Communications are being transformed by the combination of digital technology and a global media economy. There is increased convergence between traditional broadcasting, cable distribution, satellite broadcasting, telecommunications and the Internet, which has boosted the sheer volume of programming and information that can be conveyed, and extended its reach at both domestic and international levels. Many will see these developments as an opportunity to promote new media products and to rationalise their operations in a global market place. Others may be concerned that the need to compete successfully in that market place will threaten the survival of local and national cultural identity. In terms of policy and regulation, states may be tempted to emphasise trade and industrial policy, intended to improve transnational competitiveness, at the expense of media and cultural policy, aimed at protecting pluralism and diversity.

In the early part of 20th century animation emerged as a revolutionary way of making art. It evolved into a powerful means of expression and creativity of artists who could merge all art genres into one art form. The subsequent developments of animation have opened its diverse uses in entertainment business, education and political propaganda. This article attempts to examine the factors that have influenced and shaped the development of animation industry in Iran. It takes a historical view and investigates the impacts of changing socio-economic and political forces that have determined the functions of animation in the Iranian society. The study traces the establishment of the industry to the government-run centres, describing the pioneering role of artists who gave rise to the ‘golden age’ of animation in the pre-revolutionary Iran. Especial attention is throughout paid to the long and rich cultural and artistic heritages, as the thematic basis for indigenously produced animated films in Iran. The growth of the industry is considered in conjuncture with the expansion of feature films cinema and expansion of television networks. The latter is particularly important for the fact that it provides a secured market for a sizeable audience of children and young people in Iran. The study analyses the impact of the 1979 Islamic Revolution on the animation industry from a period of stagnation to a highly promoted and government sponsored artistic and industrial activity. In the post-revolutionary period, the industry was transformed from one reflecting the Iranian history and culture to the one that emphasises the Islamic-Iranian values and Islamic traditions; hence animation has become an ideological means in propagating the cultural policy of the state. Thus, animation has increasingly become a cultural industry assigned to supply growing needs of television and artistic works reserved for international festivals.This research is largely based on extensive interviews with animation artists and those who are working in the industry complemented with a sample of questionnaires addressed to both Iranian artists and foreign observers and participants in the Iranian International festivals on animation. The research methodology is also supplemented with the research on printed materials – very few and often descriptive- and personal experience of working over twenty years in the industry.

Abstract: This article examines the impact that the neoliberal “tide” of the 1980s and 1990s has had on cultural policies in Manitoba and Saskatchewan. It analyzes these developments in the context of the dominant political ideology that preceded neoliberalism in these provinces—social democracy. In Manitoba neoliberalism has been tempered by tensions between the centre and the hinterland, while in Saskatchewan it has been mitigated by tensions between the professional and community-based cultural organizations. Decisionmakers have “gone with the neoliberal flow” in some respects, but have had to balance this with the traditional forces that have shaped cultural policy during the past 50 years.Résumé : Cet article examine l’impact du néolibéralisme pendant les années 1980 et 1990 sur les politiques culturelles au Manitoba et en Saskatchewan. Ces changements sont analysés dans le contexte de l’idéologie dominante qui a précédé le néolibéralisme dans ces provinces – c’est-à-dire la démocratie sociale. Au Manitoba le néolibéralisme a été modéré par les tensions entre le centre et l’arrière-pays, alors qu’en Saskatchewan il a été atténué par les tensions entre les organismes culturels professionnels et les organismes basés dans les collectivités. Les décideurs ont “suivi la vague néolibérale” mais ils ont dû, dans certains cas, composer avec les forces traditionnelles qui ont influencé la politique culturelle au cours des 50 dernières années.

This article investigates how a digital turn and digital copies have influenced ideas, roles and authorities within a national museum sector. It asks whether digital mu-seums and their digital reproductions expand and/or challenge a traditional cul-tural policy. Two specific cases are highlighted to inform the discussion on these questions – the Norwegian digital museum platform DigitaltMuseum and Google Art Project. The article argues that there is a certain epochalism at play when the impact of a digital turn is analysed. At the same time, some clear major changes are taking place, even if their impact on cultural policies might be less than expec-ted. I propose that one of the changes is the replacing of authenticity with accessi-bility as the primary legitimating value of museum objects.

