><strong>Palavras-chave</strong>: Política. Liberdade. Subjetivação.</p><h3>ABSTRACT</h3><p class="resumoabstract">Professor Giorgio Agamben has been criticizing the ingenious modern Western political structure. It evaluates the mechanisms of state control, in which it calls them 'devices', whose strength lies in the overlap with legal-theological norms with their similar rites and liturgies. Its occurrences and legitimacy preponderate in the social fabric whose systemic organization is almost as a natural and not a cultural element. The text aims to explore Agamben's political conception of contemporary politics, especially considering his book 'State of Exception', whose research presents the possibility of attenuating citizenship rights and weakening the practice of political freedom and the individuals in the social environment through the reduction of 'authentic' subjectivities. We also analyze the transfer of the sacred world elaborated by the Catholic theologians present in the modernity to the politics whose modern democracy makes of the man - subject - to become object of the political power. It also reflects on the concepts of subjectivation and desubjectivation, relating them to the political implications of modern man. The research is bibliographical with emphasis in the analysis of the concepts elaborated by Agamben, especially with regard to the 'device'. He concludes that the Western individual, in general, suffers the process of desubjectivation and is 'naked', defenseless and politically alienated. He must turn to the process of 'desecration' of devices to free himself from the guiding bindings that forcibly demeanes him while being active and free.</p><p class="resumoabstract"><strong>Keywords</strong>: Politics.