This article reviews the transformation of book culture in the context of activity of modern libraries, as well as the impact of government cultural policy upon this phenomenon. Special attention is given to the changes in the activity of libraries within the framework of national project “Culture” and model standard of the activity of public libraries. In The author underlines the transformation of the phenomenon of library, and the result of these processes reflected in blurring the distinctions between the upmarket and mass, and turning the audience into mass “consumer”. In the course of this research, the author applies functional analysis, dialectical method, and comparative analysis for consideration of the functions of modern library in relation to the historically first forms of their activity. The novelty consists in systemic and nonlinear analysis of the process of transformation of libraries, taking into account incoherence of this process. Emphasis is placed on the transformation of library as a cultural phenomenon, its essence, which leads to the vague understanding of the concept of library, and thus, result, loss of its uniqueness and dysfunction as a sociocultural institution.

Defined as “the decade of translations”, the 1930s saw the publication of Virginia Woolf’s novels Orlando, Flush, and To the lighthouse in Italian. In the cultural and political context of Fascism, this is unexpected, given the peculiarities of Woolf’s experimental prose. Italian literary criticism was firmly founded on a normative anti-modernist canon, supported by both the Catholic Church, which decried modernism and excommunicated some modernist writers, and by the literary movement led by the anti-Fascist and liberal philosopher Benedetto Croce. This de facto intellectual dictatorship complemented the official cultural policy of the Fascist regime by generating another dimension of censorship that invariably affected the publication of periodicals and books. The present work focuses on the effects of this triple (political, moral, and literary) censorship on the first translation of To the lighthouse.

The article represents the topical trends in contemporary Russian political discourse. The author proceeds from the thesis about the strengthening of the importance of the cultural component of state policy in relation to the education of young people, the reproduction of the political elite, as well as the building of communicative influences between the elite and the people. The article provides an overview of the legal framework of sources within the framework of the research area under consideration. In particular, the article analyzes changes in the field of constitutional legislation, as well as new law-making initiatives in the context of the discussion and adoption of the Laws on Culture and Youth Policy. Significant research platforms are highlighted that accentuate the problems of cultural policy, in the aspects of forming the foundations of the traditional cultural and civilizational identity of youth, as well as the reproduction and improvement of the quality of human capital in the field of training management personnel. Within the framework of the article, the phenomenon of cultural enlightenment is positioned as a promising direction of cultural policy, which is very relevant from the point of view of solving the problems being analyzed. The concept of «cultural imperative» is put forward, designed to become one of the «catalysts» of the process of value-semantic formation of the political elite. The methodological basis of the study was interpretive and empirical methods of studying the impact of state cultural policy, including cultural enlightenment, on the political outlook and socialization of young people, as well as the study of youth as a subject of political relations, its place and role in the political processes of the Russian state, development strategies civic and patriotic activity of young people in a modern society subject to globalization and informatization. In our research, we turned to an interdisciplinary method, in particular, we use the research techniques of sociology in the framework of monitoring on key research issues. As the results of the research, the author proposes projects of optional courses and retraining courses aimed at enriching the system of training the future political elite with value-semantic content through the tools of cultural enlightenment.

As a result of political demands and imperial cultural cultivation, the Qing Dynasty reigns of Kangxi (1661–1722) and Qianlong (1736–1796) both paid great attention to the traditional Han culture. During these periods, there were two landmark events that embodied the success of their cultural policy. These were the special examinations of boxue hongci (“breadth in learning and vastness in letters”, also called boxue hongru) in 1679 and 1736, and the publishing of numerous literary anthologies by the emperors. However, scholarly discussions have often focused mainly on aspects of political and cultural domination, and have rarely discussed the impact of these two events on literary circles in the early and middle Qing Dynasty. Thus, this paper examines the boxue hongci examination and the literary anthologies by Emperors as literary events and evaluate them from three perspectives. First, with regards to literary purposes, these two events fostered the link between official and elite discourses. Second, with regards to literary styles, these two events together facilitated the emergence at the height of the Qing Dynasty styles known as qingzhen yazheng (“purity, authenticity, elegance and correctness”) and wenrou dunhou (“gentleness and restraint”). Third, with regards to literary layout, the two events changed the proportion of writers’ identity and actively advanced the balance of the north and south literary circles.
